Constrained Bayesian Active Learning of Interference Channels in Cognitive Radio Networks
In this paper, a sequential probing method for interference constraint
learning is proposed to allow a centralized Cognitive Radio Network (CRN)
accessing the frequency band of a Primary User (PU) in an underlay cognitive
scenario with a designed PU protection specification. The main idea is that the
CRN probes the PU and subsequently eavesdrops the reverse PU link to acquire
the binary ACK/NACK packet. This feedback indicates whether the probing-induced
interference is harmful or not and can be used to learn the PU interference
constraint. The cognitive part of this sequential probing process is the
selection of the power levels of the Secondary Users (SUs) which aims to learn
the PU interference constraint with a minimum number of probing attempts while
setting a limit on the number of harmful probing-induced interference events or
equivalently of NACK packet observations over a time window. This constrained
design problem is studied within the Active Learning (AL) framework and an
optimal solution is derived and implemented with a sophisticated, accurate and
fast Bayesian Learning method, the Expectation Propagation (EP). The
performance of this solution is also demonstrated through numerical simulations
and compared with modified versions of AL techniques we developed in earlier

Compulsory moral bioenhancement should be covert
Some theorists argue that moral bioenhancement ought to be compulsory. I take this argument one step further, arguing that if moral bioenhancement ought to be compulsory, then its administration ought to be covert rather than overt. This is to say that it is morally preferable for compulsory moral bioenhancement to be administered without the recipients knowing that they are receiving the enhancement. My argument for this is that if moral bioenhancement ought to be compulsory, then its administration is a matter of public health, and for this reason should be governed by public health ethics. I argue that the covert administration of a compulsory moral bioenhancement program better conforms to public health ethics than does an overt compulsory program. In particular, a covert compulsory program promotes values such as liberty, utility, equality, and autonomy better than an overt program does. Thus, a covert compulsory moral bioenhancement program is morally preferable to an overt moral bioenhancement program

A revealed preference analysis of the rational addiction model.
We provide a revealed preference analysis of the rational addiction model. The revealed preference approach avoids the need to impose an, a priori unverifiable, functional form on the underlying utility function. Our results extend the previously established revealed preference characterizations for the life cycle model and the one-lag habits model. We show that our characterization is easily testable by means of linear programming methods and we demonstrate its practical usefulness by means of an application to Spanish household consumption data.
