Conditional parallelization of nonStrict independence. Procedures and assessmen
This paper presents a conditional parallelization process for and-parallelism based on the notion of non-strict independence, a more relaxed notion than the traditional of
strict independence. By using this notion, a parallelism annotator can extract more parallelism from programs. On the other hand, the intrinsic complexity of non-strict independence poses new challenges to this task. We report here on the implementation we have accomplished of an annotator for non-strict independence, capable of producing
both static and dynamic execution graphs. This implementation, along with the also implemented independence checker and their integration in our system, have resulted what is, to the best of our knowledge, the first parallelizing compiler based on nonstrict independence which produces dynamic execution graphs. The paper also presents a preliminary assessment of the implemented tools, comparing them with the existing ones for strict independence, which shows encouraging results
Report of the Task Force on Impact Assessment
Report to MTM95 of a Task Force on Impact Assessment established by the Public Awareness and Resource Mobilization Committee (PARC). This document presents the conclusions of the Task Force to the CGIAR. It draws on the outcome of a workshop organized by the Task Force and held immediately prior to MTM95. Documentation on the workshop is contained in other records.The Task Force endorsed a systemwide impact assessment group to formulate and carry out an ongoing process of impact assessment and performance evaluation for public awareness purposes. Preliminary consideration was given to means of assuring the proposed group's credibility, objectivity, and independence, as well as defining its functions, governance, and relations to the CGIAR as a whole. Recent QCD Results from LEP-1 and LEP-2
A summary is given of some recent QCD results from LEP. For LEP-2, the topics
include event shape measurements, determinations of the strong coupling
constant, and measurements of the charged particle multiplicity distribution at
the recently completed run at 189 GeV. For LEP-1, the topics presented are a
test of the flavor independence of the strong coupling constant and a study of
gluon jets using a hemisphere definition to correspond to analytic
calculations. For the combined LEP data samples, the topics include a test of
power law corrections for hadronization effects and the running of the strong

Agricultural employment expansion: smallholder land and labour capacity growth
This report is based on a synthesis of findings from various publications, ZEDS surveys and numerous Government publications. It is supported by a wide spreading background study report on Zimbabwe's prospects for employment and agricultural development produced with two other colleagues from ZIDS.
In four preliminary sections the report first traces the role and contributions of
agriculture in the economy and in employment, and then it assesses the performances of the agricultural sub-sector, focusing on large-scale commercial farming (LSCF) and Communal Area farming in order to highlight the differences in employment and growth impacts of these two dominant sub-sectors. In the two following sections the resources and policy framework of sub-sectoral performance are discussed and identifiable investment policy impacts synthesized, with particular attention given to the employment effects of the post-independence agricultural developments.
These analyses lead to the conclusion that reasonable growth and some small measure
of equity were achieved during the period studied, while declining formal employment,
increased underemployment and precarious Communal farm employment were achieved in a situation of growing officially "descaled" unemployment
Termination of Older Youth from Foster Care: A Protocol for Illinois
National data suggests that young people transitioning from wardship to adulthood experience the expectation of self sufficiency as too fast, unplanned and unexpected, making them feel "dumped" by the system, helpless to take control of their lives, and unhopeful about the future. Id. In Illinois, approximately 2,000 youth spend their seventeenth birthday in foster care. The picture of youth aging out of the system in Illinois is no more hopeful than the national picture, as shown in a recent study of the Illinois Department of Children and Family Services, in which caseworkers responded to questions about a sampling of 580 older youth living in substitute care. Only 52% of the wards age 18 and older had a high school diploma. Only 12.8% were working full time
