    Towards Linking Virtual Models with Physical Objects in Construction using RFID:Review of Ontologies

    Virtual models have in recent years proven their worth in practice relating to building design. Today virtual models of the complete project are created before the project is carried out in practice. The immediate advantages of this are great; it introduces fewer errors, gives a better production basis, improved clarity and enhanced communication methods compared to traditional 2D drafting methods. However, there is still much unutilized potential in the virtual models, especially in the construction and operation phases. It is expected that a digital link between the virtual models and the physical objects in the construction process can improve the information and knowledge handling from design to construction, operation and maintenance. The link can be created by use of Radio Frequency Identification (RFID) technology. This paper describes a review and assessment of existing ontologies relevant in relation to creating this link. The ontologies are categorised according to their applicability to specify technical services, resources, organisational relations, business processes and overall frameworks for ontology descriptions and their relations. It is concluded that, with few modifications the technical service and resource ontologies are applicable for industrial use and the meta, organisational and business process ontologies needs further development and industrial maturity to be applicable.     Improving sustainability through intelligent cargo and adaptive decision making

    In the current society, logistics is faced with the challenge to meet more stringent sustainability goals. Shippers and transport service providers both aim to reduce the carbon footprint of their logistic operations. To do so, optimal use of logistics resources and physical infrastructure should be aimed for. An adaptive decision making process for the selection of a specific transport modality, transport provider and timeslot (aimed at minimisation of the carbon footprint) enables shippers to achieve this. This requires shippers to have access to up-to-date capacity information from transport providers (e.g. current and scheduled loading status of the various transport means and information on carbon footprint) and traffic information (e.g. city logistics and current traffic information). A prerequisite is an adequate infrastructure for collaboration and open exchange of information between the various stakeholders in the logistics value chain to obtain the up-to-date information. This paper gives a view on how such an advanced information infrastructure can be realised, currently being developed within the EU iCargo project. The paper describes a reference logistics value chain, including business benefits for each of the roles in the logistics value chain of aiming for sustainability. A case analysis is presented that reflects a practical situation in which the various roles collaborate and exchange information for realizing sustainability goals, using adaptive decision making for selecting a transport modality, transport provider, and timeslot.     An Architecture Driven Methodology for Transforming from Fragmented to Connected Government: A Case of a Local Government in Italy

    Connected government implies that citizens and enterprises can interact with government as with a single entity rather than with a number of different public authorities. In countries characterized by a highly fragmented system of Local Government, connected government at the local level can be achieved only through a process of progressive integration on a wider area of systems of local government already integrated at the local level. In the chapter, the author argues that this process should be based on a maturity model and a reference model that define the technological and organizational conditions that allow the establishment of more and more integrated aggregations of municipalities. With reference to a study funded by the Region Lombardia (Italy), the chapter introduces the concept of Integrated System of Local Government (ISLG) and describes the process that leads to the establishment of ISLGs as an intermediate step toward connected government at the local level. Moreover, the chapter discusses the conditions that can induce different aggregations of municipalities to comply with a set of standard requirements in the implementation of their integration processes

    Production management and control in construction has not been addressed/updated ever since the introduction of Critical Path Method and the Last PlannerÂŽ system. The predominant outside-in control logic and a fragmented and deep supply chain in construction significantly affect the efficiency over a lifecycle. In a construction project, a large number of organisations interact with the product throughout the process, requiring a significant amount of information handling and synchronisation between these organisations. However, due to the deep supply chains and problems with lack of information integration, the information flow down across the lifecycle poses a significant challenge. This research proposes a product centric system, where the control logic of the production process is embedded within the individual components from the design phase. The solution is enabled by a number of technologies and tools such as Building Information Modelling, Internet of Things, Messaging Systems and within the conceptual process framework of Lean Construction. The vision encompasses the lifecycle of projects from design to construction and maintenance, where the products can interact with the environment and its actors through various stages supporting a variety of actions.     Experimenting a methodology to improve the entrepreneurial ecosystem through collaboration and digitalization

    One of the weaknesses detected in the support system of entrepreneurial activity in several locations is its atomization. Thus, to solve it and gain efficiency, the agents, agencies and institutions related to this subject in Biscay started a joint project of strategic reflection in the beginning of 2018. Consequently, a collaborative public network, supported by a digital platform was formally created in June 2018. This paper aims to assess the development process of this public network. Based on the theory about Social Network Analysis and Network Effectiveness, we developed a set of indicators and used the obtained data from the technological platform used by the network. Currently, the network is still in its initial stage, but we have verified that it is working and the interaction among the agents has increased; thus, we can conclude that it is fulfilling the set cornerstones in its development. Our research is a longitudinal study, and our final target is to create a tool to monitor the development and measure its impact on the entrepreneurial ecosystem in Biscay. The network’s goal is to improve the support service for entrepreneurs in the province, enhancing the entrepreneurial conditions and having a positive impact on the entrepreneurial ecosystem. Because atomization is a common problem in several locations, the experience might be extended to other places with similar casuistic. We consider it as an original approach because it applies information technologies and social networks to public administration as well

    Exploring The Balance Between Trust And Formal Controls In Information Systems Outsourcing Relationships

    Trust and formal controls are critical in contemporary information systems outsourcing arrangements. Trust has been recognized as the relationship facilitator, while formal controls have been treated as the governance mechanism. Achieving a balance between trust and formal controls has received much attention in the literature as it leads to better management of inter-organisational relationships and performance results. Although existing research on the balance offers interesting insights, it is largely descriptive and does not establish a sound conceptual base. In contrast, the current studies that investigate the interaction of trust and formal controls have been based on contradictory conceptualisations and conflicting research outcomes, leading to controversial and exhausting debate about trust and formal controls being complements and/or substitutes. In this study, we investigate the dynamics of trust-controls nexus in IS outsourcing arrangements and build a conceptual framework that captures various interplays between trust and formal controls. We argue that different types of balance (antithetical, orthogonal and synergistic) and outsourcing outcomes can mutually influence each other. Based on our framework, we explore the synergistic balance in twocase studies and reveal the existence of dynamic patterns of interaction between trust-controls nexus and outcomes, and the changes in the achieved balance. The study provides a new way to explore the balance as the outcome of dynamic interactions between trust and formal controls and its link to the outcomes in IS outsourcing

    Coordination between primary and secondary healthcare in Denmark and Sweden

    Introduction: Insights into effective policy strategies for improved coordination of care is needed. In this study we describe and compare the policy strategies chosen in Denmark and Sweden, and discuss them in relation to interorganisational network theory. Policy practice: The policy initiatives to improve collaboration between primary and secondary healthcare in Denmark and Sweden include legislation and agreements aiming at clarifying areas of responsibility and defining requirements, creation of links across organisational boarders. In Denmark many initiatives have been centrally induced, while development of local solutions is more prominent in Sweden. Many Danish initiatives target the administrative level, while in Sweden initiatives are also directed at the operational level. In both countries economic incentives for collaboration are weak or lacking, and use of sanctions as a regulatory mean is limited. Discussion and conclusion: Despite a variety of policy initiatives, lacking or poorly developed structures to support implementation function as barriers for coordination. The two cases illustrate that even in two relatively coherent health systems, with regional management of both the hospital and general practice sector, there are issues to resolve in regard to administrative and operational coordination. The interorganisational network literature can provide useful tools and concepts for interpreting such issues

    Training of Crisis Mappers and Map Production from Multi-sensor Data: Vernazza Case Study (Cinque Terre National Park, Italy)

    This aim of paper is to presents the development of a multidisciplinary project carried out by the cooperation between Politecnico di Torino and ITHACA (Information Technology for Humanitarian Assistance, Cooperation and Action). The goal of the project was the training in geospatial data acquiring and processing for students attending Architecture and Engineering Courses, in order to start up a team of "volunteer mappers". Indeed, the project is aimed to document the environmental and built heritage subject to disaster; the purpose is to improve the capabilities of the actors involved in the activities connected in geospatial data collection, integration and sharing. The proposed area for testing the training activities is the Cinque Terre National Park, registered in the World Heritage List since 1997. The area was affected by flood on the 25th of October 2011. According to other international experiences, the group is expected to be active after emergencies in order to upgrade maps, using data acquired by typical geomatic methods and techniques such as terrestrial and aerial Lidar, close-range and aerial photogrammetry, topographic and GNSS instruments etc.; or by non conventional systems and instruments such us UAV, mobile mapping etc. The ultimate goal is to implement a WebGIS platform to share all the data collected with local authorities and the Civil Protectio
