    An evaluation tool for design quality: PFI sheltered housing

    The complex procurement process entailed by the private finance initiative (PFI) means that clients need new capacities to manage their relationships with bidders and to assess project proposals if the desired level of design quality is to be achieved. To assist local authorities in their client role, a new Architectural Design Quality Evaluation Tool was developed. The aim was to improve the quality of design in residential sheltered housing, procured through the PFI. The tool was developed for and applied to a programme that will see the replacement of a local authority's entire sheltered housing stock. The tool has two functions: (1) to inform the client's assessment process and assist with the selection of the preferred bidding consortium through a series of stages in the PFI process; and (2) to improve the quality of all the submitted designs through an iterative process. Although several existing mechanisms are available for evaluating the performance attributes of buildings, few also tackle the less tangible amenity attributes, which are vital to the feeling of home.     This is a paper about creativity, diversity and other often used buzzwords. It is also a paper about how to manage people who think. Today we live in a world in which computers and mobile phones have become the key artifacts. Nokia´s slogan ”connecting people” expresses in a brilliant way what it is all about. When we connect people information is transfered and new knowledge hopefully created. And innovations, ideas and individuals are central for everything that takes place. We are all supposed to be flexible, exercising our knowledge in a setting characterized by diversity. This setting is also characterized by paradoxes that I will write more about further down. But transformations such as the globalization and implementing of new information technology race crucial questions about how to deal with a changing economic landscape and new mindsets and changing attitudes. The pages that follow is based on extensive reading of the literature and participating in many conferences and work-shops. In addition to this I have interviewed managers and employees at Electrolux, Ericsson, TeliaSonera and The Confederation of Swedish Enterprise. I have asked people in the above mentioned organizations how they react to concepts such as the knowledge society and the practice of managing knowledge, creativity, diversity and flexibility. This paper is written with a Scandinavian perspective. It is also written with a social constructionist perspective. The theoretical framework includes theories about knowledge management, structuration theory and cognitive theories. The findings are based on interpretative research and I have systematically reflected over the material I have collected. I direct myself towards people in business who think and worry about the future. The purpose is to inspire to further discussions about these very important matters.Knowledge management; structuration theory; knowledge society; globalization; creativity; diversity; flexibility.

    A hierarchically combined classifier for license plate recognition

    High accuracy and fast recognition speed are two requirements for real-time and automatic license plate recognition system. In this paper, we propose a hierarchically combined classifier based on an Inductive Learning Based Method and an SVM-based classification. This approach employs the inductive learning based method to roughly divide all classes into smaller groups. Then the SVM method is used for character classification in individual groups. Both start from a collection of samples of characters from license plates. After a training process using some known samples in advance, the inductive learning rules are extracted for rough classification and the parameters used for SVM-based classification are obtained. Then, a classification tree is constructed for further fast training and testing processes for SVMbased classification. Experimental results for the proposed approach are given. From the experimental results, we can make the conclusion that the hierarchically combined classifier is better than either the inductive learning based classification or the SVMbased classification in terms of error rates and processing speeds. © 2008 IEEE

    Manufacturing in the 1990s - productivity, flexibility and innovation

    The article outlines the evolution of large multinationals as a result of the appearance of new market demands. Companies having to meet specific market demands, are shown to possess certain characteristics, related to the market demands concerned. The analysis shows that innovativeness will, in all probability, be the new market demand in the 1990s, in addition to the already existing ones of efficiency, quality and flexibility. Descriptions of ideal types illustrate the evolution of companies as they move from the Efficient Firm to the Quality Firm on to the Flexible Firm to, finally, the Innovative Firm. The phase model also includes the symptoms of crisis, when moving from one phase to another. Skipping phases appears to be difficult, if not impossible. The same holds true for moving to the next phase, while the organization has not finished with the preceding phase

    Tools of Trade of the Next Blue-Collar Job? Antecedents, Design Features, and Outcomes of Interactive Labeling Systems

    Supervised machine learning is becoming increasingly popular - and so is the need for annotated training data. Such data often needs to be manually labeled by human workers, not unlikely to negatively impact the involved workforce. To alleviate this issue, a new information systems class has emerged - interactive labeling systems. However, this young, but rapidly growing field lacks guidance and structure regarding the design of such systems. Against this backdrop, this paper describes antecedents, design features, and outcomes of interactive labeling systems. We perform a systematic literature review, identifying 188 relevant articles. Our results are presented as a morphological box with 14 dimensions, which we evaluate using card sorting. By additionally offering this box as a web-based artifact, we provide actionable guidance for interactive labeling system development for scholars and practitioners. Lastly, we discuss imbalances in the article distribution of our morphological box and suggest future work directions

    ImageSig: A signature transform for ultra-lightweight image recognition

    This paper introduces a new lightweight method for image recognition. ImageSig is based on computing signatures and does not require a convolutional structure or an attention-based encoder. It is striking to the authors that it achieves: a) an accuracy for 64 X 64 RGB images that exceeds many of the state-of-the-art methods and simultaneously b) requires orders of magnitude less FLOPS, power and memory footprint. The pretrained model can be as small as 44.2 KB in size. ImageSig shows unprecedented performance on hardware such as Raspberry Pi and Jetson-nano. ImageSig treats images as streams with multiple channels. These streams are parameterized by spatial directions. We contribute to the functionality of signature and rough path theory to stream-like data and vision tasks on static images beyond temporal streams. With very few parameters and small size models, the key advantage is that one could have many of these "detectors" assembled on the same chip; moreover, the feature acquisition can be performed once and shared between different models of different tasks - further accelerating the process. This contributes to energy efficiency and the advancements of embedded AI at the edge

    Child development and the aims of road safety education

    Pedestrian accidents are one of the most prominent causes of premature injury, handicap and death in the modern world. In children, the problem is so severe that pedestrian accidents are widely regarded as the most serious of all health risks facing children in developed countries. Not surprisingly, educational measures have long been advocated as a means of teaching children how to cope with traffic and substantial resources have been devoted to their development and provision. Unfortunately, there seems to be a widespread view at the present time that education has not achieved as much as had been hoped and that there may even be quite strict limits to what can be achieved through education. This would, of course, shift the emphasis away from education altogether towards engineering or urban planning measures aimed at creating an intrinsically safer environment in which the need for education might be reduced or even eliminated. However, whilst engineering measures undoubtedly have a major role to play in the effort to reduce accidents, this outlook is both overly optimistic about the benefits of engineering and overly pessimistic about the limitations of education. At the same time, a fresh analysis is clearly required both of the aims and methods of contemporary road safety education. The present report is designed to provide such an analysis and to establish a framework within which further debate and research can take place
