    Problems in increasing innovative sustainability of regional development

    The article provides a comparative analysis of innovative and technological development in Russia and other countries. The paper shows that the innovation sector of the Russian Federation lags behind most developed and developing countries: Russia has almost left the market of high technologies, the main expenditures on innovations are incurred in the sectors of low and medium technology industries; the self-sufficiency in the Russian economy in a number of key types of manufacturing equipment is significantly below the threshold marks determined by national security requirements. The authors describe the differentiation of innovative development in the Russian regions. The study of Russian innovation space has revealed that there are fairly intensive processes of science decay on the periphery, which causes serious problems for the spread of innovative impulses across the country. The article elaborates the methodology for comprehensive assessment of innovative security in the region and presents the relevant calculations for the regions of the Ural Federal District (UFD). It identifies the factors of innovative sustainability that are the most critical for these regions. The authors present the forecast and built long-term forecast trajectories for the level of innovative security in UFD by using the modernized Hurst method. They define the main barriers to the innovative development of Russian regions. The article presents the methodological approaches to substantiating the priority areas for building the innovative systems of regions by taking into account the characteristics of their science and manufacturing complexes. The authors propose a methodology to formally assess the priority of establishing in the region the centers of innovative activity aimed at supporting the competitiveness of industries with different levels of technology intensity.     How Participatory is Participatory Irrigation Management (PIM)? A Study of Water User Associations (WUAs) in Andhra Pradesh

    It is argued that the reason for the ills of irrigation management is the alienation of farmers from the process of planning and implementation. Often 'lack of political will' is identified as the main reason for the tardy progress in irrigation reforms at the state level. Andhra Pradesh has demonstrated the political will by initiating widespread irrigation reforms through legislation. This paper, based on the situation after six years of WUAs in existence, makes an attempt to provide a comprehensive view on the status and functioning of the Water Users' Associations in the State. It is argued that while substantial amounts of money were spent on the reform process, the money was used mainly for improving the ailing irrigation systems rather than strengthening the formal institutional structures. Though some benefits in terms of increased area under irrigation in canal systems and improved quality of irrigation is evident, the sustainability of these benefits is rather uncertain in the absence of efficient institutional structures. Despite the fact that WUAs are promoted as non-political institutions, 'elite capture' and political involvement dominate their functioning. And the present trend appears to be towards further politicization of these institutions. More importantly, even after six years of their existence devolution of powers to WUAs has not taken place, as most of the important functions like assessment, collection of water charges, sanctioning of works, etc., are still in the hands of the irrigation department. In the absence of devolution of powers the WUAs are aiming for political gains rather than improving the systems. It is argued that political will is a necessary but not a sufficient condition for making the WUAs autonomous and self-sufficient.     Smart mobility: opportunity or threat to innovate places and cities

    The concept of the “smart mobility” has become something of a buzz phrase in the planning and transport fields in the last decade. After a fervent first phase in which information technology and digital data were considered the answer for making mobility more efficient, more attractive and for increasing the quality of travel, some disappointing has grown around this concept: the distance between the visionarypotentialthatsmartness is providingis too far from the reality of urban mobility in cities. We argue in particular that two main aspects of smart mobility should be eluded: the first refers to the merely application to technology on mobility system, what we called the techo-centric aspect; the second feature is the consumer-centric aspect of smart mobility, that consider transport users only as potential consumers of a service. Starting from this, the study critics the smart mobility approach and applications and argues on a“smarter mobility” approach, in which technologies are only oneaspects of a more complex system. With a view on the urgency of looking beyond technology and beyond consumer-oriented solutions, the study arguments the need for a cross-disciplinary and a more collaborative approach that could supports transition towards a“smarter mobility” for enhancing the quality of life and the development ofvibrant cities. The article does not intend to produce a radical critique of the smart mobility concept,denying a priori its utility. Our perspectiveisthat the smart mobility is sometimes used as an evocativeslogan lacking some fundamental connection with other central aspect of mobility planning and governance. Main research questions are: what is missing in the technology-oriented or in the consumers-oriented smart mobility approach? What are the main risks behind these approaches? To answer this questions the paper provides in Section 2 the rationale behind the paper;Section 3 provides a literature review that explores the evolution on smart mobility paradigm in the last decades analysing in details the “techno-centric”and the “consumer-centric” aspects. Section 4proposes an integrated innovative approach for smart mobility, providing examples and some innovative best practices in Belgium.     Governance for sustainability: learning from VSM practice

    Purpose – While there is some agreement on the usefulness of systems and complexity approaches to tackle the sustainability challenges facing the organisations and governments in the twenty-first century, less is clear regarding the way such approaches can inspire new ways of governance for sustainability. The purpose of this paper is to progress ongoing research using the Viable System Model (VSM) as a meta-language to facilitate long-term sustainability in business, communities and societies, using the “Methodology to support self-transformation”, by focusing on ways of learning about governance for sustainability. Design/methodology/approach – It summarises core self-governance challenges for long-term sustainability, and the organisational capabilities required to face them, at the “Framework for Assessing Sustainable Governance”. This tool is then used to analyse capabilities for governance for sustainability at three real situations where the mentioned Methodology inspired bottom up processes of self-organisation. It analyses the transformations decided from each organisation, in terms of capabilities for sustainable governance, using the suggested Framework. Findings – Core technical lessons learned from using the framework are discussed, include the usefulness of using a unified language and tool when studying governance for sustainability in differing types and scales of case study organisations. Research limitations/implications – As with other exploratory research, it reckons the convenience for further development and testing of the proposed tools to improve their reliability and robustness. Practical implications – A final conclusion suggests that the suggested tools offer a useful heuristic path to learn about governance for sustainability, from a VSM perspective; the learning from each organisational self-transformation regarding governance for sustainability is insightful for policy and strategy design and evaluation; in particular the possibility of comparing situations from different scales and types of organisations. Originality/value – There is very little coherence in the governance literature and the field of governance for sustainability is an emerging field. This piece of exploratory research is valuable as it presents an effective tool to learn about governance for sustainability, based in the “Methodology for Self-Transformation”; and offers reflexions on applications of the methodology and the tool, that contribute to clarify the meaning of governance for sustainability in practice, in organisations from different scales and types

    In recent years, the advances in remote connectivity, miniaturization of electronic components and computing power has led to the integration of these technologies in daily devices like cars or aerial vehicles. From these, a consumer-grade option that has gained popularity are the drones or unmanned aerial vehicles, namely quadrotors. Although until recently they have not been used for commercial applications, their inherent potential for a number of tasks where small and intelligent devices are needed is huge. However, although the integrated hardware has advanced exponentially, the refinement of software used for these applications has not beet yet exploited enough. Recently, this shift is visible in the improvement of common tasks in the field of robotics, such as object tracking or autonomous navigation. Moreover, these challenges can become bigger when taking into account the dynamic nature of the real world, where the insight about the current environment is constantly changing. These settings are considered in the improvement of robot-human interaction, where the potential use of these devices is clear, and algorithms are being developed to improve this situation. By the use of the latest advances in artificial intelligence, the human brain behavior is simulated by the so-called neural networks, in such a way that computing system performs as similar as possible as the human behavior. To this end, the system does learn by error which, in an akin way to the human learning, requires a set of previous experiences quite considerable, in order for the algorithm to retain the manners. Applying these technologies to robot-human interaction do narrow the gap. Even so, from a bird's eye, a noticeable time slot used for the application of these technologies is required for the curation of a high-quality dataset, in order to ensure that the learning process is optimal and no wrong actions are retained. Therefore, it is essential to have a development platform in place to ensure these principles are enforced throughout the whole process of creation and optimization of the algorithm. In this work, multiple already-existing handicaps found in pipelines of this computational gauge are exposed, approaching each of them in a independent and simple manner, in such a way that the solutions proposed can be leveraged by the maximum number of workflows. On one side, this project concentrates on reducing the number of bugs introduced by flawed data, as to help the researchers to focus on developing more sophisticated models. On the other side, the shortage of integrated development systems for this kind of pipelines is envisaged, and with special care those using simulated or controlled environments, with the goal of easing the continuous iteration of these pipelines.Thanks to the increasing popularity of drones, the research and development of autonomous capibilities has become easier. However, due to the challenge of integrating multiple technologies, the available software stack to engage this task is restricted. In this thesis, we accent the divergencies among unmanned-aerial-vehicle simulators and propose a platform to allow faster and in-depth prototyping of machine learning algorithms for this drones

    Is technical efficiency affected by farmers’ preference for mitigation and adaptation actions against climate change? A case study in northwest Mexico

    Climate change has adverse effects on agriculture, decreasing crop quality and productivity. This makes it necessary to implement adaptation and mitigation strategies that contribute to the maintenance of technical efficiency (TE). This study analyzed the relationship of TE with farmers’ mitigation and adaptation action preferences, their risk and environmental attitudes, and their perception of climate change. Through the stochastic frontier method, TE levels were estimated for 370 farmers in Northwest Mexico. The results showed the average efficiency levels (57%) for three identified groups of farmers: High TE (15% of farmers), average TE (72%), and low TE (13%). Our results showed a relationship between two of the preferred adaptation actions against climate change estimated using the analytical hierarchy process (AHP) method. The most efficient farmers preferred “change crops,” while less efficient farmers preferred “invest in irrigation infrastructure.” The anthropocentric environmental attitude inferred from the New Ecological Paradigm (NEP) scale was related to the level of TE. Efficient farmers were those with an anthropocentric environmental attitude, compared to less efficient farmers, who exhibited an ecocentric attitude. The climate change issues were more perceived by moderately efficient farmers.
