    Smart School Budgeting: Resources for Districts

    In an era of aggressive public education reform, school districts face increasing pressure to produce higher levels of student performance with increasingly limited resources. The economic downturn has forced many districts to tighten their belts, and careful thought must be given to how each and every dollar is spent. Optimally, district leaders should work with stakeholders in their communities to set goals, analyze current spending, provide transparency in their budgeting, and consider cost-saving and reallocation strategies. The Rennie Center has created a toolkit, Smart School Budgeting: Resources for Districts, aiming to assist district leaders in decision-making about school budgeting. Smart School Budgeting is intended to push school leaders to take a more deliberative approach to school budgeting. The resources presented in the toolkit act as a starting point for districts examining their own budgeting processes. The document is designed as a user-friendly summary of existing literature and tools on school finance, budgeting, and resource allocation that directs district leaders and school business officials to practical and useful information to shape resource decisions. Each section includes an overview of a critical topic in school budgeting, summaries of useful documents and resources, relevant case studies (if available), and a resource list with hyperlinked documents for easy access. The toolkit is organized around the following topics: introduction and context for school budget analysis; setting goals; types of budgets; strategies for analyzing spending; tools for budget analysis; and cost-saving strategies.This toolkit was released at a public event on October 3, 2012

    This report aims to propose a Bank Group's strategy for supporting Ghana's development efforts over the period 2012 -- 2016. Several factors make a new Bank country strategy for Ghana particularly timely at this moment. These include the enormous challenges the country still faces in its development trajectory in spite of its impressive growth in the last decade, the recent adoption by the Government of the "Ghana Shared Growth and Development Agenda" (GSGDA), the promising developments the country is experiencing in its economic prospects, including becoming an oil producer, attracting interest from BRICS, and the recent completion by the Bank and other development partners of a number of key knowledge products. All these combined provides an opportunity for the Bank and Ghana to lay the foundations for a renewed partnership

    The amelioration of the local government efficiency in Romania as prerequisite of economy’s sustainable growth largely depends on increasing exports and improving the business environment at regional and local level, factors that can help reducing the development gap. For Romania, several policies and instruments to improve local governance are proposed, firstly by increasing the absorption capacity of structural funds, which could lead to develop business and exports, implicitly to alleviate regional disparities. Nevertheless, on short and medium term, given the under-size of funds (both from the EU and national sources) major changes in improving the local government efficiency are not foreseeable and, under the circumstances of international imbalances (turbulences on financial markets, uncertainties in crude oil prices), which could adversely affect the Romanian economy, attaining the objective of reducing development disparities may be jeopardized in the long run.regional development, local government, foreign trade, foreign direct investment, central and local budget

    This paper sets out a complex adaptive systems view of water governance. Overview Fresh water is a life - enabling resource as well as the source of spiritual, social and economic wellbeing and development. It is continuously renewed by the Earth’s natural recycling systems using heat from the sun to evaporate and purify, and then rain to replenish supplies. For thousands of years people have benefited from these systems with little concern for their ability to keep up with human population and economic development. Rapid increases in population and economic activity have brought concern for how these systems interact with human social and economic systems to centre stage this century in the guise of a focus on water governance. What do we mean by governance and how might we better understand our water governance systems to ensure their ongoing sustainability? This paper sets out a complex adaptive systems view of water governance. It draws on the academic literature on effective governance of complex systems and effective water governance to identify some principles for use in water governance in New Zealand. It illustrates aspects of emerging water governance practice with some examples from New Zealand which have employed a multi-actor, collaborative governance approach. The paper concludes with some implications for the future evolution of effective water governance in New Zealand. Collaborative governance processes are relatively unfamiliar to New Zealand citizens, politicians and other policy actors which makes it more important that we study and learn from early examples of the use of this mode of governance
