Advancing the Application of Design of Experiments (DOE) to Synthetic Theater Operations Research Model (STORM) Data

NPS NRP Technical ReportThe Navy uses simulation-based campaign analysis to help measure risk for investment options for how best to equip, organize, supply, maintain, train, and employ our naval forces. The Synthetic Theater Operations Research Model (STORM) is a stochastic simulation model used to support campaign analysis by the U.S. Navy, Marine Corps, and Air Force. Building, testing, running, and analyzing campaign scenarios in STORM can be a complex, time-consuming process. The goal of this research is to apply Design Of Experiment (DOE) methods in the selection and creation of Design Points (DPs) to minimize the number of modeling runs required for meaningful comparisons. Another objective is to understand how best DOE methods can complement traditional baseline and excursion modeling. In addition to regular reviews, the research deliverables will include: (1) a final brief and/or technical report, in addition to student theses (if applicable); (2) all findings, methods, and data used in the study; and (3) appropriate conference or journal papers related to this research.N8 - Integration of Capabilities & ResourcesThis research is supported by funding from the Naval Postgraduate School, Naval Research Program (PE 0605853N/2098). https://nps.edu/nrpChief of Naval Operations (CNO)Approved for public release. This Newport paper presents the ideas of one of the Navy\u27s most senior leaders. Admiral Reason\u27s topic is the course the United States Navy should steer in the typhoon of change characterizing today\u27s and tomorrow\u27s world. Admiral Reason proposes a new way to think about the fleet as a whole, one that discards the industrial age model in favor of the flight deck paradigm of a high-performance organization operating at the edge of chaos.https://digital-commons.usnwc.edu/usnwc-newport-papers/1013/thumbnail.jp

Illegal, Unreported and Unregulated (IUU) Fishing: A Whitepaper

    Get PDF
Illegal, unregulated and unreported (IUU) fishing refers to fishing activities that do not comply with regional, national, or international fisheries conservation or management measures. This whitepaper characterizes the status of Illegal, unregulated, and unreported fishing, the philanthropic community's current efforts to help reduce it, and potential opportunities for the Packard Foundation to become more actively engaged. The paper was drafted between March and June 2015, following a combination of desk research and a handful of select interviews

Chinese Mine Warfare: A PLA Navy \u27Assassin\u27s Mace\u27 Capability

After a lengthy hiatus-lasting nearly six centuries—China is reemerging as a maritime power, this time with an emphasis on undersea warfare. Between 1996 and 2006, the Chinese navy took delivery of more than thirty submarines. These vessels include two new classes of nuclear submarines-the advanced Song-class diesel submarines and the Yuan class of diesel boats which, according to some reports, was a surprise for U.S. intelligence. Above and beyond this ambitious naval construction program, the People\u27s Republic of China (PRC) received during 2005-06 an additional eight formidable Kilo-class submarines (and associated weaponry), which were purchased in 2002, to add to the four it already operated. A new nuclear submarine base on Hainan Island may well herald a new era of more extended Chinese submarine operations.https://digital-commons.usnwc.edu/cmsi-red-books/1002/thumbnail.jp

Using the Land to Control the Sea?—Chinese Analysts Consider the Antiship Ballistic Missile

China’s open-source literature does not establish whether that nation has, or is close to having, tactical ballistic missiles capable of effective attacks on surface ships. It does establish, however, that the Chinese are deeply interested in the idea—a potential “game changer” that would critically influence America’s place in the Pacific for decades to come—and heavily engaged in the issues involved, technically and otherwise
