    Valuing School Quality Via School Choice Reform

    Among policymakers, educators and economists there remains a strong, sometimes heated, debate on the extent to which good schools matter. This is seen, for instance, in the strong trend towards establishing accountability systems in education in many countries across the world. In this paper, in line with some recent studies, we value school quality using house prices. We, however, adopt a rather different approach to other work, using a policy experiment regarding pupils' choice to attend high schools to identify the relationship between house prices and school performance. We exploit a change in school choice policy that took place in Oslo county in 1997, where the school authorities opened up the possibility for every pupil to apply to any of the high schools in the county without having to live in the school's catchment area (the rule that applied before 1997). Our estimates show evidence that parents substantially value better performing schools since the sensitivity of housing valuations to school performance falls significantly by over 50% following the school choice reform.School choice, school performance, house prices,

    Urban partnerships have emerged (as well as advertised) as a weighty vehicle for policy delivery in Britain in recent years. Despite the continuous ambiguity on what defines a partnership they have been perceived as schemes that can bring a new ‘dynamism’ to old problems and have often been effective in forging new links between existing participating sides.Hence, the principal aim of this paper that is to contribute to this area of public policy. In so doing, the paper examines partnership organisational attributes that promote collaboration and networking between participating members via the pursuit of well-being for the parties involved and their local community. The paper draws on empirical research of particular urban partnerships as they have been formulated in Bournemouth, South West of England

    The purpose of the paper is to review the applications of non-cooperative bargaining theory to water related issues – which fall in the category of formal models of negotiation. The ultimate aim is that of, on the one hand, identify the conditions under which agreements are likely to emerge, and their characteristics; and, on the other hand, to support policy makers in devising the “rules of the game” that could help obtain a desired result. Despite the fact that allocation of natural resources, especially of trans-boundary nature, has all the characteristics of a negotiation problem, there are not many applications of formal negotiation theory to the issue. Therefore, this paper first discusses the noncooperative bargaining models applied to water allocation problems found in the literature. Particular attention will be given to those directly modelling the process of negotiation, although some attempts at finding strategies to maintain the efficient allocation solution will also be illustrated. In addition, this paper will focus on Negotiation Support Systems (NSS), developed to support the process of negotiation. This field of research is still relatively new, however, and NSS have not yet found much use in real life negotiation.     An analysis of professional perceptions of criteria contributing to sustainable housing affordability

    Housing affordability is a multi-dimensional issue, yet it is typically defined and assessed quite narrowly in terms of financial criteria. The housing affordability problem encompasses more than financial costs of housing and extends to larger issues of social wellbeing and sustainability. Accordingly, a broader range of factors ought to be considered when defining and assessing affordability, particularly if more sustainable outcomes are desired from housing. A comprehensive system of criteria representing sustainable housing affordability, developed by the authors, is validated and analysed in this paper. The quantitative data analysis of surveys conducted with housing and planning professionals across the UK is used to determine stakeholder’s perceptions on the criteria contributing to sustainable housing affordability and to rank these criteria according to their importance. The paper establishes that professional opinions on this issue differ insignificantly across different regions of the UK, while it varies to some extent depending on the sector of housing industry

    Is there a place for place in educational attainment policy?

    This paper aims to examine the case for a focus on place-based drivers of inequalities in educational attainment among secondary school students in Scotland. Using desk-based sources, it provides an account of the post-2015 policy episode around improving educational attainment among children from disadvantaged areas. This started with the Scottish Government claiming that its ‘defining mission’ was to ‘close the gap’ but the place-based focus of policy was soon dissipated and the legislation that intended to be the flagship of reform was shelved. The paper shows that international evidence prompts a need for the impact of disadvantage based on place to be factored into approaches to schooling and provides a regretful account of its insecure traction in Scottish policy. It argues that a serious weakness of the case for place in Scotland is the underlying evidence base and concludes by suggesting how existing data sources could be used more effectively and by outlining some alternative policy approaches
