    The Knowledge Application and Utilization Framework Applied to Defense COTS: A Research Synthesis for Outsourced Innovation

    Purpose -- Militaries of developing nations face increasing budget pressures, high operations tempo, a blitzing pace of technology, and adversaries that often meet or beat government capabilities using commercial off-the-shelf (COTS) technologies. The adoption of COTS products into defense acquisitions has been offered to help meet these challenges by essentially outsourcing new product development and innovation. This research summarizes extant research to develop a framework for managing the innovative and knowledge flows. Design/Methodology/Approach – A literature review of 62 sources was conducted with the objectives of identifying antecedents (barriers and facilitators) and consequences of COTS adoption. Findings – The DoD COTS literature predominantly consists of industry case studies, and there’s a strong need for further academically rigorous study. Extant rigorous research implicates the importance of the role of knowledge management to government innovative thinking that relies heavily on commercial suppliers. Research Limitations/Implications – Extant academically rigorous studies tend to depend on measures derived from work in information systems research, relying on user satisfaction as the outcome. Our findings indicate that user satisfaction has no relationship to COTS success; technically complex governmental purchases may be too distant from users or may have socio-economic goals that supersede user satisfaction. The knowledge acquisition and utilization framework worked well to explain the innovative process in COTS. Practical Implications – Where past research in the commercial context found technological knowledge to outweigh market knowledge in terms of importance, our research found the opposite. Managers either in government or marketing to government should be aware of the importance of market knowledge for defense COTS innovation, especially for commercial companies that work as system integrators. Originality/Value – From the literature emerged a framework of COTS product usage and a scale to measure COTS product appropriateness that should help to guide COTS product adoption decisions and to help manage COTS product implementations ex post

    Crowdsourcing defense acquisition programs

    MBA Professional Report. Crowdsourcing solutions have the potential to meet the Army's modernization goals. With the rise of improved Internet access and online resources, crowdsourcing has been increasing in popularity since 2006. The benefits of crowdsourcing have been visible in commercial industry and can apply to Department of Defense (DOD) Acquisition Programs. This report identifies the overall use of crowdsourcing, looks at cases in the DOD and in industry, and analyzes strengths and weaknesses. Our findings consist of crowdsourcing strategies that can benefit the DOD and include prize competitions, open dialogue, and open-data collaboration. Integrating the crowd-force with defense contractors through online collaboration platforms can speed up the time required to find solutions and reduce program costs. Barriers include senior-level leaderships' reluctance to change, risks associated with opening up the DOD to crowdsourcing, and the DOD's unwillingness to adapt to new ways of innovation. Recommendations include that Congress pass laws directing the use of open innovation, crowdsourcing, and implementing directives across federal agencies. The best area for the DOD to implement crowdsourcing focuses on design, forecasting, and software.     GTTC Future of Ground Testing Meta-Analysis of 20 Documents

    National research, development, test, and evaluation ground testing capabilities in the United States are at risk. There is a lack of vision and consensus on what is and will be needed, contributing to a significant threat that ground test capabilities may not be able to meet the national security and industrial needs of the future. To support future decisions, the AIAA Ground Testing Technical Committees (GTTC) Future of Ground Test (FoGT) Working Group selected and reviewed 20 seminal documents related to the application and direction of ground testing. Each document was reviewed, with the content main points collected and organized into sections in the form of a gap analysis current state, future state, major challenges/gaps, and recommendations.     The LOCUST program is a scalable system of inexpensive swarming unmanned aerial vehicles to provide disruptive capability in contested environments against anti-area access denial defenses, enabling manned strike operations and localized landing site superiority with reduced cost, risk, and operator launch and workload. Our research and analysis will emphasize the challenges of moving from a U.S. Special Operations Command (USSOCOM) effort to a large program of record. Specific supply chain concerns that will be addressed include: 1) DOD organizational structure; 2) service-specific objectives and currently operating platforms; 3) requirements generation and related procurements to include production and quality challenges; 4) safety and quality assurance standards; 5) lead times, inventory plans, and throughput to include supplier base considerations and consolidations; and 6) latest evolving technologies and continuous improvement principles. Our team will utilize the Define, Measure, Analyze, Improve, Control (DMAIC) evaluative methodology that focuses on data-driven improvement cycles to better optimize process, design and results. Our results and recommendations highlighted multiple strategies that the Office of Naval Research (ONR) must focus on when developing the LOCUST supply chain.     Acquisition Research Program Sponsored Report SeriesSponsored Acquisition Research & Technical ReportsThe acquisition of artificial intelligence (AI) systems is a relatively new challenge for the U.S. Department of Defense (DoD). Given the potential for high-risk failures of AI system acquisitions, it is critical for the acquisition community to examine new analytical and decision-making approaches to managing the acquisition of these systems in addition to the existing approaches (i.e., Earned Value Management, or EVM). In addition, many of these systems reside in small start-up or relatively immature system development companies, further clouding the acquisition process due to their unique business processes when compared to the large defense contractors. This can lead to limited access to data, information, and processes that are required in the standard DoD acquisition approach (i.e., the 5000 series). The well-known recurring problems in acquiring information technology automation within the DoD will likely be exacerbated in acquiring complex and risky AI systems. Therefore, more robust, agile, and analytically driven acquisition methodologies will be required to help avoid costly disasters in acquiring these kinds of systems. This research provides a set of analytical tools for acquiring organically developed AI systems through a comparison and contrast of the proposed methodologies that will demonstrate when and how each method can be applied to improve the acquisitions lifecycle for AI systems, as well as provide additional insights and examples of how some of these methods can be applied. This research identifies, reviews, and proposes advanced quantitative, analytically based methods within the integrated risk management (IRM)) and knowledge value added (KVA) methodologies to complement the current EVM approach. This research examines whether the various methodologies—EVM, KVA, and IRM—could be used within the Defense Acquisition System (DAS) to improve the acquisition of AI. While this paper does not recommend one of these methodologies over the other, certain methodologies, specifically IRM, may be more beneficial when used throughout the entire acquisition process instead of within a portion of the system.     Trends in civil and military aviation in the period 1980-2000 are examined in terms of the role that NASA should play in aeronautical research and development during this period. Factors considered include the pattern of industry and government relationships, the character of the aircraft to be developed, and the technology advances that will be required as well as demographic, economic, and social factors. Trends are expressed in terms of the most probable developments in civil air transportation and air defense and several characteristically different directions for future development are defined. The longer term opportunities created by developments in air transporation extending into the next century are also examined. Within this framework, a preferred NASA role and a preferred set of objectives are formulated for the research and technology which should be undertaken by NASA during the period 1976-1985
