    Improving Pathways to Transit for Persons with Disabilities

    Persons with disabilities can achieve a greater degree of freedom when they have full access to a variety of transit modes, but this can only be achieved when the pathways to transit – the infrastructure and conditions in the built environment – allow full access to transit stops, stations, and vehicles. Since passage of the Americans with Disabilities Act (ADA) in 1990, many transit agencies and governmental jurisdictions have made significant progress in this area. Policy initiatives, incremental enhancements, modifications, and other measures undertaken by transit agencies and their partners have significantly improved access to transit for persons with disabilities, others who rely on public transportation, and individuals who chose to utilize these services. This research study explores, through case study work, efforts that have been effective in improving pathways to transit. Interviews and site visits were conducted with five transit agencies, along with their partners, that are actively engaged in improving pathways to connect transit consumers – particularly people with disabilities – with transit stations and stops. These agencies are: Broward County Transit (Broward County, FL), Memphis Area Transit Authority (Memphis, TN), NJ TRANSIT (Newark and New Brunswick, NJ), Tri-County Metropolitan Transportation District of Oregon (Portland, OR), and Link Transit (Wenatchee, WA). Promising practices and/or lessons were identified through the case study analysis; these should be considered by any transit agency seeking to create improved access to its services for persons with disabilities

    Bus Rapid Transit: A Handbook for Partners, MTI Report 06-02

    In April 2005, the Caltrans Division of Research and Innovation (DRI) asked MTI to assist with the research for and publication of a guidebook for use by Caltrans employees who work with local transit agencies and jurisdictions in planning, designing, and operating Bus Rapid Transit (BRT) systems that involve state facilities. The guidebook was also to assist to transit operators, local governments, community residents, and other stakeholders dealing with the development of BRT systems. Several areas in the state have experienced such projects ( San Diego , Los Angeles , San Francisco , and Alameda County ) and DRI wished to use that experience to guide future efforts and identify needed changes in statutes, policies, and other state concerns. Caltrans convened a Task Team from the Divisions of Research and Innovation, Mass Transportation, and Operations, together with stakeholders representing many of those involved with the BRT activities around the state. Prior to MTI’s involvement, this group produced a white paper on the topic, a series of questions, and an outline of the guidebook that MTI was to write. The MTI team conducted case studies of the major efforts in California, along with less developed studies of some of the other BRT programs under development or in early implementation phases around the state. The purpose was to clarify those issues that need to be addressed in the guidebook, as well as to compile information that would identify items needing legislative or regulatory action and items that Caltrans will need to address through district directives or other internal measures. A literature scan was used to develop a bibliography for future reference. The MTI team also developed a draft Caltrans director’s policy document, which provides the basis for Caltrans’ actions. This ultimately developed to be a project within a project. MTI submitted a draft document to Caltrans as a final product from the Institute. Task team members and Caltrans staff and leadership provided extensive review of the draft Bus Rapid Transit: A Handbook for Partners. Caltrans adopted a new Director’s Policy and published the document, BRT Caltrans. The MTI “wraparound” report presented below discusses in more detail the process that was followed to produce the draft report. The process was in many ways as much a project as the report itself

    Many big cities are progressively implementing transit friendly corridors especially in urban areas where traffic may be increasing at an alarming rate. Over the years, Transit Signal Priority (TSP) has proven to be very effective in creating transit friendly corridors with its ability to improve transit vehicle travel time, serviceability and reliability. TSP as part of Transit Oriented Development (TOD) is associated with great benefits to community liveability including less environmental impacts, reduced traffic congestions, fewer vehicular accidents and shorter travel times among others.This research have therefore analysed the impact of TSP on bus travel times, late bus recovery at bus stop level, delay (on mainline and side street) and Level of Service (LOS) at intersection level on selected corridors and intersections in Nashville Tennessee; to solve the problem of transit vehicle delay as a result of high traffic congestion in Nashville metropolitan areas. This study also developed a flow-delay model to predict delay per vehicle for a lane group under interrupted flow conditions and compared some measure of effectiveness (MOE) before and after TSP. Unconditional green extension and red truncation active priority strategies were developed via Vehicle Actuated Programming (VAP) language which was tied to VISSIM signal controller to execute priority for transit vehicles approaching the traffic signal at 75m away from the stop line. The findings from this study indicated that TSP will recover bus lateness at bus stops 25.21% to 43.1% on the average, improve bus travel time by 5.1% to 10%, increase side street delay by 15.9%, and favour other vehicles using the priority approach by 5.8% and 11.6% in travel time and delay reduction respectively. Findings also indicated that TSP may not affect LOS under low to medium traffic condition but LOS may increase under high traffic condition

    Examination of Regional Transit Service Under Contracting: A Case Study in the Greater New Orleans Region, Research Report 10-09

    Many local governments and transit agencies in the United States face financial difficulties in providing adequate public transit service in individual systems, and in providing sufficient regional coordination to accommodate transit trips involving at least one transfer between systems. These difficulties can be attributed to the recent economic downturn, continuing withdrawal of the state and federal funds that help support local transit service, a decline in local funding for transit service in inner cities due to ongoing suburbanization, and a distribution of resources that responds to geographic equity without addressing service needs. This study examines two main research questions: (1) the effect of a “delegated management” contract on efficiency and effectiveness within a single transit system, and (2) the effects of a single private firm—contracted separately by more than one agency in the same region—on regional coordination, exploring the case in Greater New Orleans. The current situation in New Orleans exhibits two unique transit service conditions. First, New Orleans Regional Transit Authority (RTA) executed a “delegated management” contract with a multinational private firm, outsourcing more functions (e.g., management, planning, funding) to the contractor than has been typical in the U.S. Second, as the same contractor has also been contracted by another transit agency in an adjacent jurisdiction—Jefferson Transit (JeT), this firm may potentially have economic incentives to improve regional coordination, in order to increase the productivity and effectiveness of its own transit service provision. Although the limited amount of available operation and financial data has prevented us from drawing more definitive conclusions, the findings of this multifaceted study should provide valuable information on a transit service contracting approach new to the U.S.: delegated management. This study also identified a coherent set of indices with which to evaluate the regional coordination of transit service, the present status of coordination among U.S. transit agencies, and barriers that need to be resolved for regional transit coordination to be successful

    Shared-Use Bus Priority Lanes On City Streets: Case Studies in Design and Management, MTI Report 11-10

    This report examines the policies and strategies governing the design and, especially, operations of bus lanes in major congested urban centers. It focuses on bus lanes that operate in mixed traffic conditions; the study does not examine practices concerning bus priority lanes on urban highways or freeways. Four key questions addressed in the paper are: How do the many public agencies within any city region that share authority over different aspects of the bus lanes coordinate their work in designing, operating, and enforcing the lanes? What is the physical design of the lanes? What is the scope of the priority use granted to buses? When is bus priority in effect, and what other users may share the lanes during these times? How are the lanes enforced? To answer these questions, the study developed detailed cases on the bus lane development and management strategies in seven cities that currently have shared-use bus priority lanes: Los Angeles, London, New York City, Paris, San Francisco, Seoul, and Sydney. Through the case studies, the paper examines the range of practices in use, thus providing planners and decision makers with an awareness of the wide variety of design and operational options available to them. In addition, the report highlights innovative practices that contribute to bus lanes’ success, where the research findings make this possible, such as mechanisms for integrating or jointly managing bus lane planning and operations across agencies

    Rail Policy in the European Community.

    This paper begins by considering the reasons why the rail sector has long been considered a problem in European transport policy. These concern both the degree of government intervention and subsidy, which conflicts with the aim of a free international market, and the loss of market share even in those sectors- especially international traffic - in which rail should in principle be able to compete. It explains how the economic structure of rail transport leads to a case for public monopoly provision, with regulation and subsidy, but poses the problem of reconciling this with the need for efficient operation. The history of regulation and control of the rail sector, and of past Community attempts to reform it is then briefly considered before attention is turned to latest Commission proposals on rail policy. These consist essentially of four measures. Two concern the specific need to provide a framework to encourage the development of an international network of high speed passenger and combined freight trains, and the only doubt about these rests on whether they go far enough to exploit the potential of these important and rapidly growing sectors of the rail market. A third comprises a further attempt to clarify the relationship between government and railway, with increased financial autonomy, realistic balance sheets and clearer contractual arrangements regarding subsidies and can be generally welcomed. But the greatest doubts must rest on the proposals concerning separation of the infrastructure from the operations. Whilst the rationale is superficially attractive, many reasons are cited to doubt whether it would be an efficient way of organising railway services in practice. As a way of promoting new entry in specific areas of operation, such as international freight, whilst leaving the bulk of operations in the hands of integrated companies, it has more to commend it, but even here there is reason to doubt whether the results would be better than a vigorous pursuit of joint venture operations

    Economic Impacts of Bus Rapid Transit in Southeast Michigan

    In recent years, Bus Rapid Transit (BRT) has generated great interest across the United States. There are more than 20 BRT systems in existence, and more are in the planning stage (including in Detroit). Within the next few years, BRT will be planned and implemented phase by phase in various parts of Southeast Michigan. The purpose of this study is to develop a framework to identify probable economic impacts of BRT in Southeast Michigan. Taxable real estate values, injury and fatal crash data, and selected demographics of BRT users, including employment sector, age group, median income, and daily vehicle miles traveled were reviewed to identify Southeast Michigan’s current and future trends. The project team also performed shift-share analysis using Cleveland and Kansas City data to determine the BRT-advantaged age group. The authors recommended a number of action items to attract choice riders and gratify riders who must rely on BRT, such as tax incentives, branding, guaranteed levels of service, etc. Based on the literature review and analysis of existing BRT-related data by the project team, BRT-advantaged job sectors and age groups within the Southeast Michigan region were identified. BRT will be implemented in phases. This will affect the amount, type, and timing of investments in BRT. Considering this uncertainty, the potential economic impacts as a function of type and amount of investment were discussed. It is to be noted that in order to achieve the projected results, the BRT system must be planned, designed, and implemented based on the unique attributes of the Southeast Michigan region rather than by copying a system that has achieved success in another region
