    The future of work: Towards a progressive agenda for all. EPC Issue Paper 9 DECEMBER 2019

    Europe’s labour markets and the world of work in general are being transformed by the megatrends of globalisation, the fragmentation of the production and value chain, demographic ageing, new societal aspirations and the digitalisation of the economy. This Issue Paper presents the findings and policy recommendations of “The future of work – Towards a progressive agenda for all”, a European Policy Centre research project. Its main objectives were to expand public knowledge about these profound changes and to reverse the negative narrative often associated with this topic. It aimed to show how human decisions and the right policies can mitigate upcoming disruptions and provide European and national policymakers with a comprehensive toolkit for a progressive agenda for the new world of work

    Economic growth in Germany is no longer as inclusive as it used to be. Between 1990 and 2010 all measures of income and wealth inequality rose considerably,1 which even led the media to portray Germany as a ‘divided nation’.2 Income inequality was relatively low before 1990, and even declined over much of the 20th century, but changed direction after German unification. The rise in income inequality from 1990 onwards is depicted in Figure 1 through various inequality indicators and the ‘at-risk-of-poverty rate’. It can be seen that all measures of income inequality (before and after tax) increased markedly after 1990 along with the ‘at-risk-ofpoverty rate’.3 Felbermayr et al. (2014) furthermore document that the rise in wage inequality was faster in Germany than in the United States, the United Kingdom, and Canada between the mid-1990s and 2010. This rise in income and wage inequality has been accompanied, and to a certain extent occasioned, by a simultaneous increase in wealth inequality. Using data from the Socio-Economic Panel (SOEP), Frick and Grabka (2009) show, that the Gini coefficient for wealth increased from 0.77 to 0.80 during this period, and wealth grew particularly strongly at the top 1 percent of the wealth distribution

    This paper forecasts the post-recession labor market experiences of less-skilled men and women. It uses empirical relationships and the Bush Administration's 2004 and 2005 forecasts of the national unemployment rate to predict the employment-population ratios, employment rates, and labor force participation rates of Americans with the least skills. It also describes the econometric models estimated in the paper; presents estimates of the relationship between aggregate demand and the participation, employment, and unemployment of young non-enrolled Americans and 10-year forecasts of their labor market outcomes; and discusses findings and their implications

    The term ‘flexible education’ is now firmly entrenched within Australian higher education discourse, yet the term is a contested one imbued with a multiplicity of meanings. This paper describes a process designed to elucidate how the idea of flexible education can be translated into teaching models that are informed by the specific demands of disciplinary contexts. The process uses a flexible learning ‘matching’ tool to articulate the understandings and preferences of students and academics of the Built Environment to bridge the gap between student expectations of flexibility and their teacher’s willingness and ability to provide that flexibility within the limits of the pedagogical context and teaching resources. The findings suggest an informed starting point for educators in the Built Environment and other creative disciplines from which to traverse the complexities inherent in negotiating flexibility in an increasingly digital world

    The role and effectiveness of e-learning: key issues in an industrial context

    This paper identifies the current role and effectiveness of e-learning and its key issues in an industrial context. The first objective is to identify the role of e-learning, particularly in staff training and executive education, where e-learning (online, computer-based or videoconferencing learning) has made significant impacts and contributions to several organisations such as the Royal Bank of Scotland, Cisco and Cap Gemini Earnst Young. With e-learning, staff training and executive education provides more benefits and better efficiency than traditional means. The second objective of this research is to understand the effectiveness of e-learning. This can be classified into two key issues: (1) methods of e-learning implementations; and (2) factors influencing effective and ineffective e-learning implementations. One learning point from (1) is that centralized e-learning implementations may prevail for big organizations. How-ever, more organizations adopt decentralized e-learning implementations due to various reasons, which will be discussed in this paper. From the research results, a proposed way is to retain the decentralized way. The second learning point is about interactive learning (IL), the combination of both e-learning and face-to-face learning. IL has been making contributions to several organizations, including the increase in motivation, learning interests and also efficiency. The popular issues about IL are (a) how to minimize the disadvantages of IL and (b) the degree of interactivity for maximizing learning efficiency. One learning point from (2) is to analyze the factors influencing effective and ineffective implementations, which reflect the different focuses between industrialists and academics. In terms of effective e-learning implementations, factors identified by both groups can map to particular cases in industry. In contrast, factors causing ineffective implementations rely more on primary source data. In order to find out these factors and analyze the rationale behind, case studies and interviews were used as research methodology that matched the objective of the research

    Matamata Piako District: Socio-Demographic Profile 1986-2031

    Matamata-Piako District has a larger proportion of those of European/New Zealand/Other ethnicity than either the Waikato Region or Total New Zealand, and a smaller proportion of both Maori and Pacific Island than the Waikato. Matamata-Piako also has substantially fewer people of Asian origin. In all cases, the number in each ethnic group has grown except for European/NZ/other. This group saw a small decline in its number in the 1996-2006 period, while Maori grew by 8 per cent, accounting for approximately 34 per cent of Matamata-Piako District’s growth, compared with 16 per cent of the Waikato’s
