    Implementing Digital Literacy Policies and the Challenges of Towards Smart City in Palembang City

    This research examines digital literacy's role in supporting smart city development in Palembang City by focusing on four key aspects, including digital skills, digital safety, digital ethics, and digital culture. This study uses a qualitative descriptive approach to use primary and secondary data. The analysis tool used is Nvivo 12 Plus. These findings successfully analyze the challenges faced in integrating digital literacy in smart city development, including digital literacy gaps, privacy concerns, lack of awareness of benefits, technical challenges, and cultural changes. In addition, the role of government and regulation and cross-sector collaboration are also explained as important factors in creating an environment that supports holistic digital literacy. The results of this study provide a comprehensive view of how digital literacy can play a key role in facing challenges and optimizing the benefits of smart technology in the development of inclusive and sustainable smart cities. This research contributes to stakeholders involved in planning and implementing smart cities, as well as providing directions for effective digital literacy efforts in the future

    The discursive construction of a smart city: the case of the Wallonia Region’s ‘Smart Territory’ call for projects

    The smart city concept encompasses and covers various societal issues. As such, it can sometimes sound nebulous and ambiguous to local decision-makers. From one municipality to another, different visions and meanings of the smart city—ranging from a reductionist understanding based on technological determinism to a more holistic, socio-technical view— can coexist and adapt to local specificities and contexts. Thus, each territory develops its own vision of the smart city according to its challenges. All this may impact the implementation of smart city policies. Drawing from the extensive literature on digital government in public policy and administration as well as public management, this article investigates how local decision-makers differently portray the concept of smart city and how they discursively construct and legitimize their own vision of the concept. We analyze the Belgian “Intelligent Territory” call for projects, initiated in 2019 by the Walloon Region. In particular, a quantitative and qualitative content analysis of 88 projects submitted by various Walloon towns, municipalities and inter-municipalities is carried out. More precisely, we explore the motivations for implementing smart city policies put forward in their project by local decision-makers. The empirical results highlight the diversity of visions of the concept of smart city that exist in Wallonia city governments. We identify ten categories which offer an original classification of the opportunities offered by smart city policies according to local decision-makers. Our findings suggest that there is no one-size-fits-all approach for smart city development. Overall, this study contributes to our understanding of the (varieties of) discursive logics underpinning the construction of digital and smart city policy realities

    Transition UGent: a bottom-up initiative towards a more sustainable university

    The vibrant think-tank ‘Transition UGent’ engaged over 250 academics, students and people from the university management in suggesting objectives and actions for the Sustainability Policy of Ghent University (Belgium). Founded in 2012, this bottom-up initiative succeeded to place sustainability high on the policy agenda of our university. Through discussions within 9 working groups and using the transition management method, Transition UGent developed system analyses, sustainability visions and transition paths on 9 fields of Ghent University: mobility, energy, food, waste, nature and green, water, art, education and research. At the moment, many visions and ideas find their way into concrete actions and policies. In our presentation we focused on the broad participative process, on the most remarkable structural results (e.g. a formal and ambitious Sustainability Vision and a student-led Sustainability Office) and on recent actions and experiments (e.g. a sustainability assessment on food supply in student restaurants, artistic COP21 activities, ambitious mobility plans, food leftovers projects, an education network on sustainability controversies, a transdisciplinary platform on Sustainable Cities). We concluded with some recommendations and reflections on this transition approach, on the important role of ‘policy entrepreneurs’ and student involvement, on lock-ins and bottlenecks, and on convincing skeptical leaders

    Urban heritage conservation and rapid urbanization : insights from Surat, India

    Currently, heritage is challenged in the Indian city of Surat due to diverse pressures,  including rapid urbanization, increasing housing demand, and socio‐cultural and climate changes.  Where rapid demographic growth of urban areas is happening, heritage is disappearing at an  alarming rate. Despite some efforts from the local government, urban cultural heritage is being  neglected and historic buildings keep being replaced by ordinary concrete buildings at a worryingly  rapid pace. Discussions of challenges and issues of Surat’s urban area is supported by a qualitative  dataset, including in‐depth semi‐structured interviews and focus groups with local policy makers,  planners, and heritage experts, triangulated by observation and a photo‐survey of two historic  areas. Findings from this study reveal a myriad of challenges such as: inadequacy of urban  conservation management policies and processes focused on heritage, absence of skills, training,  and resources amongst decision makers and persistent conflict and competition between heritage  conservation needs and developers’ interests. Furthermore, the values and significance of Surat’s  tangible and intangible heritage is not fully recognized by its citizens and heritage stakeholders. A  crucial opportunity exists for Surat to maximize the potential of heritage and reinforce urban  identity for its present and future generations. Surat’s context is representative of general trends  and conservation challenges and therefore recommendations developed in this study hold the  potential to offer interesting insights to the wider planners and conservationists’ international  community.  This  paper  recommends  thoughtful  integration  of  sustainable  heritage  urban  conservation into local urban development frameworks and the establishment of approaches that  recognize the plurality of heritage values

    Design smart city apps using activity theory.

    In this paper we describe an innovative approach to the design process of Smart City interventions. We tested it with participants enrolled in the Master\u2019s Degree program in \u201cInnovators in enterprise and public administration\u201d: the objective of the Master was to stimulate the acquisition of technical and methodological skills useful in designing and implementing specific Smart City actions. During the "project work" phase, participants learned about a design method named SAM \u2013 Smart City Model - based on the Cultural Historical Activity Theory (CHAT). We present an overview of design criteria for Smart City projects, the description of the theoretical framework of Activity Theory, and our proposal of the SAM design model. We also present some examples of student\u2019s \u201cprojects\u201d and a more extensive description of one case study about the full design process of an App planned using SAM, for \u201csmart health\u201d vaccine management and monitoring services. The App was later published and made available to the citizens and was successful in attracting thousands of users. All the participants considered the model very useful in particular because it made possible to understand the interaction and solve contradictions between different stakeholders and systems involved

    Sustainable Strategic Urban Planning: Methodology for Urban Renovation At District Level

    Sustainable urban renovation is characterized by multiple factors (e.g. technical, socio-economic, environmental and ethical perspectives), different spatial scales and a number of administrative structures that should address the evaluation of alternative scenarios or solutions. This defines a complex decision problem that includes different stakeholders where several aspects need to be considered simultaneously. In spite of the knowledge and experiences during the recent years, there is a need of methods that lead the decision-making processes. In response, a methodology based on the global idea and implications of working towards a more sustainable and energy efficient cities as a holistic procedure for urban renovation at district level is proposed in the European Smart City project CITyFiED. The methodology has the energy efficiency as main pillar and the local authorities as client. It is composed of seven phases that ensures an effective dialogue among all the stakeholders, aiming to understand the objectives and needs of the city to define a set of Strategies for Sustainable Urban Renovation and their integration within the Strategic Urban Planning of the cities.This project has received funding from the European Union’s Seventh Programme for research, technological development and demonstration under grant agreement N° 609129.     Classroom collaborations: enabling sustainability education via student-community co-learning

    open access articlePurpose: This case study explores co-learning classes, a novel approach to leveraging universities’ capacity to contribute to the local sustainable development agenda whilst enhancing students’ learning. These participatory classes were piloted on a UK university Masters module focussed on action for sustainability. The classes sought to combine knowledge exchange, reflection and social network development, by bringing together students and community stakeholders. Design/methodology/approach: The classes were run as a series of five free events, each focussed on sustainability issues relevant for local practitioners. These were either regular timetabled sessions opened up to the public or additional on-campus public events. Attendance was either face-to-face or online. Evaluation was based upon participation data, written feedback and module leader’s post-event reflections. Findings: The classes successfully secured participation from diverse community members, including local government staff, voluntary sector workers, and interested individuals. Both students and community stakeholders valued the participatory format, linkages of theoretical and practical knowledge and diversity of attendees. Research limits/implications: Findings are based upon a small-scale pilot study. Further research using a wider range of contexts is required to enhance understanding of the co-learning approach. Practical implications: This paper highlights some key practical issues to consider if employing co-learning approaches in other contexts, including using inclusive language, aligning with students’ motivations and choosing appropriate focal event topics. Originality/value: Opening up participatory university classes for the public to attend as co-learners is a rarely used approach and has little coverage in academic literature.
