Mobile Oriented Future Internet (MOFI)

This Special Issue consists of seven papers that discuss how to enhance mobility management and its associated performance in the mobile-oriented future Internet (MOFI) environment. The first two papers deal with the architectural design and experimentation of mobility management schemes, in which new schemes are proposed and real-world testbed experimentations are performed. The subsequent three papers focus on the use of software-defined networks (SDN) for effective service provisioning in the MOFI environment, together with real-world practices and testbed experimentations. The remaining two papers discuss the network engineering issues in newly emerging mobile networks, such as flying ad-hoc networks (FANET) and connected vehicular networks

Managing Enterprise Systems Post Implementation through Competency Centers: An Inquiry into Assemblage and Emergence

Enterprise Systems (ESs) are more than a collection of people, technology, processes, and capabilities. The responsibilities of post implementation management of ES lie in the unit called the Competency Center (CC). The CC has a bidirectional relationship with ESs wherein the CC influences the shaping of ESs, and the CC is affected by the dynamic interaction between people, technology, process, and capabilities within the ES. These dynamic interactions keep the CC, fluid and always in-process. The general-use definition of the term “process” as used in the Enterprise Systems literature treats the notion as “repeatable processes” or replicable processes . However, arising from comparative case studies in four large organizations, I found that decision making, managing, and governing in the ES are not “replicable processes”, not reifications of structural variations over time when examined through the lens of the Assemblage Theory. Assemblage Theory incorporates the dynamic interplay of two continua: the first, territorialization, deterritorialization, and reterritorialization, and the second, material vs. expression. Although the notion of the terms formation, deformation, and reformation are suitable for understanding the processes these CCs encounter in a broad and general manner, they do not sufficiently describe the not-so-solid, never-quite-finished, always in-process or structuring referred to by Hopper (1996) as emergent regularities . In contrast to the notion of stable structures, this dissertation research adopts the language of Deleuzian assemblage of Territorialization, deterritorialization, and Reterritorialization. Although the four study organizations planned and intended to develop clearly defined competency centers, which would create formalized processes and procedures to manage the post implementation phase, none of the study organizations ever achieved the anticipated stability. Instead, the CCs exhibited the signs of being ‘in-process’ and ‘structuring’. The contribution of this research to the IS field is an understanding of the CCs as processes as opposed to structures and how CCs structuring impact the ESs in organizations

Progressive introduction of network softwarization in operational telecom networks: advances at architectural, service and transport levels

Technological paradigms such as Software Defined Networking, Network Function Virtualization and Network Slicing are altogether offering new ways of providing services. This process is widely known as Network Softwarization, where traditional operational networks adopt capabilities and mechanisms inherit form the computing world, such as programmability, virtualization and multi-tenancy. This adoption brings a number of challenges, both from the technological and operational perspectives. On the other hand, they provide an unprecedented flexibility opening opportunities to developing new services and new ways of exploiting and consuming telecom networks. This Thesis first overviews the implications of the progressive introduction of network softwarization in operational networks for later on detail some advances at different levels, namely architectural, service and transport levels. It is done through specific exemplary use cases and evolution scenarios, with the goal of illustrating both new possibilities and existing gaps for the ongoing transition towards an advanced future mode of operation. Neutral Citation, Court Web Sites, and Access to Case Law

In 1994 the Wisconsin Bar and Judicial Council together urged the Wisconsin Supreme Court to take two dramatic steps with the combined aim of improving access to state case law: 1) adopt a new system of neutral citation and 2) establish a digital archive of decisions directly available to all publishers and the public. The recommendations set off a storm, and the Wisconsin court deferred decision on the package. In the years since those events, the background conditions have shifted dramatically. Neutral citation has been endorsed by the AALL and ABA and formally adopted in over a dozen states, including Wisconsin. Thomson\u27s acquisition of the West Publishing Company removed the principal source of opposition. Court Web sites, non-existent in 1994, are now a standard feature of e-government with the result that the idea of a public case archive, open to all, no longer stretches imaginations. With the environment seemingly so much more hospitable to the 1994 Wisconsin recommendations, one might expect to see them widely implemented. Yet less than a handful of states have effectively put them to work in tandem. This paper describes the factors that came together in the right way and at the right time in those states, along with the apparent results. It also explores some of the reasons why they stand today as lonely illustrations of “best practice.
