    IMPLEMENTATION OF INFORMATION TECHNOLOGY GOVERNANCE IN THE MALAYSIAN PUBLIC SECTOR PRACTICE

    The increased dependence on IT and rise of security threats in organisations has led to the awareness of the need for adopting formal IT governance practices. However, how far have organisation came to realise the implementation of these practices is yet unknown at least in the Malaysian context. The article discusses information technology governance practices in public sector agencies from the perspective of an emerging country like Malaysia. The study sets forth to explore how the Malaysian public sector agencies implement IT governance through structure, process and relational mechanisms. This research uses qualitative approach in selected public sector agencies in EPU, ICU, MoF and CGICT. The result shows that each public sector agency define IT governance structure, process and relational mechanisms to align IT and business, thus enabling collaboration between business units and IT. Each public sector agencies in this case study practices IT governance structure, process and relational mechanism to align IT and business using different approaches based on organisational context

    Public-Private Partnerships for E-Government Services: Lessons from Malaysia

    Implementation of e-government is seen as a tool to improve government service delivery to citizens, businesses and within government agencies. The benefits could be more transparency, greater convenience, less corruption, revenue growth and cost reduction. However, lack of financial resources, and low levels of skills and limited capacity of governments are some of the main obstacles faced in pursuance of e-government nationwide. The introduction of Public-Private Partnerships (PPP) is seen as a solution to overcome many of the obstacles and challenges faced by governments in realizing the objectives of e-government projects. PPP model is expected to increase opportunities for both the public and private sectors to serve their customers more effectively and efficiently. The main aim of this paper is to explore the need for PPP in e-government service delivery. This is done by discussing some success stories and looking at lessons learned by the Malaysian government to serve the stakeholders better in line with its vision and mission.- public-private partnership, information, communication, technology, e-government

    Minimization of tool path length of drilling process using particle swarm optimization (PSO)

    In the era of challenging economic, the industry in our country has been forced to produce a good quality product and increase the productivity of machining process simultaneously in order to compete with other countries. Drrilling process is one of a very important cutting process in industry. In a drilling for machining by Computer Numerical Control (CNC) such as drilling machines, the parameter of the tool routing path for the machining operation plays a very important role to minimize the machining time (Tiwari 2013, Rao and Kalyankar 2012) . This machine can be used with procedures for drilling, spreading, weaning and threading with a lot of the holes precisely. In order to increase the efficiency and productivity of drilling process, optimization on parameters of process can lead to better performance. Optimization of holes drilling operations will lead to reduction in time order and better productivity of manufacturing systems. Optimizing the tool path has played an important role, especially in mass production because reducing the time to produce one piece eventually lead to a significant reduction in the cost of the entire series (Pezer, 2016). In various publications and articles, scientists and researchers adapted several methods of artificial intelligence (AI) or hybrid optimization method for tool path artificial immune system (AIS), genetic algorithms (GA), Artificial Neural networks (ANN) Ant Colony Optimization (ACO) and Particle Swarm Optimization (PSO) (Narooei and Ramli, 2014). These methods were been proven that can produce better performance and increase the productivity of drilling process. Therefore, in this study, the Particle Swarm Optimization (PSO) algorithm was develop in order to minimizing the tool path length in the drilling process which can produce the better results for the required machining time process.     The library’s quality management system and quality assurance in higher education: A lesson from Southeast emerging educational hub

    As one of the national vision 2020’s implementation programs, the establishment of a national Quality Assurance system focusing on the quality of the programs offered in terms of the general criteria of the structure and process of higher education is timely.In relating to the program, this paper aims to explore the efforts and other issues associated with the development and implementation of quality assurance in higher education due to its role as a service organization, which is required to enhance their quality of services.One of the important pillars determining the quality of higher-education service delivery is the library’s quality management system. By using 46 public universities’ libraries as the main sample, this study tested three hypotheses that are related to the nature of quality management practices by individual construct, as well as by aggregation value, and to what extent the difference to the numbers of staff and the type of organization will influence the quality management practices.We employed mean value and one way analysis ANOVA as the research method to solve the questions.The validity of the constructs is measured using factor analysis, and its reliability is measured by Cronbach’s alpha.Our study results revealed that the study sample perceived those constructs were important to maintain service quality to its customer.The study also informs that the number of staff and the type of organization do not influence at all on the library’s quality management system. In other words, the awareness and spirit to play an important role in achieving excellent service to its customer is the main platform over the number of staff and the type of organization

    Enterprise architecture development and implementation in public sector: The Malaysian perspective

    Enterprise Architecture (EA) is gaining the attention from the public sector as a solution to improve the function of e-Government. However, public sector agencies are having difficulties with its development and implementation due to inflexibility and complexity of the agencies’ business function and information technology structures. The objective of this paper is to identify the challenges faced by the Malaysian public sector agencies that are in development and implementation phase of EA. In order to get the holistic perspective of EA development and implementation scenario in each organisation, a Balanced Scorecard (BSC) approach is applied. A multiple case study research approach is utilized to achieve this study objective. Data were collected through interviews with the agencies EA team, general observation during the EA workshops as well as review of EA related documents. The result shows there are twenty challenges identified which is consistent with other challenges stated in literature except for talent management issue. Thus, this provides a new insight on how the public sector should implement their EA as compared to any other organisation
