    Assessment of Social Vulnerability to Floods in the Floodplain of Northern Italy

    Practices for reducing the impacts of floods are becoming more and more advanced, centered on communities and reaching out to vulnerable populations. Vulnerable individuals are characterized by social and economic attributes and by societal dynamics rooted in each community. These indicators can magnify the negative impacts of disasters together with the capacity of each individual to cope with these events. The Social Vulnerability Index (SoVI) provides an empirical basis to compare social differences in various spatial scenarios and for specific environmental hazards. This research shows the application of the SoVI to the floodplain of northern Italy, based on the use of 15 census variables. The chosen study area is of particular interest for the high occurrence of flood events coupled with a high level of human activity, landscape transformations, and an elevated concentration of assets and people. The analysis identified a positive spatial autocorrelation across the floodplain that translates into the spatial detection of vulnerable groups, those that are likely to suffer the most from floods. In a second stage, the output of the index was superimposed on the flood hazard map of the study area to analyze the resulting risk. The Piemonte and Veneto regions contain the main areas prone to flood \u201csocial\u201d risk, highlighting the need for a cohesive management approach at all levels to recognize local capacities and increase communication, awareness, and preparedness to mitigate the undesirable effects of such events

    The availability of water-related data and information across different geographical and jurisdictional scales is of critical importance for the conservation and management of water resources in the 21st century. Today information assets are often found fragmented across multiple agencies that use incompatible data formats and procedures for data collection, storage, maintenance, analysis, and distribution. The growing adoption of Web mapping systems in the water domain is reducing the gap between data availability and its practical use and accessibility. Nevertheless, more attention must be given to the design and development of these systems to achieve high levels of interoperability and usability while fulfilling different end user informational needs. This paper first presents a brief overview of technologies used in the water domain, and then presents three examples of Web mapping architectures based on free and open source software (FOSS) and the use of open specifications (OS) that address different users' needs for data sharing, visualization, manipulation, scenario simulations, and map production. The purpose of the paper is to illustrate how the latest developments in OS for geospatial and water-related data collection, storage, and sharing, combined with the use of mature FOSS projects facilitate the creation of sophisticated interoperable Web-based information systems in the water domain

    Jurisdictions along the Gulf Coast are threatened by hurricanes. The effects of hurricanes are devastating, and the response and recovery efforts are crucial for saving lives and property. Geospatial technologies have been implemented in the response and recovery phases. However, the potential of geospatial technologies were not utilized due to data and capability issues. This study was implemented to design and develop a tool that would help a jurisdiction determine if it can apply geospatial technologies effectively in the response and recovery phases. This tool enables a jurisdiction to complete an assessment regarding GIS data, hardware, software, and personnel capabilities. Assessment results are scored using a weighted linear model, and scores are shown to the user. A rules-based system was built to show the jurisdiction methods for improving its score to the optimum level. This tool enables jurisdictions to diagnose geospatial readiness and make modifications that enhance response and recovery

    The advance of remote-sensing technology and data-storage capabilities has progressed in the last decade to commercial multi-sensor data collection. There is a constant need to characterize, quantify and monitor the coastal areas for habitat research and coastal management. In this paper, we present work on seafloor characterization that uses hyperspectral imagery (HSI). The HSI data allows the operator to extend seafloor characterization from multibeam backscatter towards land and thus creates a seamless ocean-to-land characterization of the littoral zone

    A systematic literature review on information systems for disaster management and proposals for its future research agenda

    Emergency management information systems (EMIS) are fundamental for responding to disasters effectively since they provide and process emergency-related information. A literature stream has emerged that corresponds with the increased relevance of the wide array of different information systems that have been used in response to disasters. In addition, the discussion around systems used primarily within responder organizations broadened to systems such as social media that are open to the general public. However, a systematic review of the EMIS literature stream is still missing. This literature review presents a timeline of EMIS research from 1990 up to 2021. It shows the types of information system scholars focused on, and what disaster response functions they supported. It furthermore identifies challenges in EMIS research and proposes future research directions

    User Perspectives on the Implementation of Geographic Information Systems (GIS) in Emergency Management Organizations: A Case Study

    Recent natural and technological disasters have highlighted the need for a regional approach to emergency management. Technological advancements have the potential to increase both the efficiency and effectiveness of emergency planning, response, and recovery, while also supporting a regional approach. However, a number of factors suppress the diffusion of technologies, including varying access to resources and expertise. The purpose of this study is to identify end-user perspectives of barriers that exist associated with the implementation of GIS within emergency management. Comparative analysis of Lauderdale, Shelby, and Tipton Counties in Tennessee and Crittenden County in Arkansas form the basis of this effort. Data were collected from surveys, interviews, After Action Reports, and participant observations within the context of a regional GIS development project. Results reveal perceived benefits and limitations of utilizing GIS in the complex practice of emergency management and lead to recommendations for addressing perceived and actual barriers to implementation

    An Investigation Into the Use of Geospatial Technologies as Part of Disaster Management Efforts Related to the Asian Tsunami of 2004

    On the 26th of December, 2004, a tsunami impacted the countries surrounding the Indian Ocean, immediately killing over two hundred and eighty thousand people, displacing another million people, and initially causing at least US$10 billion in damage. The response by the international community was swift and massive. Disaster decision-makers who led their organization\u27s responses to the tsunami used geospatial information to support their decision-making efforts with mixed success. When describing their use of geospatial technologies during the response, a select set of disaster decision-makers provided information about how they used geospatial information, they described what worked and what did not work to support their efforts. These disaster decision-makers\u27 revelations include the need for information about the affected persons, the location and status of relief supplies and other resources, and the conditions of the terrain affected by the tsunami. Corroborated by documents produced by governments, academia, nongovernmental and international organizations, these information requirements are the basis for a logical model for a geographic information system that can be used to support a variety of disaster types
