    Real-Time Heuristics and Metaheuristics for Static and Dynamic Weapon Target Assignments

    The problem of targeting and engaging individual missiles (targets) with an arsenal of interceptors (weapons) is known as the weapon target assignment problem. This problem has been well-researched since the seminal work in 1958. There are two distinct categories of the weapon target assignment problem: static and dynamic. The static weapon target assignment problem considers a single instance in which a known number of incoming missiles is to be engaged with a finite number of interceptors. By contrast, the dynamic weapon target assignment problem considers either follow on engagement(s) should the first engagement(s) fail, a subsequent salvo of incoming missiles, or both. This research seeks to define and solve a realistic dynamic model. First, assignment heuristics and metaheuristics are developed to provide rapid near-optimal solutions to the static weapon target assignment. Next, a technique capable of determining how many of each interceptor type to reserve for a second salvo by means of approximate dynamic programming is developed. Lastly, a model that realistically considers erratic flight paths of incoming missiles and determines assignments and firing sequences of interceptors within a simulation to minimize the number of hits to a protected asset is developed. Additionally, the first contemporary survey of the weapon target assignment problem since 1985 is presented. Collectively, this work extends the research of missile defense into practical application more so than currently is found within the literature

    Designing a Framework for Target-Site Assignment in Naval Combat Management

    In this study, using operational research techniques, a model has been presented to assess battlefield threat, to prioritise aggressive targets, to evaluate the capability of own sites and the risks of the conflict with the targets, to define conflict scenarios and finally to select the best scenario using an assignment model. The above proceedings were added as an intermediate phase of target-site assignment, called ‘deciding the best conflict scenario’, to the ‘threat assessment’ and ‘weapon-target assignment’ in the naval combat management system. For each of the own site, the data collected from the environment together with the panels of experts are shown in a two-dimensional matrix, in which the four areas of the matrix represent the conflict scenarios. Considering that the study was done in a simulated environment, the expert’s verification and the convergence of the results in Monte Carlo method were used to validate the research. The proposed model can offer optimised decision to the operational commander through predicting the battlefield and managing the site’s capacity and the interaction in between during the combat

    Frequency Analysis Techniques for Identification of Viral Genetic Data

    Environmental metagenomic samples and samples obtained as an attempt to identify a pathogen associated with the emergence of a novel infectious disease are important sources of novel microorganisms. The low costs and high throughput of sequencing technologies are expected to allow for the genetic material in those samples to be sequenced and the genomes of the novel microorganisms to be identified by alignment to those in a database of known genomes. Yet, for various biological and technical reasons, such alignment might not always be possible. We investigate a frequency analysis technique which on one hand allows for the identification of genetic material without relying on alignment and on the other hand makes possible the discovery of nonoverlapping contigs from the same organism. The technique is based on obtaining signatures of the genetic data and defining a distance/similarity measure between signatures. More precisely, the signatures of the genetic data are the frequencies of k-mers occurring in them, with k being a natural number. We considered an entropy-based distance between signatures, similar to the Kullback-Leibler distance in information theory, and investigated its ability to categorize negative-sense single-stranded RNA (ssRNA) viral genetic data. Our conclusion is that in this viral context, the technique provides a viable way of discovering genetic relationships without relying on alignment. We envision that our approach will be applicable to other microbial genetic contexts, e.g., other types of viruses, and will be an important tool in the discovery of novel microorganisms

    Application of computational intelligence to explore and analyze system architecture and design alternatives

    Systems Engineering involves the development or improvement of a system or process from effective need to a final value-added solution. Rapid advances in technology have led to development of sophisticated and complex sensor-enabled, remote, and highly networked cyber-technical systems. These complex modern systems present several challenges for systems engineers including: increased complexity associated with integration and emergent behavior, multiple and competing design metrics, and an expansive design parameter solution space. This research extends the existing knowledge base on multi-objective system design through the creation of a framework to explore and analyze system design alternatives employing computational intelligence. The first research contribution is a hybrid fuzzy-EA model that facilitates the exploration and analysis of possible SoS configurations. The second contribution is a hybrid neural network-EA in which the EA explores, analyzes, and evolves the neural network architecture and weights. The third contribution is a multi-objective EA that examines potential installation (i.e. system) infrastructure repair strategies. The final contribution is the introduction of a hierarchical multi-objective evolutionary algorithm (MOEA) framework with a feedback mechanism to evolve and simultaneously evaluate competing subsystem and system level performance objectives.     Holistic, data-driven, service and supply chain optimisation: linked optimisation.

    The intensity of competition and technological advancements in the business environment has made companies collaborate and cooperate together as a means of survival. This creates a chain of companies and business components with unified business objectives. However, managing the decision-making process (like scheduling, ordering, delivering and allocating) at the various business components and maintaining a holistic objective is a huge business challenge, as these operations are complex and dynamic. This is because the overall chain of business processes is widely distributed across all the supply chain participants; therefore, no individual collaborator has a complete overview of the processes. Increasingly, such decisions are automated and are strongly supported by optimisation algorithms - manufacturing optimisation, B2B ordering, financial trading, transportation scheduling and allocation. However, most of these algorithms do not incorporate the complexity associated with interacting decision-making systems like supply chains. It is well-known that decisions made at one point in supply chains can have significant consequences that ripple through linked production and transportation systems. Recently, global shocks to supply chains (COVID-19, climate change, blockage of the Suez Canal) have demonstrated the importance of these interdependencies, and the need to create supply chains that are more resilient and have significantly reduced impact on the environment. Such interacting decision-making systems need to be considered through an optimisation process. However, the interactions between such decision-making systems are not modelled. We therefore believe that modelling such interactions is an opportunity to provide computational extensions to current optimisation paradigms. This research study aims to develop a general framework for formulating and solving holistic, data-driven optimisation problems in service and supply chains. This research achieved this aim and contributes to scholarship by firstly considering the complexities of supply chain problems from a linked problem perspective. This leads to developing a formalism for characterising linked optimisation problems as a model for supply chains. Secondly, the research adopts a method for creating a linked optimisation problem benchmark by linking existing classical benchmark sets. This involves using a mix of classical optimisation problems, typically relating to supply chain decision problems, to describe different modes of linkages in linked optimisation problems. Thirdly, several techniques for linking supply chain fragmented data have been proposed in the literature to identify data relationships. Therefore, this thesis explores some of these techniques and combines them in specific ways to improve the data discovery process. Lastly, many state-of-the-art algorithms have been explored in the literature and these algorithms have been used to tackle problems relating to supply chain problems. This research therefore investigates the resilient state-of-the-art optimisation algorithms presented in the literature, and then designs suitable algorithmic approaches inspired by the existing algorithms and the nature of problem linkages to address different problem linkages in supply chains. Considering research findings and future perspectives, the study demonstrates the suitability of algorithms to different linked structures involving two sub-problems, which suggests further investigations on issues like the suitability of algorithms on more complex structures, benchmark methodologies, holistic goals and evaluation, processmining, game theory and dependency analysis

    Capturing Risk in Capital Budgeting

    NPS NRP Technical ReportThis proposed research has the goal of proposing novel, reusable, extensible, adaptable, and comprehensive advanced analytical process and Integrated Risk Management to help the (DOD) with risk-based capital budgeting, Monte Carlo risk-simulation, predictive analytics, and stochastic optimization of acquisitions and programs portfolios with multiple competing stakeholders while subject to budgetary, risk, schedule, and strategic constraints. The research covers topics of traditional capital budgeting methodologies used in industry, including the market, cost, and income approaches, and explains how some of these traditional methods can be applied in the DOD by using DOD-centric non-economic, logistic, readiness, capabilities, and requirements variables. Stochastic portfolio optimization with dynamic simulations and investment efficient frontiers will be run for the purposes of selecting the best combination of programs and capabilities is also addressed, as are other alternative methods such as average ranking, risk metrics, lexicographic methods, PROMETHEE, ELECTRE, and others. The results include actionable intelligence developed from an analytically robust case study that senior leadership at the DOD may utilize to make optimal decisions. The main deliverables will be a detailed written research report and presentation brief on the approach of capturing risk and uncertainty in capital budgeting analysis.
