    Insufficient theoretical study of the issues of adapting the resource potential of an enterprise in the context of imperatives of innovative development reinforces the theoretical and practical significance of conducting a study aimed at studying the processes of the essence of adapting the resource potential of an industrial enterprise within a cluster, developing tools for evaluating and managing this process, allowing to model alternative uses of key components their potential within the cluster. Successful implementation of this task implies the development of an organizational and managerial mechanism for managing the potential of industrial enterprises - potential cluster members, including the formation of a capitalization strategy for their resource potential, an important unit that is information-analytical tools integrated into the cluster management system as a whole. This determined the relevance of the allocation of this spectrum of problems in an independent direction of scientific research, had a direct impact on the choice of topics, setting goals and objectives

The enhancement part of the algorithm is based on Bayesian wavelet denoising, which has been chosen due to its exceptional ability to incorporate diverse a priori information into the process of image recovery. In particular, we demonstrate that, in dynamic settings, useful statistical priors can come both from some reasonable assumptions on the properties of the image to be enhanced as well as from the images that have already been observed before the current scene. Using such priors forms the main contribution of the present paper which is the proposal of the dynamic denoising as a tool for simultaneously enhancing and tracking image sequences.Within the proposed framework, the previous observations of a dynamic scene are employed to enhance its present observation. The mechanism that allows the fusion of the information within successive image frames is Bayesian estimation, while transferring the useful information between the images is governed by a Kalman filter that is used for both prediction and estimation of the dynamics of tracked objects. Therefore, in this methodology, the processes of target tracking and image enhancement "collaborate" in an interlacing manner, rather than being applied separately. The dynamic denoising is demonstrated on several examples of SAR imagery. The results demonstrated in this paper indicate a number of advantages of the proposed dynamic denoising over "static" approaches, in which the tracking images are enhanced independently of each other

    Performance analysis of the Least-Squares estimator in Astrometry

    We characterize the performance of the widely-used least-squares estimator in astrometry in terms of a comparison with the Cramer-Rao lower variance bound. In this inference context the performance of the least-squares estimator does not offer a closed-form expression, but a new result is presented (Theorem 1) where both the bias and the mean-square-error of the least-squares estimator are bounded and approximated analytically, in the latter case in terms of a nominal value and an interval around it. From the predicted nominal value we analyze how efficient is the least-squares estimator in comparison with the minimum variance Cramer-Rao bound. Based on our results, we show that, for the high signal-to-noise ratio regime, the performance of the least-squares estimator is significantly poorer than the Cramer-Rao bound, and we characterize this gap analytically. On the positive side, we show that for the challenging low signal-to-noise regime (attributed to either a weak astronomical signal or a noise-dominated condition) the least-squares estimator is near optimal, as its performance asymptotically approaches the Cramer-Rao bound. However, we also demonstrate that, in general, there is no unbiased estimator for the astrometric position that can precisely reach the Cramer-Rao bound. We validate our theoretical analysis through simulated digital-detector observations under typical observing conditions. We show that the nominal value for the mean-square-error of the least-squares estimator (obtained from our theorem) can be used as a benchmark indicator of the expected statistical performance of the least-squares method under a wide range of conditions. Our results are valid for an idealized linear (one-dimensional) array detector where intra-pixel response changes are neglected, and where flat-fielding is achieved with very high accuracy.Comment: 35 pages, 8 figures.     Playing with Duality: An Overview of Recent Primal-Dual Approaches for Solving Large-Scale Optimization Problems

    Optimization methods are at the core of many problems in signal/image processing, computer vision, and machine learning. For a long time, it has been recognized that looking at the dual of an optimization problem may drastically simplify its solution. Deriving efficient strategies which jointly brings into play the primal and the dual problems is however a more recent idea which has generated many important new contributions in the last years. These novel developments are grounded on recent advances in convex analysis, discrete optimization, parallel processing, and non-smooth optimization with emphasis on sparsity issues. In this paper, we aim at presenting the principles of primal-dual approaches, while giving an overview of numerical methods which have been proposed in different contexts. We show the benefits which can be drawn from primal-dual algorithms both for solving large-scale convex optimization problems and discrete ones, and we provide various application examples to illustrate their usefulness
