    Review of current practices in recording road traffic incident data: with specific reference to spatial analysis and road policing policy

    Road safety involves three major components: the road system, the human factor and the vehicle element. These three elements are inter-linked through geo-referenced traffic events and provide the basis for road safety analyses and attempts to reduce the number of road traffic incidents and improve road safety. Although numbers of deaths and serious injuries are back to approximately the 1950s levels when there were many fewer vehicles on the road, there are still over 100 fatalities or serious injuries every day, and this is a considerable waste of human capital. It is widely acknowledged that the location perspective is the most suitable methodology by which to analyse different traffic events, where by in this paper, I will concentrating on the relationship between road traffic incidents and traffic policing. Other methods include studying road and vehicle engineering and these will be discussed later. It is worth noting here that there is some division within the literature concerning the definitions of ‘accident’ and ‘incident’. In this paper I will use ‘incident’ because it is important to acknowledge a vast majority of ‘road accidents’ are in fact crimes. However I will use the term ‘accident’ where it is referred to in the literature or relevant reports. It is important to mention here that a road traffic accident can be defined as ‘the product of an unwelcome interaction between two or more moving objects, or a fixed and moving object’ (Whitelegg 1986). Road safety and road incident reduction relates to many other fields of activity including education, driver training, publicity campaigns, police enforcement, road traffic policing, the court system, the National Health Service and Vehicle engineering. Although the subject of using GIS to analyse road traffic incidents has not received much academic attention, it lies in the field of crime mapping which is becoming increasingly important. It is clear that studies have been attempted to analyse road traffic incidents using GIS are increasingly sophisticated in terms of hypotheses and statistical technique (for example see Austin, Tight and Kirby 1997). However it is also clear that there is considerable blurring of boundaries and the analysis of road accidents sits uncomfortably in crime mapping. This is due to four main reasons: - Road traffic incidents are associated with road engineering, which is concerned with generic solutions while road traffic analysis is about sensitivity to particular contexts. - Not all road traffic incidents are crimes - It is not just the police who have an interest in reducing road traffic incidents, other partners include local authorities, hospitals and vehicle manufacturers - The management of road traffic incidents is not just confined to the police GIS has been used for over thirty years however it has only been recently been used in the field of transportation. The field of transportation has come to embrace Geographical Information Systems as a keytechnology to support its research and operational need. The acronym GIS-T is often employed to refer to the application and adaptation of GIS to research, planning and management in transportation. GIS-T covers a broad arena of disciplines of which road traffic incident detection is just one theme. Others include in vehicle navigation systems. Initially it was only used to ask simple accident enquiries such as depicting the relative incidence of accidents in wet weather or when there is no street lighting, or to flag high absolute or relative incidences of accidents (see Anderson 2002). Recently however there has been increased acknowledgement that there is a requirement to go beyond these simple questions and to extend the analyses. It has been widely claimed by academics and the police alike that knowing where road accidents occur must lead to better road policing, in order to ensure that road policing becomes better integrated with other policing activities. This paper will be used to explore issues surrounding the analysis of road traffic accidents and how GIS analysts, police and policy makers can achieve a better understanding of road traffic incidents and how to reduce them. For the purpose of this study I will be trying to achieve a broader overview of the aspects concerning road accident analysis with a strong emphasis on data quality and accuracy with concern to GIS analysis. Data quality and accuracy are seen as playing a pivotal role in the road traffic management agenda because they assist the police and Local Authorities as to the specific location whereby management can be undertaken. Part one will consider the introduction to road incidents and their relationship with geography and spatial analysis and how this were initially applied to locating ‘hotspots’ and the more recent theory of ‘accident migration’. Part two will address current data issues of the UK collection procedure. This section will pay particular reference to geo-referencing and the implication of data quality on the procedure of analysing road incidents using GIS. Part three addresses issues surrounding the spatial analysis of road traffic incidents, including some techniques such as spatial autocorrelation, time-space geography and the modifiable area unit problem. Finally part four looks at the role of effective road traffic policing and how this can be achieved due to better understanding of the theory and issues arising from analysing road traffic incidents. It will also look at the diffusion and use of GIS within the police and local authorities

    The construction of the risk of falling among and by older people

    Risk is frequently invoked in contemporary accounts of ill health, but its construction is often constrained by a rationalist perspective that focuses on physical causes and functional outcomes, and that presents risk as external to the self and predictable. This paper describes an empirical study of the ways in which risk was realised and managed in a day hospital for older people. An ethnographic approach, with participant observation and semi-structured interviews, and discourse analysis were used to explore these issues with the staff and fifteen users. Whilst the service providers were orientated to the management of physical risk, as through the regimes for administering medication and their attention to risk reduction in the physical environment, the service users were more concerned with the risk to their personal and social identities, and they more frequently described its manifestations in inter-personal exchanges, sometimes as infantalisation and stereotyping. The paper develops this understanding of the potential for falls among older people to elucidate a broader interpretation of risk, and reveals that it is commonly constructed as a challenge to a person's self-image and identity. Such constructions help to explain older people's responses to complex health problems and to the services and treatments that attempt to solve them

A PSS is a system of products, services, networks of actors and supporting infrastructure designed to be more sustainable than traditional business models. PSS face an implementation challenge in consumer markets and this case based research explores some reasons for this. The study applies Personal Construct Psychology (in particular, Repertory Grid Technique) which has not previously been used in relation to researching PSS. Results suggest that PSS might be difficult to implement in relation to pushchairs. Renting pre-used equipment may meet resistance because of a perceived risk that acquisition by this means might endanger infants. Participants in the study construed buying new products from specialist infant product shops as being the best way of acquiring them. Accordingly PSS providers may, for instance, have to implement certified quality assurance processes in order to reassure consumers.Peer reviewedFinal Accepted Versio

    Distributed Control Architecture

    This document describes the development and testing of a novel Distributed Control Architecture (DCA). The DCA developed during the study is an attempt to turn the components used to construct unmanned vehicles into a network of intelligent devices, connected using standard networking protocols. The architecture exists at both a hardware and software level and provides a communication channel between control modules, actuators and sensors. A single unified mechanism for connecting sensors and actuators to the control software will reduce the technical knowledge required by platform integrators and allow control systems to be rapidly constructed in a Plug and Play manner. DCA uses standard networking hardware to connect components, removing the need for custom communication channels between individual sensors and actuators. The use of a common architecture for the communication between components should make it easier for software to dynamically determine the vehicle s current capabilities and increase the range of processing platforms that can be utilised. Implementations of the architecture currently exist for Microsoft Windows, Windows Mobile 5, Linux and Microchip dsPIC30 microcontrollers. Conceptually, DCA exposes the functionality of each networked device as objects with interfaces and associated methods. Allowing each object to expose multiple interfaces allows for future upgrades without breaking existing code. In addition, the use of common interfaces should help facilitate component reuse, unit testing and make it easier to write generic reusable software

This paper uses a mix of content and interpretative analysis to analyse current imagery in consumerist and professional society publications. It reveals the present variation and complexity of the iconography of computers and people across different domains of representation, with the continuation of gender bias in subtle forms

    ‘Doing good science’:The impact of invisible energy policies on laboratory energy demand in higher education

    Education is the second largest consumer of energy in the service sector, however, little research to date has focused on the link between education policy and energy demand. Using a case study, this paper explores the role of invisible energy policies in Higher Education (HE). We make a distinctive contribution to debates about invisible energy policy by applying concepts from governmentality to show how different policies and technologies of governance come in to conflict in practice. And, we argue that although there are a number of institutional and national-level policies directly related to sustainability (including energy) there are also a number of conflicting priorities, most notably linked to the neoliberalisation of HE. Our case study focuses on teaching and research laboratories and empirically explores the impacts of both intentional and non-intentional energy policy in these spaces. Specifically this research highlights that the ability to ‘do good science’ has implications for demand management that go beyond research and teaching laboratory activities, and into the wider realm of HE institutions and policies

    A Secure and Fair Resource Sharing Model for Community Clouds

    Cloud computing has gained a lot of importance and has been one of the most discussed segment of today\u27s IT industry. As enterprises explore the idea of using clouds, concerns have emerged related to cloud security and standardization. This thesis explores whether the Community Cloud Deployment Model can provide solutions to some of the concerns associated with cloud computing. A secure framework based on trust negotiations for resource sharing within the community is developed as a means to provide standardization and security while building trust during resource sharing within the community. Additionally, a model for fair sharing of resources is developed which makes the resource availability and usage transparent to the community so that members can make informed decisions about their own resource requirements based on the resource usage and availability within the community. Furthermore, the fair-share model discusses methods that can be employed to address situations when the demand for a resource is higher than the resource availability in the resource pool. Various methods that include reduction in the requested amount of resource, early release of the resources and taxing members have been studied, Based on comparisons of these methods along with the advantages and disadvantages of each model outlined, a hybrid method that only taxes members for unused resources is developed. All these methods have been studied through simulations

    Segmenting consumers’ reasons for and against ethical consumption

Purpose - This paper aims to quantify the relative importance of reasons used to explain consumers’ selection and rejection of ethical products, accounting for differences in ethical orientations across consumers. Design/methodology/approach - Reviewing previous literature and drawing on in-depth interviews, a taxonomy of reasons for and against ethical purchasing is developed. An online survey incorporating best-worst scaling (BWS) determines which reasons feature more in shaping ethical consumerism. Cluster analysis and multinomial regression are used to identify and profile segments. Findings - Positively orientated consumers (42 per cent of respondents) purchase ethical products more so because of reasons relating to impact, health, personal relevance, and quality. Negatively orientated consumers (34 per cent of respondents) reject ethical alternatives based on reasons relating to indifference, expense, confusion and scepticism. A third segment is ambivalent in their behaviour and reasoning; they perceive ethical purchasing to be effective and relevant, but are confused and sceptical under what conditions this can occur. Research limitations/implications - Preferences were elicited using an online survey rather than using real market data. Though the task instructions and methods used attempted to minimise social-desirability bias, the experiment might still be subject to its effects. Practical implications - Competitive positioning strategies can be better designed knowing which barriers to ethical purchasing are more relevant. The paper challenges the benefits in altruistic-based positioning and outlines shortcomings in communication about ethical products, including those relating to product labelling. Social implications - Through their purchase behaviours across a number of categories, ethical consumers aim to minimise theharmand exploitation of humans, animals and the natural environment. This research provides insights into the potential reasonswhythe uptake of ethical products is not being achieved and how it can be addressed to make improvements in making this movement more mainstream. Originality/value - This research examines an extensive list of reasons for and against ethical purchasing used by a general population of consumers. By forcing respondents to make trade-offs, this is the first study quantifying the relative importance of reasons utilised by consumers. It also highlights the value in using cluster analysis on best-worst scores to identify underlying segments
