    A report on child cycling safety

    The research project identifies and examines various issues related to the cycling safety of urban school children in Hamilton aged between eight and 15 years of age in Hamilton. The report outlines, discusses and evaluates the various negative and positive variables that affect the level of cycling safety experienced by urban school children. Research-based recommendations are provided with three purposes in mind. First, some are intended immediately to enhance the effectiveness of existing physical and educational provisions. Second, some are intended to promote discussion of possible amendments to the strategies and overall structure of responsibility and authority of bodies of control, such as local and regional authorities, as well as interest and advocacy groups with a view to achieving enhanced safety provisions through new ideas and approaches . Third, and most fundamentally, these two kinds of recommendations are designed to achieve short-term and sustained long-term reductions in the rates of cycling accidents involving urban school children. As such, the underpinning objective of this report is to create an accessible resource of information and recommendations relevant to any party interested in the safety of child cyclists in urban areas

    Travel Demand Growth: Research on Longer-Term Issues. The Potential Contribution of Trip Planning Systems

    INTRODUCTION 1.1 The growth in demand for travel Over the 20 years hm 1965, National Travel Survey (NTS) data shows a 61% growth in total person - km of travel. More detailed analysis suggests that this is made up roughly as follows:- due to increased population 4% due to more journeys 22% due to longer journeys 35% This implies that around 60% of the growth in travel has been due to people travelling further, rather than making more journeys. It is interesting to note, too, that the same phenomenon occurs even in the most congested areas. Between 1975 and 1985, NTS shows an 11% growth in person -km by London residents, at a time when population fell by 5%. In this case, the growth is made up roughly as follows:- due to lost population -5% due to more journeys 4% due to longer journeys 12% It is of course difficult to estimate the extent to which future growth in travel will be generated by longer journeys. The NRTF, which predicts a growth in car-km of between 120% and 180% between 1985 and 2025, is not based on a procedure which enables the effects of journey making and journey length to be separated. However, it is worth noting that if the same pattern were to exist at a national level in future, the predicted growth in car travel due to longer journeys could be equivalent to between 75% and 100% of today's car travel. It seems appropriate to ask whether it is a wise use of scarce resources to provide the infrastructure and energy needed to enable people to carry out their activities further from home.     Tribal Corridor Management Planning: Model, Case Study, and Guide for Caltrans District 1, Research Report 10-01

    In Northern California, tribal governments and personnel of the California Department of Transportation (Caltrans) District 1, have applied innovative context-sensitive solutions to meet a variety of transportation challenges along state highways that traverse tribal lands. This report describes and discusses the efforts under way and offer suggestions for continuing and extending these initiatives through the development of Tribal Corridor Management Plans (TCMPs). The methods employed in this project are multidisciplinary and include: (1) content analysis of existing corridor management plans; (2) literature review to identify “best practices;” (3) participant observation; (4) interviews with local stakeholders; (5) focus group interviews with Caltrans personnel; and (6) landscape analysis. This study’s authors conclude that Caltrans District 1 staff and tribal governments share common goals for highway operations; however, progress —while significant—has been somewhat hampered by geographic and administrative challenges. It is recommended that Caltrans and the tribes seek early and frequent communication and collaboration to overcome these obstacles. Further, they identify several examples of non-standard design elements that could be incorporated into highway improvements to enhance local sense of place among both residents and travelers. A preliminary TCMP for the segment of State Route 96 that lies within the boundaries of the Hoopa Valley Indian Reservation is presented as an example. Beyond its role as a guide for initiating tribal corridor projects within Caltrans District 1, the report should prove instructive for any efforts to enhance sense of place within transportation byways, particularly in Native communities

    Research report 22: liveability in NDC areas: findings from six case studies

    New Deal for Communities (NDC) is a key programme in the Government's strategy to tackle multiple deprivation by giving some of the poorest communities in the UK the resources to tackle their problems in an intensive and co-ordinated way. The programme, which began in 1998, has encouraged the development of partnerships between local people, community and voluntary organisations, public agencies, local authorities and business. These partnerships are working to tackle the problems of social exclusion and make a lasting improvement to their neighbourhood, with the active involvement of the local community. While different areas face different problems, the five main issues to be tackled by NDC partnerships are: worklessness; improving health; tackling crime; raising educational achievement; and housing and the physical environment. Sustainable Cities Research Institute is part of a national consortium carrying out the evaluation of NDC. The evaluation is led by Sheffield Hallam University and involves 14 UK research centres, universities, and private consultancy firms. Sustainable Cities staff involved with this work are Keith Shaw, who is the North East Region Co-ordinator (with responsibility for Hartlepool, Middlesbrough, Newcastle and Sunderland partnerships), and Gill Davidson, who is carrying out evaluation tasks in Middlesbrough. Also involved in this work at a regional level are staff members from the University's School of Politics, and from the University of Newcastle. The evaluation began with a scoping phase in October 2001. The evaluation is expected to continue in its current format until at least 2005, with annual evaluation reports being produced in 2003, 2004, and 2005. Sustainable Cities is also undertaking research for a series of case studies focusing on West Middlesbrough NDC; so far these have covered subjects including mainstreaming, involving hard-to-reach young people in regeneration, and liveability

    Ergonomic standards for pedestrian areas for disabled people: literature review and consultations

    As part of the project for the Transport and Road Research Laboratory concerned with the development of design guidance for pedestrian areas and footways to satisfy the needs of disabled and elderly people, a thorough examination of the literature was required. In addition the literature search was to be complemented by a wide-ranging series of discussions with local authorities, organisations representing the interests of elderly and disabled people, and other interested agencies. This Working Paper sets out the findings of this exercise. The objective of the literature review and the consultations was to identify the key impediments for elderly and disabled people when using pedestrian areas and footways. The current guidelines and standards relating to footways, pedestrianised areas and access to buildings were to be identified and their adequacy commented upon, as were the conflicts such recommendations raise between various groups of disabled people and with able-bodied people. The consultations were intended to provide greater insights into what the literature highlighted, and to suggest possible solutions. The literature review produced over 400 key references and a list of 35 impediments. A more detailed examination of the literature and the consultations reduced this list to six key impediments namely: parking; public transport waiting areas; movement distances; surface conditions; ramps, and information provision. The type and scale of problem created by the above impediments for various groups of disabled and elderly people are discussed, together with their measurement and assessment. The type and adequacy of existing design standards and guidance relating to these impediments are also outlined

    Roadway System Assessment Using Bluetooth-Based Automatic Vehicle Identification Travel Time Data

    This monograph is an exposition of several practice-ready methodologies for automatic vehicle identification (AVI) data collection systems. This includes considerations in the physical setup of the collection system as well as the interpretation of the data. An extended discussion is provided, with examples, demonstrating data techniques for converting the raw data into more concise metrics and views. Examples of statistical before-after tests are also provided. A series of case studies were presented that focus on various real-world applications, including the impact of winter weather on freeway operations, the economic benefit of traffic signal retiming, and the estimation of origin-destination matrices from travel time data. The technology used in this report is Bluetooth MAC address matching, but the concepts are extendible to other AVI data sources

    Enabling Data-Driven Transportation Safety Improvements in Rural Alaska

    Safety improvements require funding. A clear need must be demonstrated to secure funding. For transportation safety, data, especially data about past crashes, is the usual method of demonstrating need. However, in rural locations, such data is often not available, or is not in a form amenable to use in funding applications. This research aids rural entities, often federally recognized tribes and small villages acquire data needed for funding applications. Two aspects of work product are the development of a traffic counting application for an iPad or similar device, and a review of the data requirements of the major transportation funding agencies. The traffic-counting app, UAF Traffic, demonstrated its ability to count traffic and turning movements for cars and trucks, as well as ATVs, snow machines, pedestrians, bicycles, and dog sleds. The review of the major agencies demonstrated that all the likely funders would accept qualitative data and Road Safety Audits. However, quantitative data, if it was available, was helpful

    Using Operations Data for Planning the the Delaware Valley: First Steps

    Real-time traffic operations data has been gathered for several years on an increasing number of roads throughout the Delaware Valley. The archives of this data are a tremendous potential resource for transportation planning. Use of the data, however, has posed significant technical challenges. This report summarizes how the data can be used, the state of operations data for planning in the Delaware Valley, and the results of two case studies. The first case study used data from the Pennsylvania Department of Transportation's Dynac system about speed and travel time on a section of I-76. The second case study used data provided by the I-95 Corridor Coalition Vehicle Probe Project (VPP) from INRIX, a private-sector traffic data company. The second case study analyzed duration of congestion on weekdays in 2009 for freeways in the Delaware Valley. This analysis was used in the region's 2011 Congestion Management Process
