    Achieving accountability through decentralization : lessons for integrated river basin management

    While decentralization holds out the promise of increased flexibility and efficiency, the preconditions for realizing it are daunting. To draw lessons for productive decentralization in integrated river basin management, this paper surveys the decentralization experience in education, health care, roads, irrigation, and public infrastructure services. Case studies reveal that the prime focus in the design of a decentralized structure must be accountability, based on principles of subsidiarity, transparency, and allocation of property rights. While some debates are sector-specific, others, such as the need for political and financial accountability, the related data requirements, educating stakeholders and potential beneficiaries of the new system, and ensuring effective participation are true of decentralization wherever it is to unfold. Inturn, initial conditions and the adaptation of political leadership to suit the historical context determine the success of decentralization. Four issues demand high priority in integrated river basin management. These are (1) overcoming financial inadequacy at the local level; (2) commitment to upgrading skills, particularly management skills, while also ensuring that the expertise accumulated in central bureaucracies is not dissipated; (3) assuring pre-reform beneficiaries that their rights would be protected; and (4) sustaining a long-term commitment to an inevitably slow and drawn out decentralization process. The main conclusions of the literature survey caution those who believe that decentralization is, in itself, a solution to problems of inefficiency and inequity in developing countries.     “Having One Child Is Selfish?”: an Analysis of Only-Child Discourse on Facebook

    Families come in a variety of sizes, but family communication research typically represents or at least assumes families with multiple children. Although communication scholarship includes family forms beyond the traditional nuclear family (i.e., husband and wife with multiple biological children), including families who are voluntarily or involuntarily child-free, it has not included families with “just” one child. This thesis highlights the absence of communication research surrounding one-child families (OCFs). Using an interpretive, specifically discourse-dependent, lens I conducted a thematic analysis of Facebook comments in response to articles about OCFs shared by Scary Mommy. Given the absence of communication research on OCFs, this exploratory study sought to identify themes in online discourse about OCFs to help guide future research on this understudied family configuration. The findings affirmed the crossover between positive and negative stereotypes and opinions about only-children and OCFs while also producing counter-narratives. This study provides a compelling exploration of OCF discourse and future directions for family communication scholarship

    ModuLand plug-in for Cytoscape: determination of hierarchical layers of overlapping network modules and community centrality

    Summary: The ModuLand plug-in provides Cytoscape users an algorithm for determining extensively overlapping network modules. Moreover, it identifies several hierarchical layers of modules, where meta-nodes of the higher hierarchical layer represent modules of the lower layer. The tool assigns module cores, which predict the function of the whole module, and determines key nodes bridging two or multiple modules. The plug-in has a detailed JAVA-based graphical interface with various colouring options. The ModuLand tool can run on Windows, Linux, or Mac OS.     This research report examines, from the perspective of the Brotherhood’s aged service users, what they value in life, what enables them to live fulfilled and meaningful lives, and what Brotherhood aged services can contribute to this. With its accent on freedoms, opportunities and human rights, the capability approach provides a conceptual framework in which to consider a new model of aged services in which will enhance older adults’ human rights and capabilities, especially for those who have been disadvantaged, and ensure that their views continue to inform and shape ageing policies, services and models of practice. The central concern of the capability approach, first articulated by Amartya Sen (1979) and developed by Martha Nussbaum within a social justice and human rights framework, is the opportunities people have for being and doing what, for them, constitutes a good life. Taking this as the starting point, this research represents the first part of a larger study which will examine what users of Brotherhood aged services value in life, what capabilities they aspire to, how current services enhance capabilities and how the capability approach might be integrated into service provision.     The purpose of this thesis is to create an influence campaign focused on improving nutritional choices of Marines across the Marine Corps. It explores the most current publications from the U.S. Departments of Agriculture and Health and Human Services, and the U.S. military to establish a healthy nutrition baseline and identify how the Marine Corps attempts to provide adequate nutrition to its Marines. It demonstrates how optimizing food nutrition equates to combat readiness of the force. It investigates how food affects the body and how nutrients and timing affect a tactical athlete's performance. Since Marines have to choose from the food selections provided, the thesis outlines principles of influence that are and/or could be used to change food behavior. Influencing Marines’ behavior in favor of healthier food types that optimize physical performance and longevity is a pursuit worthy of an organization that must be fit and ready for combat.
