    Advanced Knowledge Technologies at the Midterm: Tools and Methods for the Semantic Web

Our extended senses, tools, technologies, through the ages, have been closed systems incapable of interplay or collective awareness. Now, in the electric age, the very instantaneous nature of co-existence among our technological instruments has created a crisis quite new in human history. Our extended faculties and senses now constitute a single field of experience which demands that they become collectively conscious. Our technologies, like our private senses, now demand an interplay and ratio that makes rational co-existence possible. As long as our technologies were as slow as the wheel or the alphabet or money, the fact that they were separate, closed systems was socially and psychically supportable. This is not true now when sight and sound and movement are simultaneous and global in extent. (McLuhan 1962, p.5, emphasis in original)Over forty years later, the seamless interplay that McLuhan demanded between our technologies is still barely visible. McLuhan’s predictions of the spread, and increased importance, of electronic media have of course been borne out, and the worlds of business, science and knowledge storage and transfer have been revolutionised. Yet the integration of electronic systems as open systems remains in its infancy.Advanced Knowledge Technologies (AKT) aims to address this problem, to create a view of knowledge and its management across its lifecycle, to research and create the services and technologies that such unification will require. Half way through its sixyear span, the results are beginning to come through, and this paper will explore some of the services, technologies and methodologies that have been developed. We hope to give a sense in this paper of the potential for the next three years, to discuss the insights and lessons learnt in the first phase of the project, to articulate the challenges and issues that remain.The WWW provided the original context that made the AKT approach to knowledge management (KM) possible. AKT was initially proposed in 1999, it brought together an interdisciplinary consortium with the technological breadth and complementarity to create the conditions for a unified approach to knowledge across its lifecycle. The combination of this expertise, and the time and space afforded the consortium by the IRC structure, suggested the opportunity for a concerted effort to develop an approach to advanced knowledge technologies, based on the WWW as a basic infrastructure.The technological context of AKT altered for the better in the short period between the development of the proposal and the beginning of the project itself with the development of the semantic web (SW), which foresaw much more intelligent manipulation and querying of knowledge. The opportunities that the SW provided for e.g., more intelligent retrieval, put AKT in the centre of information technology innovation and knowledge management services; the AKT skill set would clearly be central for the exploitation of those opportunities.The SW, as an extension of the WWW, provides an interesting set of constraints to the knowledge management services AKT tries to provide. As a medium for the semantically-informed coordination of information, it has suggested a number of ways in which the objectives of AKT can be achieved, most obviously through the provision of knowledge management services delivered over the web as opposed to the creation and provision of technologies to manage knowledge.AKT is working on the assumption that many web services will be developed and provided for users. The KM problem in the near future will be one of deciding which services are needed and of coordinating them. Many of these services will be largely or entirely legacies of the WWW, and so the capabilities of the services will vary. As well as providing useful KM services in their own right, AKT will be aiming to exploit this opportunity, by reasoning over services, brokering between them, and providing essential meta-services for SW knowledge service management.Ontologies will be a crucial tool for the SW. The AKT consortium brings a lot of expertise on ontologies together, and ontologies were always going to be a key part of the strategy. All kinds of knowledge sharing and transfer activities will be mediated by ontologies, and ontology management will be an important enabling task. Different applications will need to cope with inconsistent ontologies, or with the problems that will follow the automatic creation of ontologies (e.g. merging of pre-existing ontologies to create a third). Ontology mapping, and the elimination of conflicts of reference, will be important tasks. All of these issues are discussed along with our proposed technologies.Similarly, specifications of tasks will be used for the deployment of knowledge services over the SW, but in general it cannot be expected that in the medium term there will be standards for task (or service) specifications. The brokering metaservices that are envisaged will have to deal with this heterogeneity.The emerging picture of the SW is one of great opportunity but it will not be a wellordered, certain or consistent environment. It will comprise many repositories of legacy data, outdated and inconsistent stores, and requirements for common understandings across divergent formalisms. There is clearly a role for standards to play to bring much of this context together; AKT is playing a significant role in these efforts. But standards take time to emerge, they take political power to enforce, and they have been known to stifle innovation (in the short term). AKT is keen to understand the balance between principled inference and statistical processing of web content. Logical inference on the Web is tough. Complex queries using traditional AI inference methods bring most distributed computer systems to their knees. Do we set up semantically well-behaved areas of the Web? Is any part of the Web in which semantic hygiene prevails interesting enough to reason in? These and many other questions need to be addressed if we are to provide effective knowledge technologies for our content on the web

Analysis of the HR integration has identified human factors that play an inhibiting role on post-acquisition performance, particularly cultural and organisational mismatch, resistance to change and poor level of strategic integration planning. Yet, less is known about the role of the human factor in the organisational dynamics, which is at work when merging two autonomous entities, and the related impact on performance. The aim of the paper is to study ways of exploring the relationship between the human factor and post-acquisition performance, in discussing possible contributions from a knowledge-based view of the firm (KBV) and complexity theory.

    IT supported business process negotiation, reconciliation and execution for cross-organisational e-business collaboration

    In modern enterprises, workflow technology is commonly used for business process automation. Established business processes represent successful business practice and become a crucial part of corporate assets. In the Internet era, electronic business is chosen by more and more organisations as a preferred way of conducting business practice. In response to the increasing demands for cross-organisational business automation, especially those raised by the B2B electronic commerce community, the concept of collaboration between automated business processes, i.e. workflow collaboration, is emerging. Otherwise, automation would be confined within individual organisations and cross-organisational collaboration would still have to be carried out manually. However, much of the previous research work overlooks the acquisition of the compatible workflows at build time and simply assumes that compatibility is achieved through face-toface negotiation followed by a design from scratch approach that creates collaborative workflows based on the agreement resulted from the negotiation. The resource-intensive and error-prone approach can hardly keep up with the pace of today’s marketplace with increasing transaction volume and complexity. This thesis identifies the requirements for cross-organisational workflow collaboration (COWCO) through an integrated approach, proposes a comprehensive supporting framework, explains the key enabling techniques of the framework, and implements and evaluates them in the form of a prototype system – COWCO-Guru. With the support of such a framework, cross-organisational workflow collaboration can be managed and conducted with reduced human effort, which will further facilitate cross-organisational e-business, especially B2B e-commerce practices

    Formalisation and use of competencies for industrial performance optimisation : a survey.

    For many years, industrial performance has been implicitly considered as deriving from the optimisation of technological and material resources (machines, inventories,...), made possible by centralized organisations. The topical requirements for reactive and flexible industrial systems have progressively reintroduced the human workforce as the main source of industrial performance. Making this paradigm operational requires the identification and careful formalisation of the link between human resource and industrial performance, through concepts like skills, competencies or know-how. This paper provides a general survey of the formalisation and integration of competence-oriented concepts within enterprise information systems and decision systems, aiming at providing new methods and tools for performance management

    Cross organisational compatible workflows generation and execution

    With the development of internet and electronics, the demand for electronic and online commerce has increased. This has, in turn, increased the demand for business process automation. Workflow has established itself as the technology used for business process automation. Since business organisations have to work in coordination with many other business organisations in order to succeed in business, the workflows of business organisations are expected to collaborate with those of other business organisations. Collaborating organisations can only proceed in business if they have compatible workflows. Therefore, there is a need for cross organisational workflow collaboration. The dynamism and complexity of online and electronic business and high demand from the market leave the workflows prone to frequent changes. If a workflow changes, it has to be re-engineered as well as reconciled with the workflows of the collaborating organisations. To avoid the continuous re-engineering and reconciliation of workflows, and to reuse the existing units of work done, the focus has recently shifted from modeling workflows to automatic workflow generation. Workflows must proceed to runtime execution, otherwise, the effort invested in the build time workflow modeling is wasted. Therefore, workflow management and collaboration systems must support workflow enactment and runtime workflow collaboration. Although substantial research has been done in build-time workflow collaboration, automatic workflow generation, workflow enactment and runtime workflow collaboration, the integration of these highly inter-dependent aspects of workflow has not been considered in the literature. The research work presented in this thesis investigates the integration of these different aspects. The main focus of the research presented in this thesis is the creation of a framework that is able to generate multiple sets of compatible workflows for multiple collaborating organisations, from their OWLS process definitions and high level goals. The proposed framework also supports runtime enactment and runtime collaboration of the generated workflows

    A theory of coordination voids in dynamic inter-organisational relationships: a study of social housing projects in England

    Inter-organisational relationships are at the heart of economic activity and the benefits of inter-organisational collaboration are widely reported. However, theoretical understanding of how inter-organisational relationships are coordinated and why they encounter coordination problems remains limited. I address these questions through a study of seven social housing projects in England, completed between 2008 and 2011. Drawing on the richness of data from over 3,900 pages of minutes from meetings and project reports, I integrate social network analysis techniques (SNA) used to map dynamic inter-organisational relationships with content analysis, through which I explore coordination-related aspects. Surprisingly, coordination proved not to be (directly) related to administrative mechanisms. Instead, I show that coordination stems from the interplay between administrative mechanisms and the structure of the inter-organisational relationships, as shown by two theoretical mechanisms: organising and relating. The former captures the finding that the use of contracting fosters hierarchy, while the latter shows that monitoring organisations foster density of inter-organisational relationships. I discover that inter-organisational relationships are coordinated through the juggling of these mechanisms over time. Furthermore, my analysis demonstrates that coordination problems stem from: contractual bottlenecks and organisational expertise-driven homophily. Interestingly, this exposes a tension between mechanisms intended to aid coordination and the manifestation of coordination problems. Theorising on this tension, I am led to a framework of coordination voids – discontinuities in the fabric of inter-organisational relationships resulting from mechanisms intended to aid coordination, but in fact hampering coordination under certain conditions. I discuss a set of theoretical contributions to the strategic management and organisational and management theory, alongside a methodological contribution. I conclude my discussion of the contributions of this thesis by drawing practical implications for managers and policy-makers. I hope that my study will stimulate a research agenda on the coordination of inter-organisational relationships, preferably one that also engages with societal challenges

    Network governance and climate change adaptation: collaborative responses to the Queensland floods

    Abstract This research examines ways to build adaptive capacity to climate change, through a case study of organisations that participated in the response to Queensland’s major flood disaster in Queensland in 2010/11. The research applied a network governance approach, including social network analysis and qualitative investigations, to the communities of Rockhampton, Emerald and Brisbane. The study was designed to compare social networks across a range of different geographical; functional; and institutional and regulatory contexts.Primary data were obtained from organisations involved in disaster management and water management, through a telephone survey conducted March – September 2012. The network analyses examined collaboration and communication patterns; changes in the network structure from routine management to flood operations; similarities and differences between the geographic regions, and whether collaboration was correlated with trust. A cultural values analysis was then performed to identify the key values of the network actors in each region. Two workshops were conducted in Rockhampton and Brisbane to disseminate the findings to stakeholders, as well as to obtain feedback through group activities.A total of 63 organisations participated in the study. As the network analyses and visualisations indicated that the Rockhampton and Emerald networks were tightly interconnected, a single ‘Central Queensland’ (CQ) network was used for all subsequent analyses. In both Brisbane and CQ, slightly higher levels of collaboration amongst organisations were recorded during flood periods compared with routine operations; and organisations tended to provide, as well as receive, information and/or resources from their collaborators. Overall, both networks appeared to feature high trust, with only a low level of difficult ties (problematic relationships) being reported.The cultural analyses identified patterns of common values amongst participating organisations. In Brisbane, respondents placed a high value on shared information systems and resources; shared communication and language; as well as on collaboration and flexibility. In the CQ network, there was a greater emphasis on local solutions, community wellbeing and longitudinal issues (such as post-disaster supply chains for recovery). The workshop activities suggested that the current structure of Local Disaster Management Groups was heavily influential on broader network participation; and that defining an ‘effective’ disaster response was a complex issue.This study has demonstrated that a network governance approach can provide new ways of understanding the core elements of adaptive capacity, in areas such as enablers and barriers to adaptation, and translating capacity into adaptation. The key implications for policy and practice include the need for stakeholders to drive adaptation to climate change through collaboration and communication; the need for stakeholders to share a common goal and language; the need for better engagement with community, diversity and Indigenous organisations; the need to establish collaboration outside of disaster events; and the need for network governance systems to play an important role in helping to facilitate climate change adaptation.
