    An IVIF-ELECTRE outranking method for multiple criteria decision-making with interval-valued intuitionistic fuzzy sets

    The method of ELimination Et Choix Traduisant la REalité (ELimination and Choice Expressing Reality, ELECTRE) is a well-known and widely used outranking method for handling decision-making problems. The purpose of this paper is to develop an interval-valued intuitionistic fuzzy ELECTRE (IVIF-ELECTRE) method and apply it to multiple criteria decision analysis (MCDA) involving the multiple criteria evaluation/selection of alternatives. Using interval-valued intuitionistic fuzzy (IVIF) sets with an inclusion comparison approach, concordance and discordance sets are identified for each pair of alternatives. Next, concordance and discordance indices are determined using an aggregate importance weight score function and a generalised distance measurement between weighted evaluative ratings, respectively. Based on the concordance and discordance dominance matrices, two IVIF-ELECTRE ranking procedures are developed for the partial and complete ranking of the alternatives. The feasibility and applicability of the proposed methods are illustrated with a multiple criteria decision-making problem of watershed site selection. A comparative analysis of other MCDA methods is conducted to demonstrate the advantages of the proposed IVIF-ELECTRE methods. Finally, an empirical study of job choices is implemented to validate the effectiveness of the current methods in the real world. First published online: 17 Sep 201

    Type-2 neutrosophic number based multi-attributive border approximation area comparison (MABAC) approach for offshore wind farm site selection in USA.

    The technical, logistical, and ecological challenges associated with offshore wind development necessitate an extensive site selection analysis. Technical parameters such as wind resource, logistical concerns such as distance to shore, and ecological considerations such as fisheries all must be evaluated and weighted, in many cases with incomplete or uncertain data. Making such a critical decision with severe potential economic and ecologic consequences requires a strong decision-making approach to ultimately guide the site selection process. This paper proposes a type-2 neutrosophic number (T2NN) fuzzy based multi-criteria decision-making (MCDM) model for offshore wind farm (OWF) site selection. This approach combines the advantages of neutrosophic numbers sets, which can utilize uncertain and incomplete information, with a multi-attributive border approximation area comparison that provides formulation flexibility and easy calculation. Further, this study develops and integrates a techno-economic model for OWFs in the decision-making. A case study is performed to evaluate and rank five proposed OWF sites off the coast of New Jersey. To validate the proposed model, a comparison against three alternative T2NN fuzzy based models is performed. It is demonstrated that the implemented model yields the same ranking order as the alternative approaches. Sensitivity analysis reveals that changing criteria weightings does not affect the ranking order

    Life cycle sustainability assessment for multi-criteria decision making in bridge design: A review

    Sustainable design of infrastructures has become a major matter of study since the recent establishment of the Agenda 2030. This paper provides a systematic literature review on the use of multi-criteria decision making techniques used so far for the sustainable design of bridges. Special attention is put as well on how the reviewed studies assess the sustainable performance of bridge designs along their life cycle from the economic, the environmental and the social perspective. Although SAW and AHP are recurrently used in the sustainable assessment of bridges, the analysis of the most recent articles show that the application of TOPSIS and PROMETHEE techniques are gaining increasing relevance for such purpose. Most of the studies focus on the research of the construction and the maintenance stage of bridges. However, a need for further analysis is identified when it comes to the assessment of the impacts resulting from the End of Life cycle stage of bridges from a sustainable point of view. The use of intuitionistic and neutrosophic logic have been detected as emerging alternatives to the fuzzy approach of decision making problems

    A new decision model for cross-docking center location in logistics networks under interval-valued intuitionistic fuzzy uncertainty

    Cross-dock has been a novel logistic approach to effectively consolidate and distribute multiple products in logistics networks. Location selection of cross-docking centers is a decision problem under different conflicting criteria. The decision has a vital part in the strategic design of distribution networks in logistics management. Conventional methods for the location selection of cross-docking centers are insufficient for handling uncertainties in Decision-Makers (DMs) or experts’ opinions. This study presents a modern Multi-Criteria Group Decision-Making (MCGDM) model, which applies the concept of compromise solution under uncertainty. To address uncertainty, Interval-Valued Intuitionistic Fuzzy (IVIF) sets are used. In this paper, first an IVIF-weighted arithmetic averaging (IVIF-WAA) operator is used in order to aggregate all IVIF-decision matrices, which were made by a team of the DMs into final IVIF-decision matrix. Then, a new Collective Index (CI) is developed that simultaneously regards distances of cross-docking centers as candidates from the IVIF-ideal points. Finally, the feasibility and practicability of proposed MCGDM model is illustrated with an application example on location choices of cross-docking centers to the logistics network design

    VIKOR Technique:A Systematic Review of the State of the Art Literature on Methodologies and Applications

    The main objective of this paper is to present a systematic review of the VlseKriterijuska Optimizacija I Komoromisno Resenje (VIKOR) method in several application areas such as sustainability and renewable energy. This study reviewed a total of 176 papers, published in 2004 to 2015, from 83 high-ranking journals; most of which were related to Operational Research, Management Sciences, decision making, sustainability and renewable energy and were extracted from the “Web of Science and Scopus” databases. Papers were classified into 15 main application areas. Furthermore, papers were categorized based on the nationalities of authors, dates of publications, techniques and methods, type of studies, the names of the journals and studies purposes. The results of this study indicated that more papers on VIKOR technique were published in 2013 than in any other year. In addition, 13 papers were published about sustainability and renewable energy fields. Furthermore, VIKOR and fuzzy VIKOR methods, had the first rank in use. Additionally, the Journal of Expert Systems with Applications was the most significant journal in this study, with 27 publications on the topic. Finally, Taiwan had the first rank from 22 nationalities which used VIKOR technique

    Group decision-making models for venture capitalists: the PROMETHEE with hesitant fuzzy linguistic information

    Venture capitalists (VCs) have long been preoccupied by the issue of selecting a promising start-up firm, whereas, ranking the available start-up firms is an effective way to solve this issue. In this paper, the PROMETHEE is chosen to be the fundamental ranking method. Also, the hesitant fuzzy linguistic term set is a suitable tool to simulate VCs’ evaluation information. Additionally, as the deepening of social division of labor and specialization of individuals, group decision making is famous for improving decision-making quality. Moreover, in the decision-making process, VCs exhibit behavioral characteristics which is depicted well by prospect theory that VCs are risk averse for gains and risk seeking for losses and rely on the transformed probability to make their decisions rather than unidimensional probability. Thus, a group prospect PROMETHEE with hesitant fuzzy linguistic information is constructed for VCs to make a better decision. Then, the proposed method is applied to rank start-up firms and the comparative analyses are made as well. It confirms that the group prospect PROMETHEE is better in describing the common behavioral characteristics of VCs and in enhancing the quality of evaluation

    Strategic Planning Based on Sustainability for Urban Transportation: An Application to Decision-Making

This topic includes not only administrators, but also city residents and the environment, with economic, environmental, and social factors. This paper presents a multicriteria decision-making process for prioritizing alternative public transportation projects in Krkkale, considering the urban type of a developing city. It outlines three planned projects for improvement: "electric municipality bus", "light rail system", and the "modernization of existing vehicles and network optimization". In this study, we use the analytic hierarchy process and fuzzy technique for order preference by similarity to ideal situation (TOPSIS) application to prioritize transportation projects using economic, social, transportation, and environmental sub-criteria. The aim of this study is to select the most suitable project, based on sustainability, for more urban livability in Krkkale city. In the strategic decision-making process, the weights of each sustainability criteria have been determined using analytic hierarchy process (AHP). The fuzzy TOPSIS method has been applied for ranking the proposed alternative projects for Krkkale. Finally, the analytic decision process results are compared, and the electric municipality bus is selected as the best project alternative. The results of this study can not only offer a solution for current needs related to urban planning, but also ensure as a more transparent decision-making process for developing sustainability in developing cities in the near future

    PROMETHEE-SAPEVO-M1 a Hybrid Approach Based on Ordinal and Cardinal Inputs: Multi-Criteria Evaluation of Helicopters to Support Brazilian Navy Operations

    This paper presents a new approach based on Multi-Criteria Decision Analysis (MCDA), named PROMETHEE-SAPEVO-M1, through its implementation and feasibility related to the decision-making process regarding the evaluation of helicopters of attack of the Brazilian Navy. The proposed methodology aims to present an integration of ordinal evaluation into the cardinal procedure from the PROMETHEE method, enabling to perform qualitative and quantitative data and generate the criteria weights by pairwise evaluation, transparently. The modeling provides three models of preference analysis, as partial, complete, and outranking by intervals, along with an intra-criterion analysis by veto threshold, enabling the analysis of the performance of an alternative in a specific criterion. As a demonstration of the application, is carried out a case study by the PROMETHEE-SAPEVO-M1 web platform, addressing a strategic analysis of attack helicopters to be acquired by the Brazilian Navy, from the need to be evaluating multiple specifications with different levels of importance within the context problem. The modeling implementation in the case study is made in detail, first performing the alternatives in each criterion and then presenting the results by three different models of preference analysis, along with the intra-criterion analysis and a rank reversal procedure. Moreover, is realized a comparison analysis to the PROMETHEE method, exploring the main features of the PROMETHEE-SAPEVO-M1. Moreover, a section of discussion is presented, exposing some features and main points of the proposal.     Application of Sustainability Principles for Harsh Environment Exploration by Autonomous Robot

    Currently, the European Union (EU) is focusing on a large-scale campaign dedicated to developing a competitive circular economy and expanding the single digital market. One of the main goals of this campaign is the implementation of the sustainability principles in the development and deployment cycle of the new generation technologies. This paper focuses on the fast-growing field of autonomous mobile robots and the harsh environment exploration problem. Currently, most state-of-the-art navigation methods are utilising the idea of evaluating candidate observation locations by combining different task-related criteria. However, these map building solutions are often designed for operating in near-perfect environments, neglecting such factors as the danger to the robot. In this paper, a new strategy that aims to address the safety and re-usability of the autonomous mobile agent by implementing the economic sustainability principles is proposed. A novel multi-criteria decision-making method of Weighted Aggregated Sum Product Assessment—Single-Valued Neutrosophic Sets, namely WASPAS-SVNS, and the weight selection method of Step-Wise Weights Assessment Ratio Analysis (SWARA) are applied to model a dynamic decision-making system. The experimental evaluation of the proposed strategy shows that increased survivability of the autonomous agent can be observed.
