    "Earth Observations for Addressing Global Challenges" presents the results of cutting-edge research related to innovative techniques and approaches based on satellite remote sensing data, the acquisition of earth observations, and their applications in the contemporary practice of sustainable development. Addressing the urgent tasks of adaptation to climate change is one of the biggest global challenges for humanity. As His Excellency António Guterres, Secretary-General of the United Nations, said, "Climate change is the defining issue of our time—and we are at a defining moment. We face a direct existential threat." For many years, scientists from around the world have been conducting research on earth observations collecting vital data about the state of the earth environment. Evidence of the rapidly changing climate is alarming: according to the World Meteorological Organization, the past two decades included 18 of the warmest years since 1850, when records began. Thus, Group on Earth Observations (GEO) has launched initiatives across multiple societal benefit areas (agriculture, biodiversity, climate, disasters, ecosystems, energy, health, water, and weather), such as the Global Forest Observations Initiative, the GEO Carbon and GHG Initiative, the GEO Biodiversity Observation Network, and the GEO Blue Planet, among others.     One of the ways in which we recognize our faculty at the University of New Mexico is through Faculty Publications & Creative Works. An annual publication, it highlights our faculty\u27s scholarly and creative activities and achievements and serves as a compendium of UNM faculty efforts during the 2001 calendar year. Faculty Publications & Creative Works strives to illustrate the depth and breadth of research activities performed throughout our University\u27s laboratories, studios and classrooms. We believe that the communication of individual research is a significant method of sharing concepts and thoughts and ultimately inspiring the birth of new ideas. In support of this, UNM faculty during 2001 produced over 2,299* works, including 1,685 scholarly papers and articles, 69 books, 269 book chapters, 184 reviews, 86 creative works and 6 patented works. We are proud of the accomplishments of our faculty which are in part reflected in this book, which illustrates the diversity of intellectual pursuits in support of research and education at the University of New Mexico

    For decades, Applied Metaheuristic Computing (AMC) has been a prevailing optimization technique for tackling perplexing engineering and business problems, such as scheduling, routing, ordering, bin packing, assignment, facility layout planning, among others. This is partly because the classic exact methods are constrained with prior assumptions, and partly due to the heuristics being problem-dependent and lacking generalization. AMC, on the contrary, guides the course of low-level heuristics to search beyond the local optimality, which impairs the capability of traditional computation methods.
