    Designing a graphical user interface for a bilateral negotiation support system

    Graphical User Interfaces (GUI) are quickly becoming the standard operating environment for most software programs and operating systems. Ease of use, rapid learning and the ability to retain complex task sequences and operations are some of the advantages attributed to this type of interface. When properly implemented the GUI can provide a natural interaction between the user and the computer. Initial acceptance and continued use of any program can be greatly enhanced by proper design of this interface. It is expected that this trend toward visual representation of a task's objects and actions will be more fully developed and expanded in future years. This thesis explored the principles of interface design with particular attention given to the specific characteristics associated with GUI design. Unique design concepts associated with Negotiation Support Systems were also considered. These design techniques and principles were then applied in the analysis and design of the graphical user interface for a Bilateral Negotiation Support System based on multiple attribute utility theory.     Investigation of Geobase Implementation Issues: Case Study of Information Resource Management

    Billions of dollars have been wasted on failed information system (IS) projects over the last decade in the private and public sectors. More specifically, the tri-service environment of the U.S. military has not implemented a single successful geospatial IS (GIS). The lack of a service-wide insertion process for GIS was cited as the most significant cause for military GIS failures. GeoBase represents the USAF\u27s most recent GIS implementation. The GeoBase program focuses on Information Resource Management (IRM) and cultural issues. The GeoBase Sustainment Model (GSM), anecdotally developed by GeoBase leadership to reflect implementation issues and the IRM practices of the program, presents a prime research opportunity to examine the legitimacy of the initiative. Within the Federal Government, stricter control on IS has been established in an effort to increase the rate of IS project success. IRM has been offered as the solution. This researcher conducted a case study investigation of GeoBase implementation issues as perceived at the USAF-MAJCOM level to qualitatively assess the validity of the anecdotally constructed GSM. The researcher also assessed the model against key IRM dimensions. Based on a content analysis of the reported implementation issues, IRM documentation, and the GSM itself, the model adequately represented the reported implementation issues and the key IRM dimensions. However, the model was underspecified. Inclusion of communication, a category of reported implementation issues, and advisory committees, a major IRM dimension, would more fully specify the model. A fully specified model may act as the service-wide GIS insertion model, which is currently lacking. (12 tables, 14 figures, 75 refs.

    The 45th Space Wing is responsible for providing range and launch processing support services to its customers using the launch site at Cape Canaveral Air Station and the Eastern Range. At the same time, funding for providing this support and maintaining the necessary infrastructure continues to be constrained. Government and contractor manning for operating the Eastern Launch Site and the Eastern Range has declined by roughly ten percent in the last five years. The government, along with industry, is being asked to do more with less and do it faster. New customers no longer spend four to five years introducing a launch program. Instead, a new commercial customer may expect to make a launch date two years after initial program introduction. To accomplish the 45th Space Wing’s mission of “Ensure National Strength Through Assured Access To Space” and achieve its vision: “To be the World’s Premier Gateway To Space” require that the funding and resources the Wing does receive be used as efficiently and effectively as possible. Effective and efficient use of the Wing’s resources to accomplish its mission depends upon information— information about those resources and how they are to be used
