    Indigenous Job Search Success

    One important and under-researched aspect of labour market policy is the extent to which policy interventions are effective in modifying job search behaviour. Furthermore, there is little extant research on whether certain job search behaviours lead to labour market success. Our analysis uses the only existing largescale longitudinal survey of Indigenous Australians to examine the effects of job search behaviour over an 18-month period from March 1996. One major fi nding is that the introduction of the Job Search Diary during the survey period was effective in increasing search intensity—but this increase in intensity did not result in increased employment rates. Another finding is that the job search methods used were not generally related to the probability of fi nding and retaining employment when a range of other personal and regional factors are taken into account. Those with a greater level of search intensity (as measured by the number of jobs applied for) at the fi rst wave of the survey did have a signifi cantly higher probability of finding employment than those searching less intensely. However, search intensity is unrelated to the probability of job retention. Other factors, such as educational attainment, health status, region of residence and having been arrested, account for the majority of labour market success (or lack of it) among unemployed Indigenous job seekers.Job search; Indigenous; Labour market policy

    COMMUNICATIVE ACTIONS OF THE INDONESIAN GOVERNMENT DURING THE COVID-19 PANDEMIC IN ONLINE MEDIA

    This study focuses on the government’s communicative actions in public sphere during the 2020 Covid-19 pandemic. The government’s steps have seen to be experiencing inconsistency, ambiguity, and counter productiveness in handling the Covid-19 pandemic issue. The material objects in this study are government statements quoted by three online mass media, namely kompas.com, tribunnews.com, and detik.com, which were published from March to May 2020. There were twelve selected media articles from these media. The text was analyzed using critical discourse analysis. This research uses a qualitative approach with a critical paradigm. The research data is processed using Habermas’ communicative action theory where the validity of a communication is tested through 4 validity claims, such as truth, sincerity, comprehensibility, and legitimacy. The results of the study explained that from 12 news containing 31 government statements, found 10 confusing statements, 6 erroneous statements, 7 false impressions and 8 illegitimacy and inaccuracies. This shows an indication of the government’s inability to act communicatively, especially in the aspect of comprehensiility claims that lead to information distortion.     The Effect of Public Accountability and Transparency on State Financial Management Mechanism: A Quantitative Method Analysis

    Since public sector reform initiatives, public accountability and transparency have advanced democracy and good governance on managing state finances. State financial management mechanism involves regional policies and fiscal decentralization trend in the devolution of responsibility for empowerment from central to local units of governments, but the governance face challenges to effectively manage and control the use of public funds that best meet citizen’s needs. This study determines the effect of public accountability and transparency on the management of state finances in Indonesia, as well as the extent to which public accountability and transparency affect the management of state finances. Based on a descriptive quantitative case-oriented research approach, 60 survey interviews are collected and analyzed with multiple linear regression analysis techniques. This study concludes that Public Accountability partially has a significant effect on the Financial Management Mechanism. On the other hand, partially public transparency has no significant effect on the State Financial Management Mechanism. Cumulatively, some aspects of Public Accountability and Transparency have a significant effect on the State Financial Management Mechanism. If unaccountability in decentralised administrative model prevails, problem of ineffective policy output may persist to impair sustainable finance and public values for good governance in times of covid-19 crisis related society

    Independent green village is a village that can develop and enhance their institutional capacity by persevering their tradition, local wisdom, and knowledge. This village is expected to be able to develop their economical products that are based on natural resources and is managed sustainably so that it can be a way to maximize the village’s prosperity. This study uses qualitative exploratory research with Strength, Weakness, Opportunity, and Threat (SWOT) as its analytical tool. The data are gathered with four techniques, that is observation, interview, documentation study, and Focus Group Discussion (FGD). Informants are determined interactively and continuously so that it produces saturated data. The result of this exploratory study found that people and the natural environment in the economic sector are united and are interrelated. Hence, the economic access of the independent green village can improve the natural resources quality through community empowerment, skill development, knowledge on entrepreneurship improvement, and expanding business relationship through driving figures like innovator that has concern regarding people to improve and diversify local resources-based products

    Defense Policy is a basis for realizing the Strategic Plan of a State Special Military Satellite which is a state defense and security need for implementation and regulation so that it can run ideally. The Ministry of Defense as one of the leading sectors in realizing the existence of military satellites in Indonesia, so that it can accommodate all needs for military satellites that can be used in ways that can be implemented easily, simply and as efficiently as possible. So that the research objective is to provide an in-depth analysis of the implementation of policies regarding military satellites issued by the ministry of defense. So that it becomes an important thing to do an evaluation so that it can find solutions and strategies in implementing the implementation of these policies. The research method is using a qualitative method with data collection in the form of interviews, indirect observation and literature studies, which are then processed with Edward III's Policy Implementation theory and strategy theory for how to maximize efforts to implement policies on military satellites. The results of the research are in the Policy Implementation Process, in this case namely the Military Satellite Policy contained in the General Policy on National Defense issued by the Ministry of Defense, there are communications that have not been implemented to Policy Executors such as Bakamla and TNI AL, while to make strategies for implementing these policies, with the concept of means, ways and ends, provides output of the concept of implementation strategy resulting from a comparison of Chinese and American military satellite policies, which have important criteria, namely leadership style factors, budget base and supporting infrastructure

    This study aimed at identifying and describing the linguistic forms, the meanings and the functions of jargon used by receptionists of the front office department at Lombok Hotel. This study was conducted in qualitative method. The front office jargons were investigated in spoken and written forms. The subjects of this study were receptionists of the front office department at Lombok. The methods of data collection were observation, documentation and interview. This study found  jargon were used by receptionists in front office department. It was found that the jargon was in the form of noun phrases abbreviation, noun, clipping, affixation, borowing , acronym , preposition phrases , verb , adjective , and coinage . The meanings of jargon were identified by investigating technical meaning. Besides, this study found that there were two functions of the jargon, (1) providing a technical or specialist language to make communication more efficient and (2) encouraging group solidarity. Hate crime against different races, minorities, and ethnic people or groups is now spreading via social media platforms in form of hate speech. The anonymity of the internet user and the availability of the internet make this crime very easy to commit by the offender. This paper aims to find out the targets of hate crime in social media and its effect on the victims. The people who are victimized by hate crime in social media because of their race, gender especially female and religious minority. The study has done by secondary data analysis. Hate crime in social media has a devastating effect on the victim both physically and mainly psychologically which makes them mentally inferior, degradation of self-esteem, and also create a fear of violence in their mind. The existing laws against hate crime in social media should be implemented more precise way and different types of detection methods should be applied to detect the offenders. This paper can be helpful to increase awareness about hate crime in social media which is unnoticed by many researchers in our country and can lead a way to stop victimization in social media platforms
