    Diffusion of ICT Innovation and E-Business Adoption in Agribusiness SMR\u27s: A Developing Country Perspective

    This paper describes how a UNIDO ICT centre innovation acted as a catalyst for ICT adoption and e-business innovation among Small and Medium sized Agribusiness Enterprises in Southeast Nigeria. Diffusion of Innovation Theory (DoI) has been applied to investigate the diffusion process of technology. However, the adaptation of Social Network Theory in the diffusion of innovation studies is comparatively recent and still at a very developmental stage. Semi-structured interviews were conducted with 27 Small Agribusiness Enterprises in Southeast of Nigeria. This paper argues that the balance between effort utilised in technology design and the effective diffusion of such innovation must be redressed. Greater emphasis must be placed in instituting end-user social networks as an antecedant that will enable end-user engagement and hence enable effective diffusion of the technology innovation through such end-user networks. The importance of sustaining the diffusion process of information and communication technology (ICT) innovation in order to facilitate the implementation of e-business in small and medium sized enterprises is a major challenge. This paper concludes with the finding that the potential adopters’ conceptual and contextual knowledge of the innovation is a major factor in the adoption and diffusion process. The continuous sharing of information about the innovation through social networks constitutes the main success factor enabling the sustainability (maturation) of the technology

    PR's early response to the "information superhighway": The IPRA narrative

    Before the Internet, social media and search engine optimisation, there was the “information superhighway” and the “Megachip age” in the 1980s. This paper, drawing on the archive of the International Public Relations Association (IPRA), reviews early discussion and adoption of innovative technology by practitioners through the application of historical method. It finds they were slow to appreciate the benefits of technical advances in communication and held doggedly to print-based models of mediated communication. Practitioners and thought leaders did not foresee that information would be available to more people through ICT developments. Practice responses, developed by reference to Rogers’ Diffusion Theory, were in three categories (in descending order of frequency) of Ignorers, Cautious/Sense-makers and Modernists/Adopters

    Changing Patterns in the Export of Goods Versus International Competitiveness. A Comparative Analysis for Central-East European Countries in the Period 2000–2011

    This paper discusses the existing links between changing patterns in the export of goods, broken down by technology-intensity, versus intrenational competitiveness. The study covers nine Central-East European (CEE) economies: Bulgaria, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania and the Slovak Republic, in the time span 2000-2011. We examine the hypothesis of a strong, positive and statistically significant relationship between flows of export of high-tech and ICT manufactures industries goods, and an economy’s level of international competitiveness (approximated by the Global Competitiveness Index - GCI, see: World Economic Forum). Our methodological approach relies on elaboration of each country`s individual export patterns with regard to industries of different technology-intensities, and statistical analysis between the international GCI variable and variables identifying shares in total export of certain industries. Contrary to what was initially expected, our empirical results do not seem to support the hypothesis on statistically positive links between growing shares of high-tech and ICT manufactures industries in the total value of export versus the Global Competitiveness Index in the analyzed countries.Dane dotyczące eksportu pochodzą z bazy OECD STAN Bilateral Trade Database by Industry and End-use Category (BTDIxE), zaś te dotyczące międzynarodowej konkurencyjności - World Economic Forum.     The Role of Technology in Music Education: a Survey of Computer Usage in Teaching Music in Colleges of Education in The Volta Region, Ghana

    The study sought to find out the role of computer technology in music education in Colleges of Education in the Volta Region of Ghana. It aimed at surveying the use of computer technology for teaching music and exploring the instructional prospects for computer technology usage in music in Colleges of Education. The study employed Rogers’ Diffusion Innovation theory and descriptive survey research method. Data was collected from the respondents using questionnaire, interview, and observation. The study revealed that even though about 90% of the music tutors have good academic qualification and over five years teaching experience, lack of competence in handling computer technology in teaching music among some music tutors and incoherent ICT initiatives hindered proper application of computer technology in the field of music education. It is however envisaged that increasing access and coherent computer technology initiatives will be paramount for the teaching of music in the Colleges of Education

    This paper explores the concept of Relevance as an explanatory factor to the diffusion of ITuse, or, in this paper particularly, the use of Telehealth. Relevance is the net value of performance expectancy and effort expectancy and contains both micro-relevance (i.e. here-and-now) and macro-relevance (i.e. actual goals) Following the case-study approach, two Telehealth situations were studied in Rwanda and The Netherlands. In the comparison, two more existing studies in Canada and Tanzania were included. The conclusion is that Relevance is the explanatory factor, whereas particularly micro-relevance is crucial. Without the micro-relevant occasions that initiate use, there will be no use on longer term In the cases studied the micro-relevance of knowledge-transfer was crucial. Furthermore distance determined Telehealth relevance. Practical conclusions to cases were drawn

    Transitional Adaptation model for facilitating technology and expertise mobilisation in Gulf AEC Organisations

    The fragmented nature of the Architecture, Engineering, and Construction (AEC) industry is well recognised, the main issues of which relate to failures in communication, process, productivity and interoperability. These failures have contributed to an increased proliferation of adversarial relationships between the different parties involved in projects, the result of which have deleteriously affected projects. Challenges include a range of issues, from the veracity of design information throughout the project lifecycle, through to supply chain communication. These are global issues. For example, in the Gulf States, the nature and complexity of AEC projects has changed significantly due to increased globalisation and the emergence of enmeshed transnational practices. This has created an overwhelming reliance on the mobilisation and transfer of technology/expertise of professional expatriates, which has influenced the approach taken to traditional design and construction business models, including staff roles and procedures. New knowledge and ways of working are needed to support future projects in the Gulf States. There is also a requirement to capture and codify domain-specific expertise. This paper discusses the need to enhance Qatar’s AEC industry by fostering a smooth transition from its current position, into a more sustainable [replicable] state. The philosophical underpinnings of this paper take into account disparate socio-cultural, environmental and economic impacts of change, in terms of business models, technology, innovation, labour market needs, local laws/bylaws, and legislation. A theoretical growth model is presented for discussion. This builds on the experience of the UK (in particular) in terms of facilitating the mobility and penetration of technology/expertise/change in the AEC sectors. This paper presents a series of recommendations needed to develop a Pervasive Transnational Adaptation model for Qatar and the Gulf States, covering such issues as: ICT adoption, agile project management, technology-transfer, innovation, offsite construction, Public Private Partnerships, capacity building, and international strategic alliances

    What really matters? A qualitative analysis on the adoption of innovations in agriculture

    The agricultural industry is confronted with the need of increasing the production to feed a growing population, and contemporarily to manage the decreased availability of natural resources. This major challenge boosts agriculture sector to adopt new approaches and technical innovations; anyway, the adoption of innovations in agriculture is not immediate, due to the interaction of many drivers that impact on individuals and enterprises’ decisions. This paper aims at providing a list of drivers for the adoption of technological innovations in agriculture, on the basis of the outcomes of in-depth interviews and focus groups performed in three European countries (Italy, Greece, Turkey). With specific reference to innovations, ease of use, effectiveness, usefulness, resource savings, and compatibility were mentioned as relevant features for an innovation to be adopted. Trials, demonstrations, experience and knowledge sharing, and support from qualified third parties were included among the facilitating factors for conveying and promoting innovations. Finally, public funding, agricultural policies and market conditions were identified as factors that may tip the balance in the process of innovations’ adoption
