    ICT and economic growth: Links and possibilities of engaging

    The paper deals with analysis and evaluation of impact of information and communication technologies (ICT) on economic growth at the different hierarchical levels. Based on global tendencies of ICT development and their use as a factor of competitive advantages, it is proved that sustainable socioeconomic growth has acquired features of permanent digital development. For developing countries steep ICT development can enforce new impulse of economic progress, which in turn, is proved by correlation analysis and modeling of ICT factors influence on the main financial results. Considering current ICT development trends in business (based on case study of Ukraine ICT use statistics as one of the developing countries) and their relations with financial results, the main policy making actions aiming at further economic development can be defined. They should be aimed mainly at Internet access outspread and web-technologies effective use, particularly in the field of e-commerce. © 2019 Mykolo Romerio Universitetas. All rights reserved

    THE DEVELOPMENT OF A MODEL FOR THE CONSOLIDATION OF INFORMATION IN SMALL AND MEDIUM-SIZED ENTERPRISE (SME) CLUSTERS

    The aim of this study is to improve the level of information support of a cluster by developing a model of an ERP system that consolidates information at the cluster level. The research tasks are: - a survey of the clusters, members of the Association of Business Clusters (ABC) in Bulgaria, analysis of the results of the survey and drawing of conclusions for the identified information support problems, analysis of the alternative solutions of the information problems, development of a conceptual model of an ERP system, development of a universal software model and software module for generating consolidated information. The model is approbated using the MS Dynamics Navision ERP system. The proposed solutions allow consolidation of cluster-level information, either horizontal or vertical, for the needs of cluster management

    Communication Technologies and the public service: Is it the case of citizens inclusion in the public service standard in Albania?

    The Albanian challenges have been insistent not just for domestic researchers, academics, or even Albanian citizens; they pique a lot of people in different geographic positions, first of all, the European ones, because by a strong European drive Albanian progresses have been oriented. This brings a great necessity to watch very close those evolutions, processes and the impacts they have in the Albanian social tissue. At the same time, it is very important to understand what streamline has been followed till now by micro and macro processes which have affected the systems affecting thou the relations between pairs, which not necessarily are being expressed in standards. There is no sustainable change or improvement, if it is not built at the cellular level, and when we talk about the state, institutions and citizens, the way they relate, if it is standardized or not by laws or procedures, it becomes the most important reading that we must do to understand the substratum of those changes. Relations, communications and the future of the communicative situations between citizens and public operators including the public administration during the public service proceedings, indicate the quality and sustainability of Albanian evolutions in social view, as well as the forecasting we can do regarding their impact in the future. To increase complexity, we can add another variable to the communication’s analyses in the public service, which represents an important evolution of Albania in this context, the wide introduction of the Technologies of Information and Communication (TIC) in the biggest part of public service provision. This makes us investigate about effects and impacts they have had during the service delivery. We may judge the transparence’s perception related to how much equal citizens consider they are being treated by public operators, what’s the influence it has in the trust climate, notably on the citizens trust towards public administration, whose salaries are being paid by public and who theoretically must carry over public interest. We may, as well, investigate the impact that this variable has had in the new dimension of accountability which en bloc, associated by an accurate lawful and institutional monitoring, has been very sensitive and actually they represents mayor arguments of social and political debate in the country

    Modelling of the Creative Economy Sustainable Development

    The object of the research carried out for the purpose of the dissertation is modelling of the sustainable development of creative economy as a new economy archetype in the context of globalization. The objective of the dissertation is to offer quantitative analysis-based modelling of the sustainable development of creative economy using an investment portfolio as an efficient resource allocation tool. To achieve the aim and to implement chosen tasks a research of the creative industries context is carried out. Under the conditions of globalization the mechanisms of sustainable development of creative economy are one of the most innovative and least researched objects, which is now becoming the center of attraction for the practical application of emerging holistic knowledge. The underlying idea of the research carried out within the framework of the dissertation is to investigate the paradigm of sustainable development taking account of the challenges of globalization and the trends in the development of creative economy in Lithuania and throughout the world. The process of the formation of sustainable development model creates a need to identify the appropriate methods for the implementation of the objective. Methodology is based on quantitative analysis for the sustainable development of creative economy using an investment portfolio as an efficient resource allocation tool. The dissertation consists of the Introduction, three Chapters, General conclusions, References, and the list of the author’s publications on the topic of the dissertation, 5 Annexes. The Foreword reveals the relevance of the problem, formulates the objective, tasks of the dissertation, and highlights the scientific and practical novelty of the work. The first Chapter presents the theoretical meta-analysis of the creative economy, presents the concept of creativity phenomenon, highlights the relevant creative economy theories. The second Chapter is dedicated to insights into the models of the structure and the development of creative economy in the context of the general economy and creative industries within European and World context; sustainable development criteria is analyzed and creative economy sustainable development model concluded. The third Chapter presents the proposed solutions for the sustainable development of the creative economy using an investment portfolio as an efficient resource allocation tool and approved based on Lithuania’s example. General conclusions are summarized at the end of the dissertation. 10 research articles have been published on the basis of the present dissertation. One article was published in the ISI Web of Science scientific journal, one in ISI Proceedings, six in peer-reviewed Lithuanian scientific journals, one in peer-reviewed foreign scientific journals, and one in the peer-reviewed material of a national conference. The course of the results of the dissertation were presented at four international scientific conferences, 8 national scientific conferences, 3 round table academic discussions, and 4 scientific seminars of doctoral students

    The Determinants of Household Demand for Mobile Broadband in Indonesia

    Based on the Global Information Technology 2013 report, mobile broadband user in Indonesia is increasing at 70% per year as well as internet users will grow from 55 million in 2012 to 125 million in 2015, which is expected to accelerate as Unfortunately, there are still drawbacks in understanding of potential benefits from widespread access to mobile broadband due to the lack of government efforts as well as studies in capturing demand of mobile broadband nationwide. The study concludes that income plays a less important role in its effect on mobile broadband access than geographical area, indicating that affordability is not an issue to further develop broadband. The importance of geographical characteristics confirms the studies by Rappoport (2002) and Steinberg, Degagne and Dough (2008). The fact that urban areas, and Java and its cities, are more developed in terms of broadband development leads to a need to develop infrastructure more evenly throughout the country

    A comprehensive understanding of international environmental politics requires attention to foreign policy. In this essay we describe many of the most prominent—and some of the less prominent—theories and approaches to foreign policy and international relations, with emphasis on how they can help us to better understand foreign policy in the environmental issue area. We organize the theories into three categories: systemic theories, which emphasize the influence of the international system, including the distribution of power within it; societal theories, which focus our attention on domestic politics and culture; and state-centric theories, which find answers to questions about foreign policy within the structure of the state and the individuals who promulgate and implement foreign policies in the name of a given country.     Directions of Digital Technologies Development in the Supply Chain Management of the Russian Economy

    Abstract— The main objective of this paper is to investigate the digitalization and technologies impact on supply chain management of agricultural industry.  This paper provides practical examples of supply chain digitalization, as well as its socio-economic and environmental effects. The absence of processes that are compatible with the high production requirements adopted in foreign markets can lead to crisis phenomena in domestic industries with high potential and rapid growth dynamics in agriculture industry. Agriculture in Russia is an integral part of the agro-industrial complex, and the program “Digitalization of its supply chain” should provide participants with the opportunity to use broadband, mobile, LPWAN communications, information technologies (small and big data, management platforms, etc.) of the domestic instrument industry (tags, controllers, sensors, control units) to improve significantly the efficiency of agriculture. The opportunities for modernizing the industry are huge. Food security of the country and the development of export potential, turn agriculture into a high-tech industry that can not only provide food for itself, but also many countries of the world through the global supply chain system, as well as create opportunities for the introduction of new innovative developments that have not exist before, stimulate management decisions that can provide the population with high-quality and safe products. According to expert estimates, during the season, the farmer has to make more than 40 different decisions in limited time intervals. Many of these solutions, which affect directly the production economy, are objects of digitalization in supply chain

    LOCAL GOVERNANCE AND TERRITORIAL DEVELOPMENT ON THE BASIS OF GIS

    The paper is contributing to the development concept through highlighting the issue of implementing a brand-new territorial management system based on GIS technology into the regional public governance of developing country (on the example of Zhytomyr oblast of Ukraine as a leader of decentralization processes in the state according the official statistics of forming the amalgamated communities). Three basic methods were used: monographic method — to identify the peculiarities of the GIS activities of regional government entities; comparative studies and benchmarking — to compare GIS managing models performed in the world and find the best relevant practices; project management analysis — to prepare solution for creating pilot model as a full turnkey intellectual product (ready for dissemination project application which include logical-structural matrix of project goals and results, stakeholders analysis, timing for activities, indicators for evaluation, budget etc). Project application is completed with an evaluation of the Zhytomyr regional geoportal, implemented on its basement. In particular, there have been analyzed geoportal functions, their impact from economic and social benefits point, existing problems related to the project implementation process, benefits and prospects for future activities. It is proved that performed model will allow to create more effective than already existing mechanism of public administration at the region; to develop algorithms for interaction between public authorities and communities, to enhance the process of decentralization and territorial development
