Challenges and opportunities to develop a smart city: A case study of Gold Coast, Australia
With the rapid growth of information and communication technologies, there is a growing interest in developing smart cities with a focus on the knowledge economy, use of sensors and mobile technologies to plan and manage cities. The proponents argue that these emerging technologies have potential application in efficiently managing the environment and infrastructure, promoting economic development and actively engaging the public, thus contributing to building safe, healthy, sustainable and resilient cities. However, are there other important elements in addition to technologies which can contribute to the creation of smart cities? What are some of the challenges and opportunities for developing a smart city?
This paper aims to answer these questions by developing a conceptual framework for smart cities. The framework is then applied to the city of Gold Coast to identify challenges and opportunities for developing the city into a ‘smart city’. Gold Coast is a popular tourist city of about 600,000 populations in South East Queensland, Australia, at the southern end of the 240km long coastal conurbation that is centred by Brisbane. Recently, IBM has nominated Gold Coast as one of the three cities in Australia for its Smarter Cities Challenge Grant. The grant will provide the Gold Coast City Council with the opportunity to collaborate with a group of experts from IBM to develop strategies for enhancing its ICT arrangements for disaster response capabilities. Gold Coast, meanwhile, has potential to diversify its economy from being centred on tourism to a knowledge economy with focus on its educational institutions, investments in cultural precincts and high quality lifestyle amenities. These provide a unique opportunity for building Gold Coast as an important smart city in the region. As part of the research methodology, the paper will review relevant policies of the council. Finally, lessons will be drawn from the case study for other cities which seek to establish themselves as smart cities

Towards evaluation design for smart city development
Smart city developments integrate digital, human, and physical systems in the built environment. With growing urbanization and widespread developments, identifying suitable evaluation methodologies is important. Case-study research across five UK cities - Birmingham, Bristol, Manchester, Milton Keynes and Peterborough - revealed that city evaluation approaches were principally project-focused with city-level evaluation plans at early stages. Key challenges centred on selecting suitable evaluation methodologies to evidence urban value and outcomes, addressing city authority requirements. Recommendations for evaluation design draw on urban studies and measurement frameworks, capitalizing on big data opportunities and developing appropriate, valid, credible integrative approaches across projects, programmes and city-level developments

Aligning a Service Provisioning Model of a Service-Oriented System with the ITIL v.3 Life Cycle
Bringing together the ICT and the business layer of a service-oriented system
(SoS) remains a great challenge. Few papers tackle the management of SoS from
the business and organizational point of view. One solution is to use the
well-known ITIL v.3 framework. The latter enables to transform the organization
into a service-oriented organizational which focuses on the value provided to
the service customers. In this paper, we align the steps of the service
provisioning model with the ITIL v.3 processes. The alignment proposed should
help organizations and IT teams to integrate their ICT layer, represented by
the SoS, and their business layer, represented by ITIL v.3. One main advantage
of this combined use of ITIL and a SoS is the full service orientation of the

The Managed Service Paradox
This paper examines the contrasts in the provision of managed service in the information and communication technology (ICT) sector. It highlights the polarization between infrastructure services that are growing in scale and increasingly becoming a commoditized, and customized or even one-of-a-kind service projects. The paper refers to the approaches taken by three highly innovative advanced service companies, IBM, Ericsson, and Cable & Wireless, to package and deliver ICT service on a more industrialized basis. The authors identify the six-stage process that describes these companies’ journeys to date from. They explore the challenges these companies faced on that journey as well those currently facing them as they move to a higher degree of industrialization. To address these challenges, the authors propose a model with three axes: offering development, service delivery, and go to market. The model demonstrates how the increasing industrialization of managed service requires an approach integrating all three of these dimensions. They also show that strong governance is required to address the impacts of technological evolution, marketplace dynamics, and corporate culture. The paper has formed the basis of the academic and executive education programs taught at both Imperial College and is the heart of the new service design masters program at the Royal College of Art. Because of its relevance to large industrial companies seeking to transition from an industrial offering to a service or solution led offering, the paper has been turned into a course that has been delivered to Arup, Vodafone, Finmeccanica, Telefonica, Samsung and Laing O’Rourke to date and this programme has been delivered by the authors in Korea, Taiwan, US and the UK
