    2015 Oil Observing Tools: A Workshop Report

    Since 2010, the National Oceanic and Atmospheric Administration (NOAA) and the National Aeronautics and Space Administration (NASA) have provided satellite-based pollution surveillance in United States waters to regulatory agencies such as the United States Coast Guard (USCG). These technologies provide agencies with useful information regarding possible oil discharges. Unfortunately, there has been confusion as to how to interpret the images collected by these satellites and other aerial platforms, which can generate misunderstandings during spill events. Remote sensor packages on aircraft and satellites have advantages and disadvantages vis-à-vis human observers, because they do not “see” features or surface oil the same way. In order to improve observation capabilities during oil spills, applicable technologies must be identified, and then evaluated with respect to their advantages and disadvantages for the incident. In addition, differences between sensors (e.g., visual, IR, multispectral sensors, radar) and platform packages (e.g., manned/unmanned aircraft, satellites) must be understood so that reasonable approaches can be made if applicable and then any data must be correctly interpreted for decision support. NOAA convened an Oil Observing Tools Workshop to focus on the above actions and identify training gaps for oil spill observers and remote sensing interpretation to improve future oil surveillance, observation, and mapping during spills. The Coastal Response Research Center (CRRC) assisted NOAA’s Office of Response and Restoration (ORR) with this effort. The workshop was held on October 20-22, 2015 at NOAA’s Gulf of Mexico Disaster Response Center in Mobile, AL. The expected outcome of the workshop was an improved understanding, and greater use of technology to map and assess oil slicks during actual spill events. Specific workshop objectives included: •Identify new developments in oil observing technologies useful for real-time (or near real-time) mapping of spilled oil during emergency events. •Identify merits and limitations of current technologies and their usefulness to emergency response mapping of oil and reliable prediction of oil surface transport and trajectory forecasts.Current technologies include: the traditional human aerial observer, unmanned aircraft surveillance systems, aircraft with specialized senor packages, and satellite earth observing systems. •Assess training needs for visual observation (human observers with cameras) and sensor technologies (including satellites) to build skills and enhance proper interpretation for decision support during actual events

    Caractérisation de films d'huile de la bande X à la bande K, expérimentation en bassin à vagues

    This paper depicts an experiment conducted in a wind-wave pool in Brest, France, to characterize oil films when observed at moderate incidence from a X-to-K-band radar. Simultaneous measurements of surface elevation and radar backscattered field were carried out for various sea water surface states and incident angles. From this meaningful dataset (mainly lying in simultaneous acquisitions in X-, Ku-and K-band), an inversion method is proposed to characterize some properties of the oil film: its origin (mineral or biogenic) and its fractional coverage indicator. This process is based on the minimization of the cost function correlating the values given by a physical model of the wave damping ratio and the measured ones. The resulting oil parameters are found in overall good agreement with the three different released oils (two mineral and one biogenic) and it is observed that the fractional filling indicator of the oil slick decreases with increasing the roughness surface state whatever the considered oil.Ce papier décrit une expérimentation menée dans un bassin à vagues à Brest, France. Des mesures simultanées de l'élévation de la surface et du champ électromagnétique rétro-diffusé furent réalisées pour différents états de surface et divers angles d'incidence. A partir de cette base de données, une méthode d'inversion est proposée pour caractériser plusieurs propriétés du film d'huile: son origine (minérale ou biogénique) ainsi que sa fraction de couverture surfacique. Ce processus repose sur la minimisation d'une fonction coût liant la modélisation physique du coefficient d'atténuation des vagues avec la mesure. Les paramètres estimés sont en accord avec les trois huiles différentes déversées (deux minérales et une biogénique). Il est également observé que la fraction de couverture surfacique de la nappe d'huile décroît avec l'augmentation de la rugosité de surface et ce, quelle que soit l'huile considérée

    Human and environmental exposure to hydrocarbon pollution in the Niger Delta:A geospatial approach

    This study undertook an integrated geospatial assessment of human and environmental exposure to oil pollution in the Niger Delta using primary and secondary spatial data. This thesis begins by presenting a clear rationale for the study of extensive oil pollution in the Niger Delta, followed by a critical literature review of the potential application of geospatial techniques for monitoring and managing the problem. Three analytical chapters report on the methodological developments and applications of geospatial techniques that contribute to achieving the aim of the study. Firstly, a quantitative assessment of human and environmental exposure to oil pollution in the Niger Delta was performed using a government spill database. This was carried out using Spatial Analysis along Networks (SANET), a geostatistical tool, since oil spills in the region tend to follow the linear patterns of the pipelines. Spatial data on pipelines, oil spills, population and land cover data were analysed in order to quantify the extent of human and environmental exposure to oil pollution. The major causes of spills and spatial factors potentially reinforcing reported causes were analysed. Results show extensive general exposure and sabotage as the leading cause of oil pollution in the Niger Delta. Secondly, a method of delineating the river network in the Niger Delta using Sentinel-1 SAR data was developed, as a basis for modelling potential flow of pollutants in the distributary pathways of the network. The cloud penetration capabilities of SAR sensing are particularly valuable for this application since the Niger Delta is notorious for cloud cover. Vector and raster-based river networks derived from Sentinel-1 were compared to alternative river map products including those from the USGS and ESA. This demonstrated the superiority of the Sentinel-1 derived river network, which was subsequently used in a flow routing analysis to demonstrate the potential for understanding oil spill dispersion. Thirdly, the study applied optical remote sensing for indirect detection and mapping of oil spill impacts on vegetation. Multi-temporal Landsat data was used to delineate the spill impact footprint of a notable 2008 oil spill incident in Ogoniland and population exposure was evaluated. The optical data was effective in impact area delineation, demonstrating extensive and long-lasting population exposure to oil pollution. Overall, this study has successfully assembled and produced relevant spatial and attribute data sets and applied integrated geostatistical analytical techniques to understand the distribution and impacts of oil spills in the Niger Delta.     Among the different types of marine pollution, oil spill has been considered as a major threat to the sea ecosystems. The source of the oil pollution can be located on the mainland or directly at sea. The sources of oil pollution at sea are discharges coming from ships, offshore platforms or natural seepage from sea bed. Oil pollution from sea-based sources can be accidental or deliberate. Different sensors to detect and monitor oil spills could be onboard vessels, aircraft, or satellites. Vessels equipped with specialised radars, can detect oil at sea but they can cover a very limited area. One of the established ways to monitor sea-based oil pollution is the use of satellites equipped with Synthetic Aperture Radar (SAR).The aim of the work presented in this thesis is to identify optimum set of feature extracted parameters and implement methods at various stages for oil spill detection from Synthetic Aperture Radar (SAR) imagery. More than 200 images of ERS-2, ENVSAT and RADARSAT 2 SAR sensor have been used to assess proposed feature vector for oil spill detection methodology, which involves three stages: segmentation for dark spot detection, feature extraction and classification of feature vector. Unfortunately oil spill is not only the phenomenon that can create a dark spot in SAR imagery. There are several others meteorological and oceanographic and wind induced phenomena which may lead to a dark spot in SAR imagery. Therefore, these dark objects also appear similar to the dark spot due to oil spill and are called as look-alikes. These look-alikes thus cause difficulty in detecting oil spill spots as their primary characteristic similar to oil spill spots. To get over this difficulty, feature extraction becomes important; a stage which may involve selection of appropriate feature extraction parameters. The main objective of this dissertation is to identify the optimum feature vector in order to segregate oil spill and ‘look-alike’ spots. A total of 44 Feature extracted parameters have been studied. For segmentation, four methods; based on edge detection, adaptive theresholding, artificial neural network (ANN) segmentation and the other on contrast split segmentation have been implemented. Spot features are extracted from both the dark spots themselves and their surroundings. Classification stage was performed using two different classification techniques, first one is based on ANN and the other based on a two-stage processing that combines classification tree analysis and fuzzy logic. A modified feature vector, including both new and improved features, is suggested for better description of different types of dark spots. An ANN classifier using full spectrum of feature parameters has also been developed and evaluated. The implemented methodology appears promising in detecting dark spots and discriminating oil spills from look-alikes and processing time is well below any operational service requirements

    Remote sensing for cost-effective blue carbon accounting

    Blue carbon ecosystems (BCE) include mangrove forests, tidal marshes, and seagrass meadows, all of which are currently under threat, putting their contribution to mitigating climate change at risk. Although certain challenges and trade-offs exist, remote sensing offers a promising avenue for transparent, replicable, and cost-effective accounting of many BCE at unprecedented temporal and spatial scales. The United Nations Framework Convention on Climate Change (UNFCCC) has issued guidelines for developing blue carbon inventories to incorporate into Nationally Determined Contributions (NDCs). Yet, there is little guidance on remote sensing techniques for monitoring, reporting, and verifying blue carbon assets. This review constructs a unified roadmap for applying remote sensing technologies to develop cost-effective carbon inventories for BCE – from local to global scales. We summarise and discuss (1) current standard guidelines for blue carbon inventories; (2) traditional and cutting-edge remote sensing technologies for mapping blue carbon habitats; (3) methods for translating habitat maps into carbon estimates; and (4) a decision tree to assist users in determining the most suitable approach depending on their areas of interest, budget, and required accuracy of blue carbon assessment. We designed this work to support UNFCCC-approved IPCC guidelines with specific recommendations on remote sensing techniques for GHG inventories. Overall, remote sensing technologies are robust and cost-effective tools for monitoring, reporting, and verifying blue carbon assets and projects. Increased appreciation of these techniques can promote a technological shift towards greater policy and industry uptake, enhancing the scalability of blue carbon as a Natural Climate Solution worldwide

    Vegetation Dynamics in Ecuador

    Global forest cover has suffered a dramatic reduction during recent decades, especially in tropical regions, which is mainly due to human activities caused by enhanced population pressures. Nevertheless, forest ecosystems, especially tropical forests, play an important role in the carbon cycle functioning as carbon stocks and sinks, which is why conservation strategies are of utmost importance respective to ongoing global warming. In South America the highest deforestation rates are observed in Ecuador, but an operational surveillance system for continuous forest monitoring, along with the determination of deforestation rates and the estimation of actual carbon socks is still missing. Therefore, the present investigation provides a functional tool based on remote sensing data to monitor forest stands at local, regional and national scales. To evaluate forest cover and deforestation rates at country level satellite data was used, whereas LiDAR data was utilized to accurately estimate the Above Ground Biomass (AGB; carbon stocks) at catchment level. Furthermore, to provide a cost-effective tool for continuous forest monitoring of the most vulnerable parts, an Unmanned Aerial Vehicle (UAV) was deployed and equipped with various sensors (RBG and multispectral camera). The results showed that in Ecuador total forest cover was reduced by about 24% during the last three decades. Moreover, deforestation rates have increased with the beginning of the new century, especially in the Andean Highland and the Amazon Basin, due to enhanced population pressures and the government supported oil and mining industries, besides illegal timber extractions. The AGB stock estimations at catchment level indicated that most of the carbon is stored in natural ecosystems (forest and páramo; AGB ~98%), whereas areas affected by anthropogenic land use changes (mostly pastureland) lost nearly all their storage capacities (AGB ~2%). Furthermore, the LiDAR data permitted the detection of the forest structure, and therefore the identification of the most vulnerable parts. To monitor these areas, it could be shown that UAVs are useful, particularly when equipped with an RGB camera (AGB correlation: R² > 0.9), because multispectral images suffer saturation of the spectral bands over dense natural forest stands, which results in high overestimations. In summary, the developed operational surveillance systems respective to forest cover at different spatial scales can be implemented in Ecuador to promote conservation/ restoration strategies and to reduce the high deforestation rates. This may also mitigate future greenhouse gas emissions and guarantee functional ecosystem services for local and regional populations

    This selection of resources highlights the utility of Unmanned Surface Vehicles (USV) for use in marine spill response. Each entry is followed by a brief summary and evaluation of the source (i.e., the annotation). Most annotations will define the scope of the source, list significant cross references, and identify relevant USV capabilities. There is no attempt to provide actual hypotheses, data, or graphics, especially concerning cited articles published in refereed journals. The purpose of the annotation is to inform the reader of the relevance, accuracy, and quality of the sources cited. Relevance relates to the citation’s presentation of capabilities that improve marine spill response operations. Significant interest involves the use of sensors that characterize the environment to support oil spill cleanup operations. The diversity of resources is especially relevant since no two oil spills are the same owing to the variation in oil types, locations, and weather conditions. The development of USVs for oil spill monitoring, cleanup, and science reduces some of the dependence on expensive ship time
