    Access and usability issues of scholarly electronic publications

    This chapter looks at the various access and usability issues related to scholarly information resources. It first looks at the various channels through which a user can get access to scholarly electronic publications. It then discusses the issues and studies surrounding usability. Some important parameters for measuring the usability of information access systems have been identified. Finally the chapter looks at the major problems facing the users in getting access to scholarly information through today's hybrid libraries, and mentions some possible measures to resolve these problems

    What is Computational Intelligence (CI) and what are its relations with Artificial Intelligence (AI)? A brief survey of the scope of CI journals and books with ``computational intelligence'' in their title shows that at present it is an umbrella for three core technologies (neural, fuzzy and evolutionary), their applications, and selected fashionable pattern recognition methods. At present CI has no comprehensive foundations and is more a bag of tricks than a solid branch of science. The change of focus from methods to challenging problems is advocated, with CI defined as a part of computer and engineering sciences devoted to solution of non-algoritmizable problems. In this view AI is a part of CI focused on problems related to higher cognitive functions, while the rest of the CI community works on problems related to perception and control, or lower cognitive functions. Grand challenges on both sides of this spectrum are addressed

    A Case for Machine Ethics in Modeling Human-Level Intelligent Agents

    This paper focuses on the research field of machine ethics and how it relates to a technological singularity—a hypothesized, futuristic event where artificial machines will have greater-than-human-level intelligence. One problem related to the singularity centers on the issue of whether human values and norms would survive such an event. To somehow ensure this, a number of artificial intelligence researchers have opted to focus on the development of artificial moral agents, which refers to machines capable of moral reasoning, judgment, and decision-making. To date, different frameworks on how to arrive at these agents have been put forward. However, there seems to be no hard consensus as to which framework would likely yield a positive result. With the body of work that they have contributed in the study of moral agency, philosophers may contribute to the growing literature on artificial moral agency. While doing so, they could also think about how the said concept could affect other important philosophical concepts

    Fidelity of computational modelling of offshore jacket platforms

    The development of oil and gas exploitation offshore has a history of about half a century. Many platforms have been built since to facilitate the production of hydrocarbons oil and gas, of which fixed offshore jacket type structures are the most commonly adopted rigs for shallow water depths. The present paper focuses on the modelling of a 4-legged X-braced jacket type platform, representative of a typical fixed platform in the North Sea using nonlinear finite element analysis. Normally, offshore platforms are conservatively designed using linear-elastic models to determine the effects of applied actions. The nonlinear effects of joint flexibility, piled foundations and geometrical imperfections on the platform behaviour are investigated in this paper. Joint flexibility is studied by modelling the jacket using beam elements and introducing rigid or flexible joints. A hybrid model, with the critically loaded leg and connected joints built using shell elements, is applied for the investigation of localised effects on increasing joint flexibility. The soil-pile interaction is modelled implicitly using sets of decoupled springs distributed along the piles. The geometrical imperfections are introduced in the compression legs of the jacket. The imperfect leg shapes are generated based on the failure modes of the platform. The platform is loaded by operational and environmental loads. The environmental loads are gradually increased until platform failure occurs. Eight load cases are considered, where the environmental loads are applied in 4 end-on and 4 broadside directions. The findings of the paper indicate that incorporation of joint flexibility and piled foundation result in the reduction of platform yielding and ultimate strength. The piled foundation affects platform stiffness severely. The imperfections increase platform deformability in the elastic rage and lead to dramatic reduction of jacket base shear capacity

    Integrating digital document acquisition into a university library : A case study of social and organizational challenges

    In this article we report on the effort of the university library of the Vienna University of Economics and Business Administration to integrate a digital library component for research documents authored at the university into the existing library infrastructure. Setting up a digital library has become a relatively easy task using the current data base technology and the components and tools freely available. However, to integrate such a digital library into existing library systems and to adapt existing document acquisition work-flows in the organization are non-trivial tasks. We use a research frame work to identify the key players in this change process and to analyze their incentive structures. Then we describe the light-weight integration approach employed by our university and show how it provides incentives to the key players and at the same time requires only minimal adaptation of the organization in terms of changing existing work-flows. Our experience suggests that this light-weight integration offers a cost efficient and low risk intermediate step towards switching to exclusive digital document acquisition

    Criticism and Function in Critical Design Practice

    This article focuses on critical design as a field of industrial design practice. It considers some barriers and misconceptions to critical design practice being seen as part of a disciplinary project. The first part of the article reviews the criticism of critical design to identify inadequacies in how the criticism is grounded. Analysis of critical design practice often comes from perspectives developed in art and visual culture discourses. However, analyzing the practice from this perspective has limitations; instead, a more design-centric focus is needed. The second part of the article discusses “function”—a concept often used to ground criticism of critical design practice but, again, one that has limitations. Function offers insufficient grounds for criticism and claims that critical design is not a form of product design because the objects do not “function” in a utilitarian sense. I explore the concept of function to show not only that an object’s function has the potential to extend beyond utility, efficiency, and optimization, but also that even in the strictest modernist sense, function has always comprised characteristics that move into post-optimal realms—beyond efficient use, utility, and practical specifications. I argue instead for an emphasis on the relational, dynamic characteristics of function, which supports seeing, and discussing, critical design practice in the same manner that other examples of orthodox industrial design are discussed
