    Community based organizations, funders, and intermediary organizations working in the community development field have a shared interest in building stronger organizations and stronger communities. Through evaluation these organizations can learn how their programs and activities contribute to the achievement of these goals, and how to improve their effectiveness and the well-being of their communities. Yet, evaluation is rarely seen as part of a non-judgemental organizational learning process. Instead, the term "evaluation" has often generated anxiety and confusion.     Technology-Enhanced Practice for Patients with Chronic Cardiac Disease: Home Implementation and Evaluation

    Objective: This 3-year field experiment engaged 60 nurses and 282 patients in the design and evaluation of an innovative home-care nursing model, referred to as technology-enhanced practice (TEP). Methods: Nurses using TEP augmented the usual care with a web-based resource (HeartCareII) that provided patients with self-management information, self-monitoring tools, and messaging services. Results: Patients exposed to TEP demonstrated better quality of life and self-management of chronic heart disease during the first 4 weeks, and were no more likely than patients in usual care to make unplanned visits to a clinician or hospital. Both groups demonstrated the same long-term symptom management and achievements in health status. Conclusion: This project provides new evidence that the purposeful creation of patient-tailored web resources within a hospital portal is possible; that nurses have difficulty with modifying their practice routines, even with a highly-tailored web resource; and that the benefits of this intervention are more discernable in the early postdischarge stages of care

    Screening and Assessment in TANF/Welfare-to-Work: Local Answers to Difficult Questions

    Welfare reform efforts and significant caseload declines have resulted in a commonly held belief that those remaining on welfare face multiple barriers to employment, or are in some way "hard-to-serve." Clients with complex barriers to employment, disabilities, or medical conditions, are often grouped under this broad heading. One of the most significant challenges facing states and localities related to serving the hard-to-serve population is identifying the specific conditions and disabilities clients have that may be a barrier to finding and maintaining employment.In 1999, the U.S. Department of Health and Human Services contracted with the Urban Institute to conduct a Study of Screening and Assessment in TANF/Welfare-to-Work (WtW). The first phase of the study involved a review of the issues and challenges faced by TANF agencies and their partners in developing strategies and selecting instruments to identify substance abuse and mental health problems, learning disabilities, and domestic violence situations among TANF clients. The issues and challenges identified through that review are presented in Ten Important Questions TANF Agencies and Their Partners Should Consider (hereafter referred to as Ten Important Questions). The second phase of the study involved case studies of a limited number of localities to further explore how TANF agencies and their partners responded to the issues and challenges identified during phase one. The findings from the case studies are presented in this report.Findings are based on discussions held between November 2000 and February 2001 with TANF agency staff and staff of key partner agencies in six localities: Montgomery County, KS, Owensboro, KY, Minneapolis, MN (the IRIS Program), Las Vegas, NV, Arlington, VA, and Kent, WA

    Preventing Delinquency Through Improved Child Protection Services

    Research indicates that the prevalence of child abuse or neglect among delinquent offenders is substantially greater than it is among the general population. Moreover, maltreated children are significantly more likely to become involved in delinquent behavior than their nonmaltreated peers, and delinquent youth with a history of abuse or neglect are more likely to continue their offending behavior than delinquents who have not suffered child abuse or neglect. Given the links between child maltreatment and juvenile offending, designing and implementing programs to reduce the incidence of child maltreatment as a means of preventing delinquency are a promising -- though often overlooked -- strategy.After reviewing what is known about the links between childhood maltreatment and juvenile and adult offending, the authors review OJJDP's Comprehensive Strategy for Serious, Violent, and Chronic Juvenile Offenders and examine the role that child protective services' prevention efforts can play in delinquency prevention and intervention

    This research report undertakes an interdisciplinary review of the concept of "control" (i.e. the idea that people should have greater "control" over their data), proposing an analysis of this con-cept in the field of law and computer science. Despite the omnipresence of the notion of control in the EU policy documents, scholarly literature and in the press, the very meaning of this concept remains surprisingly vague and under-studied in the face of contemporary socio-technical environments and practices.     A Foucauldian exploration of employee engagement in the Australian Public Service

    The prevalence of employee engagement in human resource management (HRM) practice provides the opportunity for exploration and analysis of its function in the world of work. This thesis explores employee engagement in the context of an agency in the Australian Public Service (APS). Drawing on Foucauldian methodological tools, employee engagement is examined within a network of power, knowledge and processes of subjectification, thereby reconceptualising employee engagement in term of its potential to shape employee conduct and govern the employment relationship. Through a genealogical analysis of the Coombs Report (1976), the McLeod Report (1995) and State of the Service Reports (1999 to 2016), the emergence of employee engagement in the APS is made visible. In addition, discursive analysis of 28 semi-structured interviews with managers and employees in a large APS agency demonstrates the productive power of employee engagement discourse and practice to shape workplace relations. Findings highlight that employee engagement functions beyond the purported engagement-performance link. It is argued that the governmentality of the employee engagement reinforces organisational hierarchy by structuring how individuals relate to their work, their organisation and to themselves. The perceived ambiguity of employee engagement is argued to be productive, acting as a springboard for stakeholder self-formation within their organisational context. Grounded within critical HRM, this Foucauldian study maps the emergence of employee engagement in the APS, tracks its reproduction through the APS agency stakeholders, and illustrates its ability to transform managers and employees into active participants in the production of an engaged workforce through ethical work
