    An SDI for the GIS-education at the UGent Geography Department

    The UGent Geography Department (GD) (ca. 200 students; 10 professors) has been teaching GIS since the mid 90’s. Ever since, GIS has evolved from Geographic Information Systems, to GIScience, to GIServices; implying that a GIS specialist nowadays has to deal with more than just desktop GIS. Knowledge about the interaction between different components of an SDI (spatial data, technologies, laws and policies, people and standards) is crucial for a graduated Master student. For its GIS education, the GD has until recently been using different sources of datasets, which were stored in a non-centralized system. In conformity with the INSPIRE Directive and the Flemish SDI Decree, the GD aims to set-up its own SDI using free and open source software components, to improve the management, user-friendliness, copyright protection and centralization of datasets and the knowledge of state of the art SDI structure and technology. The central part of the system is a PostGIS-database in which both staff and students can create and share information stored in a multitude of tables and schemas. A web-based application facilitates upper-level management of the database for administrators and staff members. Exercises in various courses not only focus on accessing and handling data from the SDI through common GIS-applications as QuantumGIS or GRASS, but also aim at familiarizing students with the set-up of widely used SDI-elements as WMS, WFS and WCS services. The (dis)advantages of the new SDI will be tested in a case study in which the workflow of a typical ‘GIS Applications’ exercise is elaborated. By solving a problem of optimal location, students interact in various ways with geographic data. A comparison is made between the situation before and after the implementation of the SDI

    Firms, Incomplete Contracts and Organizational Learning

    This explorative paper argues that the central problem of economic organization is adaptation to unforeseen contingencies. However, flexibility is a rather neglected issue in the theory of economic organization. This contrasts with much organization theory, in which the seeking and processing of information about the organization's key uncertainties is seen as a determinant of organizational form. The notion of incomplete contracts is argued to provide a means to bridging ideas from organizational economics and organization theory, particularly organizational learning. Incomplete contracts are not only important because they provide room for incentive problems, but more importantly because they allow firms to exploit processes of organizational learning that must always involve some unforeseen contingencies.     Knowledge Flows through Informal Contacts in Industrial Clusters Myths or Realities?

    The role of informal networks in the development of regional clusters has received a lot of attention in the literature recently. Informal contact between employees in different firms is argued to be one of the main carriers of knowledge between firms in a cluster. This paper empirically examines the role of informal contacts in a specific cluster. In a recent questionnaire, we ask a sample of engineers in a regional cluster of wireless communication firms in Northern Denmark, a series of questions on informal networks. We analyze whether the engineers actually acquire valuable knowledge through these networks. We find that the engineers do share even valuable knowledge with informal contacts.     Extending and Deepening the Analysis of Innovation Systems - with Empirical Illustrations from the DISCO-project

    Traditionally innovation system have been analysed either as rooted in the R&Dsystem or the production system. This paper suggests a broader approach to national innovation systems and analyse these as rooted in constellation of a national production structure and human resource development institutions. The argument is linked both to the literature on innovation systems and an empirical account of the Danish innovation system (the DISKO-project) and the economy in general. It is argued that change of the innovation and production system is difficult without a reform of the human resource development system as the dynamics of these two dimensions are closely connected. Results from the DISKO-project are used to illustrate the new analytical and political issues emanating from such a shift in perspective. On the one hand it is shown that the general economic climate in terms of the transformation pressure and the intensity of competition has a major impact on what the firm does in terms of technical innovation and organisational change. On the other hand it is demonstrated how the behaviour of individual firms affect aggregate employment and specifically the employment opportunities of unskilled workers. It is argued that the broader approach to the analysis of innovation systems also calls for a broader policy approach. Innovation is affected by other types of policy than industrial policy and a sharp division between macro-economic and competition policy on the one hand and education, labour market and innovation policy on the other hand is shown to be problematic.innovation systems, human resources, transformation pressure, organisational change

    The Resource-Based Perspective An Assessment and Diagnosis of Problems

    The resource-based approach to strategy, which reaches back to the contributions of Penrose, Selznick and Chandler, has gradually become the dominant perspective in strategy (content) research, arguably because it combines realism with relative rigour. The present paper presents the main themes of the contemporary version of the resource-based perspective (Wernerfelt, Rumelt, Barney....) and diagnoses a number of problems, such as the lack of a clear terminology, unclarity as to what really is the unit of analysis, the role of the environment, and the seemingly different versions that exist of the perspective. The perhaps deepest problem, however, is the lack of theorizing with respect to the creation of new resources, which tends to give the perspective a retrospective character and makes its application to managerial practice. It is suggested that resource-based scholars may draw upon work relating to real options, complementarities and organizational learning if they wish to remedy this deficiency.Organizational learning strategy
