    Are We Legislating Away Our Scientific Future? The Database Debate

    The ambiguity of the present copyright laws governing the protection of databases creates a situation where database owners, unsure of how IP laws safeguard their information, overprotect their data with oppressive licenses and technological mechanisms (condoned by the DMCA) that impede interoperation. Databases are fundamental to scientific research, yet the lack of interoperability between databases and limited access inhibits this research. The US Congress, spurred by the European Database Directive, and heavily lobbied by the commercial database industry, is presently considering ways to legislate database protections; most of the present suggestions for legislation will be detrimental to scientific progress. The author agrees that new legislation is necessary, but not to provide extra-copyright protections, as database owners would like, but to create an environment wherein data is easily accessible to academic research and interoperability is encouraged; yet simultaneously providing database owners with incentives to produce new databases. One possibility would be to introduce standardized compulsory licensing of databases to academics following an embargo period where databases could be sold at free-market prices (to recoup costs). Databases would be given some sort of intellectual property protection both during and after this embargo in return for a limiting of technical safeguards and conforming to interoperability standards

    In this feasibility study, the impact of academic research from social sciences and humanities on technological innovation is explored through a study of citations patterns of journal articles in patents. Specifically we focus on citations of journals from the field of environmental economics in patents included in an American patent database (USPTO). Three decades of patents have led to a small set of journal articles (85) that are being cited from the field of environmental economics. While this route of measuring how academic research is validated through its role in stimulating technological progress may be rather limited (based on this first exploration), it may still point to a valuable and interesting topic for further research.Comment: 10 pages, 4 table

    A systematic approach for monitoring and evaluating the construction project progress

    A persistent problem in construction is to document changes which occur in the field and to prepare the as-built schedule. In current practice, deviations from planned performance can only be reported after significant time has elapsed and manual monitoring of the construction activities are costly and error prone. Availability of advanced portable computing, multimedia and wireless communication allows, even encourages fundamental changes in many jobsite processes. However a recent investigation indicated that there is a lack of systematic and automated evaluation and monitoring in construction projects. The aim of this study is to identifytechniques that can be used in the construction industry for monitoring and evaluating the physical progress, and also to establish how current computer technology can be utilised for monitoring the actual physical progress at the construction site. This study discusses the results of questionnaire survey conducted within Malaysian Construction Industry and suggests a prototype system, namely Digitalising Construction Monitoring (DCM). DCM prototype system integrates the information from construction drawings, digital images of construction site progress and planned schedule of work. Using emerging technologies and information system the DCM re-engineer the traditional practice for monitoring the project progress. This system can automatically interpret CAD drawings of buildings and extract data on its structural components and store in database. It can also extract the engineering information from digital images and when these two databases are simulated the percentage of progress can be calculated and viewed in Microsoft Project automatically. The application of DCM system for monitoring the project progress enables project management teams to better track and controls the productivity and quality of construction projects. The use of the DCM can help resident engineer, construction manager and site engineer in monitoring and evaluating project performance. This model will improve decision-making process and provides better mechanism for advanced project management

    ALIA LIS research environmental scan report

    Executive summary: An environmental scan of Australian Library and Information Studies (LIS) research was undertaken focusing on the period 2005–2013. This was in response to a brief from ALIA that sought such an analysis to inform its decisions in relation to content of a future research agenda, support, advocacy, and future funding. The investigation was expected to include research priorities of other library and information organisations, topics of research undertaken in Australia, types of research, persons/organisations undertaking research, and how research activities are funded, communicated and applied. The report took into account: research priorities of LIS professional associations both within and outside Australia production of higher degree theses over the period publication by practitioners and academics in both Australian and international publications and grant or other support for research or investigatory projects. METHODOLOGY AND LIMITATIONS: Methodologies employed included: Website analysis for research priorities of LIS organisations Database searching using Trove for higher degree theses Database searching using multiple databases for publications In the case of research in progress and resourcing via grants, methods employed were database searching, consultation and by survey methods The limitations in these approaches are explained in each related Section or Appendix. However, the major limitations were: Poor response to the online survey despite its wide dissemination through ALIA and other associations Inconsistent responses to individual surveys directed specifically at academic departments Coverage of publications by databases, particularly of material outside periodicals Difficulties in categorising document
