Process capability assessments in small development firms
[Abstract}: Assessment-based Software Process Improvement (SPI) programs such as the Capability Maturity Model (CMM), Bootstrap, and SPICE (ISO/IEC 15504) are based on formal frameworks and promote the use of systematic processes and management practices for software development. These approaches identify best practices for the management of software development and when applied, enable organizations to understand, control and improve development processes. The purpose of a SPI assessment is to compare the current processes used in an organization with a list of recommended or ‘best’ practices.
This research investigates the adoption of SPI initiatives by four small software development firms. These four firms participated in a process improvement program which was sponsored by Software Engineering Australia (SEA) (Queensland). The assessment method was based on SPICE (ISO/IEC 15504) and included an initial assessment, recommendations, and a follow-up meeting. For each firm, before and after snapshots are provided of the capability as assessed on eight processes. The discussion which follows summarizes the improvements realized and considers the critical success factors relating to SPI adoption for small firms

The role of organisational culture during the implementation of internal succession planning within Malaysian research universities
Succession planning is not new to academia and many institutions have supported these programs for years. Few, however, have adopted formal succession planning strategies that are both strategic and deliberate and encompass the full spectrum of succession planning activities. However, less is understood about the role of culture on succession planning within public universities in Malaysia. Nevertheless; there is an absence of a comprehensive conceptual model of the culture-succession relationship in the literature that includes the impact of moderators such as national culture. A mixed mode design was adopted by the study where qualitative data was first collected, analyzed and then used to develop a survey instrument for the quantitative phase of the study. The study surveyed 375 academic staff of the five research universities in Malaysia, and the results were analyzed using the IBM SPSS for Windows and PLS-SEM. A structural model was built to identify the relationship between the organisational culture and succession planning and the moderating effect of the national culture in public research universities. The study's findings showed that succession planning is still new to public universities in Malaysia and training and development are still unstructured. Although there was a positive and significant relationship between organisational culture and succession planning, whereas, findings suggested national culture showed a moderating effect on the relationship of organisational culture and succession planning. The model can help to analyze organisational culture in order to change the Malaysian public universities’ strategy to implement succession planning
Scaling Success: Lessons from Adaptation Pilots in the Rainfed Regions of India
"Scaling Success" examines how agricultural communities are adapting to the challenges posed by climate change through the lens of India's rainfed agriculture regions. Rainfed agriculture currently occupies 58 percent of India's cultivated land and accounts for up to 40 percent of its total food production. However, these regions face potential production losses of more than $200 billion USD in rice, wheat, and maize by 2050 due to the effects of climate change. Unless action is taken soon at a large scale, farmers will see sharp decreases in revenue and yields.Rainfed regions across the globe have been an important focus for the first generation of adaptation projects, but to date, few have achieved a scale that can be truly transformational. The repository-based software engineering program: Redefining AdaNET as a mainstream NASA source
The Repository-based Software Engineering Program (RBSE) is described to inform and update senior NASA managers about the program. Background and historical perspective on software reuse and RBSE for NASA managers who may not be familiar with these topics are provided. The paper draws upon and updates information from the RBSE Concept Document, baselined by NASA Headquarters, Johnson Space Center, and the University of Houston - Clear Lake in April 1992. Several of NASA's software problems and what RBSE is now doing to address those problems are described. Also, next steps to be taken to derive greater benefit from this Congressionally-mandated program are provided. The section on next steps describes the need to work closely with other NASA software quality, technology transfer, and reuse activities and focuses on goals and objectives relative to this need. RBSE's role within NASA is addressed; however, there is also the potential for systematic transfer of technology outside of NASA in later stages of the RBSE program.
