Assessing technical candidates on the social web

The official published version can be accessed from the link below - Copyright @ 2012 IEEEThe Social Web provides comprehensive and publicly available information about software developers: they can be identified as contributors to open source projects, as experts at maintaining weak ties on social network sites, or as active participants to knowledge sharing sites. These signals, when aggregated and summarized, could be used to define individual profiles of potential candidates: job seekers, even if lacking a formal degree or changing their career path, could be qualitatively evaluated by potential employers through their online
contributions. At the same time, developers are aware of the Web’s public nature and the possible uses of published information when they determine what to share with the world. Some might even try to manipulate public
signals of technical qualifications, soft skills, and reputation in their favor. Assessing candidates on the Web for
technical positions presents challenges to recruiters and traditional selection procedures; the most serious being the interpretation of the provided signals.
Through an in-depth discussion, we propose guidelines for software engineers and recruiters to help them interpret the value and trouble with the signals and metrics they use to assess a candidate’s characteristics and skills
Resilient seed systems for climate change adaptation and sustainable livelihoods in the East Africa sub-region: Report of training workshop, Addis Ababa Ethiopia, 17-21 September 2019
Bioversity International is implementing a Dutch-supported project entitled: Resilient seed systems for climate change adaptation and sustainable livelihoods in the East Africa sub-region. This work aims to boost timely and affordable access to good-quality seed for a portfolio of crops / varieties for millions of women and men farmers’ and their communities across east Africa.
A first project training: i) contextualized farmer varietal selection, ii) provided practical demonstrations of tools for climate-change analysis, iii) introduced policy issues associated with managing crop diversity, iv) outlined characterization and evaluation of genetic resources, and v) articulated associated gender issues, and issues related to disseminating elite materials. The training concluded with a contextualizing field trip.
In the workshop evaluation, 98% participants declared their overall satisfaction level to be high (74%) or medium (24%), indicating the training furnished them with good ideas for networking and using the tools and methods they learned about
Web 2.0 technologies for learning: the current landscape – opportunities, challenges and tensions
This is the first report from research commissioned by Becta into Web 2.0 technologies for learning at Key Stages 3 and 4. Towards Developing an Online Social Media-based Mobile Learning System
The advancement of Information and Communication Technology (ICT) and the Internet revolution gave rise to the several learning
technologies on the web and mobile platform. During the last decade, the social media network became available for users to socialise
and collaborate among peer group. Hence, The integration of e-learning and social media using mobile device as access point is to allow
for learning and collaboration anytime, anywhere. This study seeks to provide learning on the social network platform for users to view
the application on a mobile device and also foster collaboration among scholars. The system was developed using an open source Content
Management System (CMS) Wordpress and Buddypress running on a WAMP or XAMPP server. MySQL was used as database. The
usability of the System on the different mobile devices used was evaluated by identifying the usability attributes; designing a
questionnaire based on those attributes and then analyzing the results with Statistical Package for Social Science (SPSS). The results
showed that the learning system had a good usability score on mobile device

Building capacity in climate change policy analysis and negotiation: methods and technologies
Capacity building is often cited as the reason “we cannot just pour money into developing countries” and why so many development projects fail because their design does not address local conditions. It is therefore a key technical and political concept in international development.
Some of the poorest countries in the world are also some of the most vulnerable to the impacts of climate change. Their vulnerability is in part due to a lack of capacity to plan and anticipate the effects of climate change on crops, water resources, urban electricity demand etc. What capacities do these countries lack to deal with climate change? How will they cope? What steps can they take to reduce their vulnerability?
