How law and computer science can work together to improve the information society
In this column, I explore the various means by which lawyers can be helped by computer scientists to stop the (inevitable) collateral damage to innovation when the unstoppable force of legislation hits the irresistible innovation of the Internet. I will explore some current controversies (fake news, Net neutrality, platform regulation) from an international perspective. The conclusion is familiar: lawyers and computer scientists need each other to prevent a disastrous retrenchment toward splintered national-regional intranets. To avoid that, we need to be intellectually pragmatic in pursuing what may be a mutually disagreeable aim: minimal legislative reform to achieve co-regulation using the most independent expert advice. The alternatives are to allow libertarian advocates to so enrage politicians that severe over-regulation results
A Future of Failure? The Flow of Technology Talent into Government and Civil Society
This report is an evaluation of the technology talent landscape shows a severe paucity of individuals with technical skills in computer science, data science, and the Internet or other information technology expertise in civil society and government. It investigates broadly the health of the talent pipeline that connects individuals studying or working in information technology-related disciplines to careers in public sector and civil society institutions. Barriers to recruitment and retention of individuals with the requisite skills include compensation, a perceived inability to pursue groundbreaking work, and cultural aversion to innovation

Data Science---Today, everybody and everything produces data. People produce
large amounts of data in social networks and in commercial transactions.
Medical, corporate, and government databases continue to grow. Sensors continue
to get cheaper and are increasingly connected, creating an Internet of Things,
and generating even more data. In every discipline, large, diverse, and rich
data sets are emerging, from astrophysics, to the life sciences, to the
behavioral sciences, to finance and commerce, to the humanities and to the
arts. In every discipline people want to organize, analyze, optimize and
understand their data to answer questions and to deepen insights. The science
that is transforming this ocean of data into a sea of knowledge is called data
science. This lecture will discuss how data science has changed the way in
which one of the most visible challenges to public health is handled, the 2014

Machines and machinations: The integrated care record service in the UK national health service
This paper examines the use of Actor Network Theory (ANT) as a lens to get a better understanding of the implementation of the Integrated Care Record Service (ICRS) in the UK National Health Service (NHS). Actor Network Theory has been deployed in various environments to achieve a better understanding of the roles of not only the humans but also the artifacts that constitute, in this case, healthcare networks of services and organisations. The theory is used as a means of supporting real world interventions, providing a richer understanding of complexities involved and thereby helps management to make better decisions. This study also explores Latour’s concept of machines as machinations, whose role is to translate other actors into the network. We propose ICRS as a fruitful empirical context for the use of ANT to support decision making for actors in health care provision. Actor Network Theory (ANT) is well-suited for use in the socio-technical evaluation of IS into the ICRS project because this approach treats human and non-human actors symmetrically. This approach facilitates a more thorough examination of the ways in which information technology is enabled or restricted in social processes
Artificial intelligence: opportunities and implications for the future of decision making
Artificial intelligence has arrived. In the online world it is already a part of everyday life, sitting invisibly behind a wide range of search engines and online commerce sites. It offers huge potential to enable more efficient and effective business and government but the use of artificial intelligence brings with it important questions about governance, accountability and ethics. Realising the full potential of artificial intelligence and avoiding possible adverse consequences requires societies to find satisfactory answers to these questions. This report sets out some possible approaches, and describes some of the ways government is already engaging with these issues
The golden circle: A way of arguing and acting about technology in the London ambulance service
This paper analyses the way in which the London Ambulance Service recovered from the events of October 1992, when it implemented a computer-aided despatch system (LASCAD) that remained in service for less than two weeks. It examines the enactment of a programme of long-term organizational change, focusing on the implementation of an alternative computer system in 1996. The analysis in this paper is informed by actor-network theory, both by an early statement of this approach developed by Callon in the sociology of translation, and also by concepts and ideas from Latour’s more recent restatement of his own position. The paper examines how alternative interests emerged and were stabilized over time, in a way of arguing and acting among key players in the change programme, christened the Golden Circle. The story traces four years in the history of the London Ambulance Service, from the aftermath of October 1992 through the birth of the Golden Circle to the achievement of National Health Service (NHS) trust status. LASCAD was the beginning of the story, this is the middle, an end lies in the future, when the remaining elements of the change programme are enacted beyond the Golden Circle
Trail records and navigational learning
An emerging wave of 'ambient' technologies has the potential to support learning in new and particular ways. In this paper we propose a 'trail model' of 'navigational learning' which links some particular learning needs to the potentialities of these technologies. In this context, we outline the design and use of an 'experience recorder', a technology to support learning in museums. In terms of policy for the e-society, these proposals are relevant to the need for personalised and individualised learning support
