    OECD reviews of higher education in regional and city development, State of Victoria, Australia

    With more than 5.3 million inhabitants Victoria is the second most populous state in Australia. Once a manufacturing economy, Victoria is now transforming itself into a service and innovation-based economy. Currently, the largest sectors are education services and tourism. In terms of social structure, Victoria is characterised by a large migrant population, 24% of population were born overseas and 44% were either born overseas or have a parent who was born overseas. About 70% of the population resides in Melbourne. Victoria faces a number of challenges, ranging from an ageing population and skills shortages to drought and climate change and increased risk of natural disasters. Rapid population growth, 2% annually, has implications for service delivery and uneven development as well as regional disparities. There are barriers to connectivity in terms of transport and infrastructure, and a high degree of inter-institutional competition in tertiary education sector. The business structure in Victoria includes some highly innovative activities such as in biotechnology, but other sectors, especially those with high number of small and medium-sized enterprises, are lagging behind. Most of the larger manufacturing enterprises are externally controlled and there is uncertainty over the long term investments they will make in the state, as well as the place of Victoria in the global production networks

    Clusters of specializations in the automotive supply chain in Italy. An empirical analysis using text mining

    The wide literature exploring supply chains is polarized on two perspectives: micro analyses focusing on management strategies of companies, and macro assessment of cross-country interdependences. In order to explore the ongoing innovation paths, this paper adopts a third perspective on the supply chain, focusing on the internal structure of specializations within the automotive supply chain in Italy. If we compare the degree of fragmentation across global value chains, the automotive supply chain has the highest degree of fragmentation. With regard to Italy, its structural characteristics (number, size of companies, location) and dynamics of change deserve attention both for its large share in domestic production and for its interconnections with other supply chains. In this paper, we explore a strategy to identify a classification of specializations within the automotive supply chain grounded on the textual description of activities provided by companies when they register their business.     Making the most of technology in education Lessons from school systems around the world

    Education is our most powerful tool to improve and shape the lives of young people, but our school systems around the world face huge problems. These problems vary from country to country - from vastly unequal access or crises in teacher recruitment, to the growing costs of modernisation or stalling social mobility - and should leave us with some concern about the future. With our concern should come a degree of optimism. While the challenges our school systems face are big, technology - designed, used and implemented effectively - is providing an increasingly sophisticated set of tools to help us address them. We can find inspiring examples of the benefits for teachers and learners, often with dramatic improvements across a range of measures from attainment or attendance, to parental engagement or teacher workload. However, examples of technology achieving impact at scale and impacting on school systems as a whole (beyond the particular context of a small number of schools) are rarer than we might think. And while we can find extraordinarily clever pieces of software and hardware, often EdTech is too far-removed from the immediate concerns and context of teachers and learners in the classroom. There remains a marked gap between the excitement surrounding a technology-enabled school-system of the future and the reality of technology in most classrooms today. This report examines nine examples - three in Italy, three in the rest of Europe, and three in the rest of the world - of inspiring practice where technology is impacting on large numbers of teachers and learners. Drawing lessons from shared problems and successful approaches from across these examples, this report provides recommendations for making the most of technology in school systems. These recommendations are grouped in three sections. The first relates to scale. How can we ensure that the benefits of investment in technology are felt more widely, and that the exciting practice seen in exceptional schools can be felt elsewhere? The second relates to schools. How can we gain buy-in from schools to wider programmes of change? And how can school leaders support their school community to make the most of change in their school? The third relates to philanthropic foundations. Foundations emerge from many of our case studies as playing a vital role in supporting innovation and brokering complex relationships within our school systems. We explore how foundations can use their resources and status outside government to support innovation and EdTech

    Social Innovation in Sustainable Urban Development

    How can a city advance from social invention to social innovation, to attain sustainable urban development (SUD)? Many new ideas, initiatives, and showcases for social innovation have been introduced; however, project-based forms of experimentation are often just part of the ongoing urban politics (or governmentality), and consequently somewhat ephemeral, with traditional siloed city administrations remaining a central obstacle to SUD. Our Special Issue presents twelve papers that address the question of social innovation in sustainable urban development from very different angles. The contributions span issues concerning smart cities, innovation in the adaptive reuse of urban heritage, as well as policy options for regions in transition. In terms of social innovation for SUD purposes, the presented solutions range from transferable legal formalizations to the creation of urban ecosystems whose institutional structures ensure the inclusion of the civil society. Instead of a comprehensive, integrative SUD, robust sectoral solutions, or even phased solutions, are more likely to be sought

    Do firms benefit from interactions with public research organisations beyond innovation? An analysis of small firms

    In this paper we argue that there is an extensive number of studies examining how firms obtain new products from their interactions with scientific agents, but other type of benefits has been overlooked. Specifically, we add to previous literature by considering not only product innovation, but also exploratory (long-term) and exploitative (short-term) results. We administer a tailored survey to firms collaborating with the Spanish National Research Council (CSIC) and data was completed with secondary sources. Results based on a sample of 756 firms suggest that firms consider all types of result as moderately important to them. Moreover, we observe that small firms report higher benefits in terms of product innovation and long-term results in contrast to large firms

    Turning off the gas tap: Sustainable Energy Policies, Practices and Prospects in the Netherlands

    This chapter describes efforts to transition to more sustainable ways of living in the Netherlands. Backhaus captures the status quo of Dutch sustainable energy policies and projects in clarity and brevity, suggesting that prospects to live up to the commitment made in the Paris Agreement are dim. The Perspective project, a major, yet not well-known Dutch research programme in the 1990s discussed as best-practice example, suggests that substantial change is possible. Like most past and current sustainability efforts, the Perspective project focused on individual behaviour change. It qualifies as best-practice example by demonstrating that living well, healthy and sustainably can go hand-in-hand. Marking the Dutch cycling culture as an example, Backhaus proposes that, rather than targeting individuals, future sustainable energy policies and programmes should best address infrastructures, social norms and collectives

    Finnish Energy Policy in Transition

    This open access book examines the role of citizens in sustainable energy transitions across Europe. It explores energy problem framing, policy approaches and practical responses to the challenge of securing clean, affordable and sustainable energy for all citizens, focusing on households as the main unit of analysis. The book revolves around ten contributions that each summarise national trends, socio-material characteristics, and policy responses to contemporary energy issues affecting householders in different countries, and provides good practice examples for designing and implementing sustainable energy initiatives. Prominent concerns include reducing carbon emissions, energy poverty, sustainable consumption, governance, practices, innovations and sustainable lifestyles. The opening and closing contributions consider European level energy policy, dominant and alternative problem framings and similarities and differences between European countries in relation to reducing household energy use. Overall, the book is a valuable resource for researchers, policy-makers, practitioners and others interested in sustainable energy perspectives. In Finland, energy policy is in transition towards integrating energy projects in broader sustainability, liveability and innovation contexts. While energy saving has been pursued for decades, it is now part of a broader tendency in urban planning to promote sustainable lifestyles. Transition manifests in local actors’ redistribution of power, challenging conventional ways of infrastructure development, forging new networks, and seeking novel solutions. The experimental case presented in the chapter, Smart Kalasatama, shows that local governments are close to citizens and, therefore, can infuence the conditions for sustainable consumption and quality of life. Although they have an important role in energy policy, they still might lack the resources, expertise and the power to innovate, to evaluate projects, and in particular, to scale up innovative practices.Non peer reviewe

    Manager’s and citizen’s perspective of positive and negative risks for small probabilities

    So far „risk‟ has been mostly defined as the expected value of a loss, mathematically PL, being P the probability of an adverse event and L the loss incurred as a consequence of the event. The so called risk matrix is based on this definition. Also for favorable events one usually refers to the expected gain PG, being G the gain incurred as a consequence of the positive event. These “measures” are generally violated in practice. The case of insurances (on the side of losses, negative risk) and the case of lotteries (on the side of gains, positive risk) are the most obvious. In these cases a single person is available to pay a higher price than that stated by the mathematical expected value, according to (more or less theoretically justified) measures. The higher the risk, the higher the unfair accepted price. The definition of risk as expected value is justified in a long term “manager‟s” perspective, in which it is conceivable to distribute the effects of an adverse event on a large number of subjects or a large number of recurrences. In other words, this definition is mostly justified on frequentist terms. Moreover, according to this definition, in two extreme situations (high-probability/low-consequence and low-probability/high-consequence), the estimated risk is low. This logic is against the principles of sustainability and continuous improvement, which should impose instead both a continuous search for lower probabilities of adverse events (higher and higher reliability) and a continuous search for lower impact of adverse events (in accordance with the fail-safe principle). In this work a different definition of risk is proposed, which stems from the idea of safeguard: (1Risk)=(1P)(1L). According to this definition, the risk levels can be considered low only when both the probability of the adverse event and the loss are small. Such perspective, in which the calculation of safeguard is privileged to the calculation of risk, would possibly avoid exposing the Society to catastrophic consequences, sometimes due to wrong or oversimplified use of probabilistic models. Therefore, it can be seen as the citizen‟s perspective to the definition of risk
