    Elevating the Influence of Arts and Culture: A Cleveland Playbook

    This is the story of how the Cuyahoga County arts and culture sector went from fiscal emergency to securing one of the highest levels of public funding for arts and culture in the country to becoming recognized as a national leader in creative placemaking. This playbook examines the role and lessons of CPAC as inspirator, catalyst, advocate, adviser, think tank, policy strategist, data source, convener. As a result of CPAC's work: Tax money has been directed for arts and culture Facilities have been built or renovated Governments have become involvedCreative businesses have merged or collaborated Innovative cross sector partnerships have emergedThrough CPAC's process outlined in the playbook, organizations and communities anywhere can see what worked in Northeast Ohio and what did not.  Any one of the strategies in this playbook could be beneficial, depending on a community's vision and current situation.  It is our hope that our story can provide other organizations with insight into how they might strengthen their own arts and culture sectors and thus their whole communities

    Guidelines for Developing a Campus Master Plan Document for Small Colleges and Universities

    Problem. From a review of dissertations in the field of campus master planning, no study was found that attempted to identify the essential elements, principles, configuration and format of campus master plans for guiding small colleges and universities in developing a master plan document. The lack of this type of study left a void in the campus planning process in regards to developing a campus master plan, its purpose, and how it contributed to the overall strength of a small college or university with little campus planning experience. Results. A campus master plan document was developed from the summation of both the typology and the data master plans, globally representative. These results were organized to serve in a general sense for directing the composition, configuration and format of a campus master plan document. The intent of the study was serve as a guide or resource. Each institution will have unique features which would need to be incorporated into each institution\u27s particular planning document. However, one objective of this research was that the document could be adaptable to different regions, cultures, and environments. Conclusions. Campus master plan documents evolved over time and will continue to do so, partly because a document needs to be reflective of the local institution, situation, and needs. Any planning resource or materials used in the creation of a document need to be tempered by this purpose. Most of the master plan documents created in the 199Os and beyond will be for existing campuses. Individuals involved in campus planning will be faced mostly with additions to existing conditions, correcting past mistakes, and attempting to have linear integration of different campus plans and efforts into a continuous process of past and present harmony, with the constant possibility of future expansion. Campus master plan documents will need to be more of a loose-leaf and informal design, able to be updated and revised on a yearly basis. However, the overall themes of the plan need ta remain consistent. The yearly updates reflect the changing dynamics of the institution, yet the long-range view of the document should not be radically changed by these. Campus master plan documents have became increasingly shorter, possibly due to a higher percentage of colleges and universities contracting out master planning services to architects and consultants, usually with the charge of solving a particular problem. The resulting master plan documents, authored through these services, heavily reflected the problems needing solutions, without always keeping in view long range planning. Finally, although this study focused on the campus master plan document itself, it was recognized that the planning process and the curriculum of the institution shape the document. The document is only a result or product of the process, and as such cannot be taken out of that context

    Private higher education policy in Ohio, 1980-2006 : a case study demonstrating the usefulness of Zumeta\u27s public policy posture model

    This study describes the case of private higher education in Ohio between 1980 and 2006 using Zumeta\u27s (1996) model of state policy and private higher education. More specifically, this study used case study methodology and multiple sources to demonstrate the usefulness of Zumeta\u27s model and illustrate its limitations. Ohio served as the subject state and data for 67 private, 4-year, degree-granting, Higher Learning Commission-accredited institutions were collected. Data sources for this study included the National Center for Education Statistics Integrated Postsecondary Data System as well as database infonnation and documents from various state agencies in Ohio, including the Ohio Board of Regents. The findings of this study indicated that the general state context for higher education in Ohio during the study time period was shaped by deteriorating economic factors, stagnating population growth coupled with a rapidly aging society, fluctuating state income and increasing expenditures in areas such as corrections, transportation and social services. However, private higher education experienced consistent enrollment growth, an increase in the number of institutions, widening involvement in state-wide planning for higher education, and greater fiscal support from the state in a variety of fonns such as the Ohio Choice Grant. This study also demonstrated that private higher education in Ohio benefited because of its inclusion in state-wide planning and the state\u27s decision to grant state aid directly to students. Taken together, this study supported Zumeta\u27s (1996) classification of Ohio as having a hybrid market-competitive/central-planning policy posture toward private higher education. Furthermore, this study demonstrated that Zumeta\u27 s model is a useful tool for both policy makers and researchers for understanding a state\u27s relationship to its private higher education sector. However, this study also demonstrated that Zumeta\u27s model is less useful when applied over an extended time period. Additionally, this study identifies a further limitation of Zumeta\u27s model resulting from his failure to define state mandate and the level of state mandates that allows for inconsistent analysis of this component
