    Disease Surveillance Networks Initiative Africa: Final Evaluation

    The overall objective of the Foundation's Disease Surveillance Networks (DSN) Initiative is to strengthen technical capacity at the country level for disease surveillance and to bolster response to outbreaks through the sharing of technical information and expertise. It supports formalizing collaboration, information sharing and best practices among established networks as well as trans-national, interdisciplinary and multi-sectoral efforts, and is experienced in developing and fostering innovative partnerships. In order to more effectively address disease threats, the DSN has four key outcome areas:(1) forming and sustaining trans-boundary DSN;(2) strengthening and applying technical and communication skills by local experts and institutions;(3) increasing access and use of improved tools and methods on information sharing, reporting and monitoring; and(4) emphasizing One Health and transdisciplinary approaches to policy and practice at global, regional and local levels

    Measurement and reporting of climate-smart agriculture: technical guidance for a countrycentric process

    Given the extent of climate-smart agriculture (CSA) initiatives at project, national, regional and global levels, there is increasing interest in tracking progress in implementing CSA at national level. CSA is also expected to contribute to higher-level goals (e.g., the Paris Agreement, Africa Union’s Vision 25x25, and the Sustainable Development Goals [SDGs], etc.). Measurement and reporting of climate-smart agriculture (MR of CSA) provides intelligence on necessary the status, effectiveness, efficiency and impacts of interventions, which is critical for meeting stakeholders’ diverse management and reporting needs. In this paper, we build the case for a stakeholder-driven, country-centric framework for MR of CSA, which aims to increase coordination and coherence across stakeholders’ MR activities, while also aligning national reporting with reporting on international commitments. We present practical guidance on how to develop an integrated MR framework, drawing on findings from a multi-country assessment of needs, opportunities and capacities for national MR of CSA. The content of a unified MR framework is determined by stakeholders’ activities (how they promote CSA), needs (why MR is useful to them) and current capacities to conduct periodic monitoring, evaluation and reporting (how ready are institutions, staff and finances). Our analysis found that explicit demand for integration of data systems and active engagement of stakeholders throughout the entire process are key ingredients for building a MR system that is relevant, useful and acted upon. Based on these lessons, we identify a seven-step framework for stakeholders to develop a comprehensive information system for MR of progress in implementing CSA

    [Executive Summary] The aim of Working Group 4 has been to develop and disseminate best practice in undertaking and reporting assessments, and to identify needs for methodologic development. Health technology assessment (HTA) is a multidisciplinary activity that systematically examines the technical performance, safety, clinical efficacy, and effectiveness, cost, costeffectiveness, organizational implications, social consequences, legal, and ethical considerations of the application of a health technology (18). HTA activity has been continuously increasing over the last few years. Numerous HTA agencies and other institutions (termed in this report “HTA doers”) across Europe are producing an important and growing amount of HTA information. The objectives of HTA vary considerably between HTA agencies and other actors, from a strictly political decision making–oriented approach regarding advice on market licensure, coverage in benefits catalogue, or investment planning to information directed to providers or to the public. Although there seems to be broad agreement on the general elements that belong to the HTA process, and although HTA doers in Europe use similar principles (41), this is often difficult to see because of differences in language and terminology. In addition, the reporting of the findings from the assessments differs considerably. This reduces comparability and makes it difficult for those undertaking HTA assessments to integrate previous findings from other HTA doers in a subsequent evaluation of the same technology. Transparent and clear reporting is an important step toward disseminating the findings of a HTA; thus, standards that ensure high quality reporting may contribute to a wider dissemination of results. The EUR-ASSESS methodologic subgroup already proposed a framework for conducting and reporting HTA (18), which served as the basis for the current working group. New developments in the last 5 years necessitate revisiting that framework and providing a solid structure for future updates. Giving due attention to these methodologic developments, this report describes the current “best practice” in both undertaking and reporting HTA and identifies the needs for methodologic development. It concludes with specific recommendations and tools for implementing them, e.g., by providing the structure for English-language scientific summary reports and a checklist to assess the methodologic and reporting quality of HTA reports

    System implementation: managing project and post project stage - case study in an Indonesian company

    The research reported in this paper aims to get a better\ud understanding of how the implementation process of\ud enterprise systems (ES) can be managed, by studying the\ud process from an organisational perspective. A review of\ud the literature on previous research in ES implementation\ud has been carried out and the state of the art of ES\ud implementation research is defined. Using several body of\ud literature, an organisational view on ES implementation is\ud described, explaining that ES implementation involves\ud challenges from triple domain, namely technological\ud challenge, business process related challenge, and\ud organisational challenge. Based on the defined state of the\ud art and the organisational view on ES implementation\ud developed in this research, a research framework is\ud presented, addressing the project as well as the postproject\ud stage, and a number of essential issues within the\ud stages. System alignment, knowledge acquisition, change\ud mobilisation are the essntial issues to be studied in the\ud project stage while institutionalisation effort and\ud continuous improvement facilitation are to be studied in\ud the post-project stage.     Effectiveness of Corporate Social Media Activities to Increase Relational Outcomes

    This study applies social media analytics to investigate the impact of different corporate social media activities on user word of mouth and attitudinal loyalty. We conduct a multilevel analysis of approximately 5 million tweets regarding the main Twitter accounts of 28 large global companies. We empirically identify different social media activities in terms of social media management strategies (using social media management tools or the web-frontend client), account types (broadcasting or receiving information), and communicative approaches (conversational or disseminative). We find positive effects of social media management tools, broadcasting accounts, and conversational communication on public perception

    Co-management: A Synthesis of the Lessons Learned from the DFID Fisheries Management Science Programme

    For the last eleven years, the UK Department for International Development (DfID) have been funding research projects to support the sustainable management of fisheries resources (both inland and marine) in developing countries through the Fisheries Management Science Programme (FMSP). A number of these projects that have been commissioned in this time have examined fisheries co-management. While these projects have, for the most part, been implemented separately, the FMSP has provided an opportunity to synthesise and draw together some of the information generated by these projects. We feel that there is value in distilling some of the important lessons and describing some of the useful tools and examples and making these available through a single, accessible resource. The wealth of information generated means that it is impossible to cover everything in detail but it is hoped that this synthesis will at least provide an overview of the co-management process together with some useful information relating to implementing co-management in a developing country context and links to the more detailed re-sources available, in particular on information systems for co-managed fisheries, participatory fish stock assessment (ParFish) and adaptive learning that have, in particular, been drawn upon for this synthesis.     Contemporary Innovation Policy and Instruments: Challenges and Implications

    In this paper we review major theoretical (neoclassical economics, evolutionary, systemic and knowledge-based) insights about innovation and we analyse their implications for the characteristics of contemporary innovation policy and instruments. We show that the perspectives complement each other but altogether reveal the need to redefine the current general philosophy as well as the modes of operationalisation of contemporary innovation policy.
