Insurgent participation: consensus and contestation in planning the redevelopment of Berlin-Tempelhof airport
Despite decades of debate, participatory planning continues to be contested. More recently, research has revealed a relationship between participation and neoliberalism, in which participation works as a post-political toolâa means to depoliticize planning and legitimize neoliberal policy-making. This article argues that such accounts lack attention to the opportunities for opposing neoliberal planning that may be inherent within participatory processes. In order to further an understanding of the workings of resistance within planning, it suggests the notion of insurgent participationâa mode of contentious intervention in participatory approaches. It develops this concept through the analysis of various participatory approaches launched to regenerate the former airport Berlin-Tempelhof. A critical reading of participation in Tempelhof reveals a contradictory process. Although participatory methods worked to mobilize support for predefined agendas, their insurgent participation also allowed participants to criticize and shape the possibilities of engagement, challenge planning approaches and envision alternatives to capitalist imperatives
Hard Lessons about Philanthropy & Community Change from the Neighborhood Improvement Initiative
Between 1996 and 2006, the William and Flora Hewlett Foundation invested over $20 million in the Neighborhood Improvement Initiative (NII), an ambitious effort to help three neighborhoods in the Bay Area reduce poverty and develop new leaders, better services, more capable organizations, and stronger connections to resources. On some counts NII succeeded, and on others it struggled mightily. In the end, despite some important accomplishments, NII did not fulfill its participants' hopes and expectations for broad, deep, and sustainable community change. In those accomplishments and shortcomings, and in the strategies that produced them, however, lies a story whose relevance exceeds the boundaries of a single initiative. Our goal is to examine this story in the context of other foundation sponsored initiatives to see if it can help philanthropy support community change and other types of long-term, community-based initiatives more effectively.As we began to review materials and conduct interviews, we learned of NII's accomplishments in each neighborhood, including new organizations incubated, new services stimulated, and new leaders helped to emerge. We also quickly discovered multiple, and often conflicting, perspectives on NII's design, implementation, and outcomes that were hard to reconcile. Some of this Rashomon effect is to be expected in a complex, long-term community change initiative that evolves over time with changing players. Some can also be attributed to the different dynamics and trajectories in each of the three sites.We have tried to describe all points of view as accurately as possible without favoring any one perspective. Moreover, we have tried to look beyond the lessons drawn exclusively from NII and to position all of these varied opinions within a broader field-wide perspective, wherever possible.The frustrations of NII's participants and sponsors are mirrored in many other foundations' major initiatives. Indeed, our reviewers -- who have been involved in many such initiatives as funders, evaluators, technical assistance providers, and intermediaries -- all underscored how familiar they were with the challenges and pitfalls described here, both those related specifically to community change efforts and those pertinent to other initiatives. Because the opportunity to discuss the frustrations candidly has been limited, however, they often are relegated to concerns expressed sotto voce. So it was particularly important throughout the review to solicit from our interviewees ideas or suggestions for improving their work together. We offer these along with our own observations as a way to stimulate further reflection and debate, because we believe that philanthropy has an important role to play in improving outcomes for poor communities and their residents. Few foundations have been willing to contribute to this level of honest and sometimes painful public dialogue. But by commissioning this retrospective analysis, the Hewlett Foundation demonstrates a desire to help the field learn and move forward, and we applaud that
Schelling, von Neumann, and the Event that Didnât Occur
Thomas Schelling was recognized by the Nobel Prize committee as a pioneer in the application of game theory and rational choice analysis to problems of politics and international relations. However, although he makes frequent references in his writings to this approach, his main explorations and insights depend upon and require acknowledgment of its limitations. One of his principal concerns was how a country could engage in successful deterrence. If the behavioral assumptions that commonly underpin game theory are taken seriously and applied consistently, however, nuclear adversaries are almost certain to engage in devastating conflict, as John von Neumann forcefully asserted. The history of the last half century falsified von Neumannâs prediction, and the âevent that didnât occurâ formed the subject of Schellingâs Nobel lecture. The answer to the question âwhy?â is the central concern of this paper
Does Planning Belong to the Politics of the Past?
According to many authors, so-called âcentral planningâ had disappeared from European countries by 1989. However, this is by no means certain. Many former centrally planned economies still engage in central planning, in both the private and public sectors. Moreover, there is a striking similarity between so-called âstrategic planningâ in large private and public units and central planning in a small-sized economy. These similarities and differences are examined in this article using several examples, concluding with city planning. The analysis suggests that city politicians may find useful lessons in organization studies, revealing that while planning has a powerful comforting and tranquilizing function, plans, like tools, need to be abandoned when they are obsolete or cumbersome. Additionally, planners and managers may find it useful to admit that the differences between the private and public sectors are not as large as conventionally assumed and that their activities are always connected to politics
The Terrestrialization of Amphibious Life in a Danube Delta \u27Town on Water\u27
Visitors to the Danube Delta town of Vylkove, known as the âUkrainian Venice,â are often disappointed by the condition its 40 kilometers of canals, which frequently resemble over-grown ditches that are often impassible by boat. Consequently, a development organization and town administrators have begun lobbying for funding for a large-scale canal restoration project and for the townâs designation as a heritage site to help in mobilizing funds. However, these tourism-development narratives also assume that all residents can and want to practice an amphibious way of life that prevailed for centuries. Combining analytical frameworks of amphibious anthropology and recent social science literature on water infrastructure helps reveal a) how Vylkovchanyâs dwelling practices did not categorically privilege wet over dry (and vice versa) in spite of Enlightenment-inflected narratives of settlement that enact such separations and b) the specific ways in which socialist modernization and postsocialist deindustrialization have modified Vylkovchanyâs relations with the Danubeâs Kiliia branch and intensified their siltation. This paper makes the case for including ethnographic analyses of terrestrialization as part of an amphibious anthropology and demonstrates the value of amphibious anthropology in pinpointing dynamics of landscape change that should be addressed in designing a restoration project
