    Scenarios for the development of smart grids in the UK: synthesis report

    ‘Smart grid’ is a catch-all term for the smart options that could transform the ways society produces, delivers and consumes energy, and potentially the way we conceive of these services. Delivering energy more intelligently will be fundamental to decarbonising the UK electricity system at least possible cost, while maintaining security and reliability of supply. Smarter energy delivery is expected to allow the integration of more low carbon technologies and to be much more cost effective than traditional methods, as well as contributing to economic growth by opening up new business and innovation opportunities. Innovating new options for energy system management could lead to cost savings of up to £10bn, even if low carbon technologies do not emerge. This saving will be much higher if UK renewable energy targets are achieved. Building on extensive expert feedback and input, this report describes four smart grid scenarios which consider how the UK’s electricity system might develop to 2050. The scenarios outline how political decisions, as well as those made in regulation, finance, technology, consumer and social behaviour, market design or response, might affect the decisions of other actors and limit or allow the availability of future options. The project aims to explore the degree of uncertainty around the current direction of the electricity system and the complex interactions of a whole host of factors that may lead to any one of a wide range of outcomes. Our addition to this discussion will help decision makers to understand the implications of possible actions and better plan for the future, whilst recognising that it may take any one of a number of forms

    In Britain the relationship between welfare rights and responsibilities has undergone change. A new welfare 'consensus' that emphasizes a citizen ship centred on notions of duty rather than rights has been built. This has allowed the state to reduce its role as a provider of welfare and also defend a position in which the welfare rights of some citizens are increas ingly conditional on those individuals meeting compulsory responsibili ties or duties. This concentration on individual responsibility/duty has undermined the welfare rights of some of the poorest members of society. Three levels of debate are considered within the article: academic, pol itical and 'grassroots'. The latter is included in an attempt to allow some 'bottom up' views into what is largely a debate dominated by social sci entists and politicians

    Introducing Wireless Grids Technology to the Field of Telemedicine

    While telemedicine and technology-enabled education are not new concepts and have significant bodies of research, in depth application to management and treatment of veteran Post-Traumatic Stress Disorder (PTSD) and Traumatic Brain Injury (TBI) is relatively new. The conflicts in the Southwest Asia over the last two decades have significantly increased the need for healthcare and support services for these returning warriors. Creative thinking and innovative technologies are needed to meet the growing and changing demand of these patients in the face of many competing demands within the U.S. healthcare sector. This doctoral research study investigated the potential for a platform-agnostic (ad hoc) networking technology to serve as a trusted social networking and training platform for healthcare providers who are striving to provide quality healthcare that meets the needs of veterans suffering from PTSD and TBI. This research study analyzed the effectiveness of a digitally networked environment to deliver desired training and certification outcomes in a military healthcare environment. The level of acceptance of an ad hoc network technology (GridstreamRx) by healthcare professionals using it as an enabler of collaboration during the training process was evaluated. The results also assessed the readiness of healthcare professionals to use this Information Communications Technology (ICT), or analogous new applications and services, to help them perform their healthcare responsibilities. This thesis study, accomplished with the support of the U.S. Army and National Science Foundation, took place at two large military medical centers over a twelve-month period of time. Data was gathered from 568 healthcare professionals using quantitative survey instruments. Ninety-six respondents provided additional quantitative and qualitative inputs at various times during a proscribed training regimen. DeLone and McLean\u27s 2003 Information System Success Model, modified by findings of more recent research, provided the theoretical lens for analyzing the data from 32 of the training participants in determining the perceived net benefit of the GridstreamRx technology. The data gathered for the study showed, at the 95% level of confidence, that a majority of the professionals of these two medical centers would perceive a positive net benefit from using GridstreamRx in a healthcare training environment. The conclusion from this analysis was that not only are the healthcare providers in this study ready to use ICT and social networking in this professional setting, but also that GridstreamRx is an acceptable platform for performing these functions. The study participants provided input with respect to their priorities regarding information sharing techniques, functionality, and suggestions for improving the platform. The outcomes confirmed that GridstreamRx can be a successful introduction of ad hoc networking to telemedicine. This thesis concluded with recommendations for scholars and practitioners to pursue in the future; and should be followed up with further research and actions in order to build toward a Fully Integrated Virtual Healthcare Environment (FivHe)

    Understanding the Impact of Rural Electrification in Uttar Pradesh and Bihar, India: Evidence from The Rockefeller Foundation's Smart Power for Rural Development Initiative

    Launched in 2015, Smart Power for Rural Development (SPRD) is a $75 million Rockefeller Foundationinitiative aimed at accelerating development in India's least electrified states. Through the deploymentof decentralized, renewable energy mini-grids, SPRD has supported the Foundation's vision of speedingthe growth of rural economies, while at the same time improving the lives and livelihoods of poor andmarginalized families and communities.A monitoring and evaluation (M&E) grantee, Sambodhi, was funded to work alongside implementingpartners to measure and document the changes that the initiative is having in people's lives. Sambodhialso collected data to inform decision making and support course correction throughout the initiative'simplementation.This report summarizes M&E data collected in late 2016, covering the period March 2016–August 2016.The sample for this report is 39 sites across Uttar Pradesh and Bihar, consisting of 1,000 households and320 micro-enterprises.     A risk management system for healthcare facilities service operators

    The 24-hour post-modern society in which the NHS delivers healthcare today in the UK as a business has resulted in purchasers and providers of non clinical/FM services continuing to face more and more service delivery and operational risks (Payne and Rees, 1999). These business risks are mainly caused by uncertainties in customer supply and demand service chain, limited support resources (human, capital, modern healthcare facilities and information technology) and the dynamic NHS service scape (environment). This has resulted in non clinical service decisions being reached in an ad-hoc manner and often with no effective business strategy. Furthermore, this approach has led to disastrous business planning and caring consequences, particularly in a highly politicised and consumer-sensitive environment like healthcare service provision (Wagstaff, 1997). These risks are also mainly attributed to the apparent lack of best practice guidelines that are available to assist FM service operators in identifying and managing non-clinical service operations effectively. In addition, there is evidence from NHS literature that clearly indicates the lack of best practice models for managing business risks associated with hotel, estates and site (non-clinical/FM) services delivery (Okoroh et al., 2000; DoH, 1999; CFM, 1993; Smith, 1997; Featherstone, 1999; HFN 17,1998). To date, no research has been carried out in the NHS using FM service operators' (domain experts) knowledge to develop an integrated risk management system for managing non-clinical services using modern business approaches. This thesis presents research findings from healthcare executives and FM experts on business risks faced by service operators (purchasers and providers) when managing non- clinical services effectively in the UK NHS. The research methodology used were, a detailed analysis of a best practice hospital case study, structured interviews with domain healthcare FM experts, pilot and major questionnaire surveys and Repertory Grid interviews. The research has established that in managing non clinical/FM services in the NHS, there are seven major common management-related risk classes identified as critical; customer care; financial and economic; commercial; legal; facility-transmitted; business transfer and corporate. Further research using second factor analysis established that these classical non-clinical risk factors could further be subdivided into forty-eight (48) constructs/sub-attributes highly rated by healthcare facilities executives. Using these risks factors and sub-attributes the research has developed a decision support system for risk management that can be used by FM operators to manage business risks in NHS trust hospitals
