    Blockchain, Leadership And Management: Business AS Usual Or Radical Disruption?

    The Internet provided the world with interconnection. However, it did not provide it with trust. Trust is lacking everywhere in our society and is the reason for the existence of powerful intermediaries aggregating power. Trust is what prevents the digital world to take over. This has consequences for organisations: they are inefficient because time, energy, money and passion are wasted on verifying everything happens as decided. Managers play the role of intermediaries in such case: they connect experts with each others and instruct them of what to do. As a result, in our expert society, people's engagement is low because no one is there to inspire and empower them. In other words, our society faces an unprecedented lack of leadership. Provided all those shortcomings, the study imagines the potential repercussions, especially in the context of management, of implementing a blockchain infrastructure in any type of organisation. Indeed, the blockchain technology seems to be able to remedy to those issues, for this distributed and immutable ledger provides security, decentralisation and transparency. In the context of a blockchain economy, the findings show that value creation will be rearranged, with experts directly collaborating with each others, and hierarchy being eliminated. This could, in turn, render managers obsolete, as a blockchain infrastructure will automate most of the tasks. As a result, only a strong, action-oriented, leadership would maintain the organisation together. This leadership-in-action would consist in igniting people to take action; coach members of the organisations so that their contribution makes sense in the greater context of life

Recommendations are then provided to improve the governance of IT and Green IT in large Mauritian enterprises

    Aligning business processes and IT of multiple collaborating organisations

    When multiple organisations want to collaborate with one another they have to integrate their business processes. This requires aligning the collaborative business processes and the underlying IT (Information Technology). Realizing the required alignment is, however, not trivial and is the subject of this thesis. We approached the issue of alignment in three steps. First, we explored business-IT alignment problems in detail in a real-life business case. This is done in order to clarify what alignment of business processes and IT systems across a collaboration network entails. Second, we provided a business-IT alignment framework called BITA* (pronounce bita-star). The framework provides modelling abstractions for alignment. Third, we applied the framework in two real-life case studies, including the real-life business case used in step one. By applying the framework in practice we showed that the framework can, in fact, help to address the business-IT alignment problems that we identified in the first step. The work presented in this thesis is conducted over a number of years in the context of four large EU sponsored research projects. The projects focused on alignment problems in two very distinct application areas. Two projects were about realizing transparency systems for meat supply chains and constitute the first case study. The other two projects were about realizing multidisciplinary modelling collaboration systems and constitute the second case study. Although the projects were conducted sequentially the research questions were addressed iteratively over the years. The research methodology that shows how the framework is designed and how the case studies are applied is discussed in detail in chapter 2. In chapter 3 we present BITA*, a Business-IT Alignment framework for multiple collaborating organisations. The main challenges in designing BITA* have been what models to consider for alignment and how to compare them in order to make explicit statements about alignment. We addressed this problem by introducing allocation and alignment modelling constructs to help the alignment process, and the concept of business collaboration model to represent the models that have to be aligned. We identified three groups of stakeholders for whom we designed explicit design viewpoints and associated allocation and alignment models. The Business Process to Business Process (BP2BP) alignment viewpoint is designed for business analysts who have to align diverse business collaboration process models. The IT to IT (IT2IT) alignment viewpoint is designed for software architects to align the distribution of data and IT systems across a collaboration network. The Business Process to IT (BP2IT) alignment viewpoint is designed for an interdisciplinary team of business analysts and software architects who have to align the different ways of supporting business collaboration processes with distributed IT system. An essential element of this thesis has been elaborating how business-IT alignment problems occur in the context of multi-organisational collaboration. The case studies were used to demonstrate business-IT alignment concerns. Particularly, the details of the first case study presented in chapters 4 and 5 were used in chapter 3 to help derive the alignment framework. The case study presented an ideal problem scenario since realizing transparency across supply chains is intrinsically a collaborative effort. The second case study was used to enhance the validity of our approach. The results of the second case study are presented in chapter 6. The alignment framework was designed during the iterative process we followed when realizing a generic transparency system for meat supply chains. To realize the required generic transparency system we needed a reference architecture. To derive the reference architecture we adapted an already existing and broadly-accepted generic reference architecture. We have to adapt the generic reference architecture in order to address specific requirements of the meat sector that were not considered in the generic reference architecture. The adaptation process made it clear that we needed models for representing business collaborations. We, therefore, introduced the notion of business collaboration model, which we used both to model reference architectures and to adapt them. Adaptation required aligning the generic reference architecture with the diverse business collaboration models adopted by the organisations that have to collaborate. The alignment framework is thus used for adapting a generic reference architecture in order to create a reference architecture that the collaborating organisations can, and are willing to, adopt. We identified three types of business collaboration models: business collaboration process model, business collaboration IT model, and a model for representing the relationship between these two. A business collaboration process model is a business process model that spans a collaboration network. A business collaboration IT model is a model of the distribution of the IT across the collaboration network. A business collaboration process-IT model is a model of the relationships between the elements of the business collaboration processes and the elements of the distributed IT. Each organisation is considered to adopt its own business collaboration models. For instance, different actors in meat supply chains have different views on how chain-wide transparency should be realized. Which business processes and IT systems each organisation has to deploy and use depends on the business collaboration models each food operator adopts. If two different food operators adopt the same set of business collaboration models, they are aligned; otherwise they are misaligned. Hence, alignment entails comparing the different business collaboration models adopted by the participating organisations. The results of the alignment process are explicit statements about how convergent or divergent the organisations are from the chosen generic reference architecture. The explicit statements of alignment guide how best the generic and the corresponding organisational business collaboration models can be adapted to create a better state of alignment. To further enhance the validity of the overall approach the second case study was conducted. The second case study was a retrospective investigation of two past research projects focusing on aligning environmental modelling processes and IT systems. A retrospective case study was chosen because launching a new business-IT alignment project involving multiple collaborating organisations was not feasible. The projects were undertaken to support the European Water Framework Directive, which mandated, among other things, participatory, multidisciplinary, river-basin wide and model-based studies to manage the water resources of Europe. The directive particularly required a collaborative approach to building environmental decision support systems and to deriving methodologies for applying existing decision support systems. We applied BITA* to aligning environmental modelling processes and IT systems in order to evaluate the suitability of the framework to addressing alignment problems in other application areas. The contributions of the thesis are summarized in chapter 7. The contributions include a number of design artefacts, which can be grouped into four categories: constructs, models, methods, and instantiations. The contribution in the first category includes the conceptualization of allocation and alignment. The contributions in the second category include allocation and alignment models, and reference architectures. Allocation models are representations of business collaboration models in a form that can be compared and are the basis for alignment modelling. The main contribution in the third category is the BITA* systematic approach to alignment modelling. The contributions in the fourth category are the software systems developed with the help of the reference architectures.</p

    Business benefits and challenges of a multiple ERP landscape

    Enterprise Resource Planning (ERP) systems are complex software systems which are expensive and risky to implement. Yet many organisations still struggle to produce strong business cases and the post implementation of ERP and the benefits that accrue to organisations is under studied. While ERP systems were designed to replace most business applications with one centralized system, organisations are increasingly implementing multiple ERP systems. In a multiple ERP landscape, there is less clarity on what benefits can accrue to organisations and whether the ERP investment is justified. This paper describes some ERP implementation challenges which an organisation with a multiple ERP landscape experienced and identifies the drivers for a multiple ERP landscape, it then compares published business benefits from organisations who have a traditional single ERP landscape to business benefits identified at the organisation. This single case study was performed at a financial services organisations in South Africa. This interpretive qualitative research followed a predominantly deductive approach. Fewer benefits accrued to the organisation with a multiple ERP landscape when compared to benefits from a traditional single ERP landscape and the differences are described in this paper. The study found that the achievement of strategic, organisational and infrastructural benefits are substantially compromised. The study contributes to post ERP implementation research and ERP benefits research. The findings will assist organisations when considering the business case for different ERP landscapes

    Algorithmic Regulation using AI and Blockchain Technology

    This thesis investigates the application of AI and blockchain technology to the domain of Algorithmic Regulation. Algorithmic Regulation refers to the use of intelligent systems for the enabling and enforcement of regulation (often referred to as RegTech in financial services). The research work focuses on three problems: a) Machine interpretability of regulation; b) Regulatory reporting of data; and c) Federated analytics with data compliance. Uniquely, this research was designed, implemented, tested and deployed in collaboration with the Financial Conduct Authority (FCA), Santander, RegulAItion and part funded by the InnovateUK RegNet project. I am a co-founder of RegulAItion. / Using AI to Automate the Regulatory Handbook: In this investigation we propose the use of reasoning systems for encoding financial regulation as machine readable and executable rules. We argue that our rules-based “white-box” approach is needed, as opposed to a “black-box” machine learning approach, as regulators need explainability and outline the theoretical foundation needed to encode regulation from the FCA Handbook into machine readable semantics. We then present the design and implementation of a production-grade regulatory reasoning system built on top of the Java Expert System Shell (JESS) and use it to encode a subset of regulation (consumer credit regulation) from the FCA Handbook. We then perform an empirical evaluation, with the regulator, of the system based on its performance and accuracy in handling 600 “real- world” queries and compare it with its human equivalent. The findings suggest that the proposed approach of using reasoning systems not only provides quicker responses, but also more accurate results to answers from queries that are explainable. / SmartReg: Using Blockchain for Regulatory Reporting: In this investigation we explore the use of distributed ledgers for real-time reporting of data for compliance between firms and regulators. Regulators and firms recognise the growing burden and complexity of regulatory reporting resulting from the lack of data standardisation, increasing complexity of regulation and the lack of machine executable rules. The investigation presents a) the design and implementation of a permissioned Quorum-Ethereum based regulatory reporting network that makes use of an off-chain reporting service to execute machine readable rules on banks’ data through smart contracts b) a means for cross border regulators to share reporting data with each other that can be used to given them a true global view of systemic risk c) a means to carry out regulatory reporting using a novel pull-based approach where the regulator is able to directly “pull” relevant data out of the banks’ environments in an ad-hoc basis- enabling regulators to become more active when addressing risk. We validate the approach and implementation of our system through a pilot use case with a bank and regulator. The outputs of this investigation have informed the Digital Regulatory Reporting initiative- an FCA and UK Government led project to improve regulatory reporting in the financial services. / RegNet: Using Federated Learning and Blockchain for Privacy Preserving Data Access In this investigation we explore the use of Federated Machine Learning and Trusted data access for analytics. With the development of stricter Data Regulation (e.g. GDPR) it is increasingly difficult to share data for collective analytics in a compliant manner. We argue that for data compliance, data does not need to be shared but rather, trusted data access is needed. The investigation presents a) the design and implementation of RegNet- an infrastructure for trusted data access in a secure and privacy preserving manner for a singular algorithmic purpose, where the algorithms (such as Federated Learning) are orchestrated to run within the infrastructure of data owners b) A taxonomy for Federated Learning c) The tokenization and orchestration of Federated Learning through smart contracts for auditable governance. We validate our approach and the infrastructure (RegNet) through a real world use case, involving a number of banks, that makes use of Federated Learning with Epsilon-Differential Privacy for improving the performance of an Anti-Money-Laundering classification model

    The use of TRAO to manage evolution risks in e-government

    The need to develop and provide more efficient ways of providing Electronic Government Services to key stakeholders in government has brought about varying degrees of evolution in government. This evolution is seen in different ways like the merging of government departments, the merging of assets or its components with legacy assets etc. This has involved the incorporation of several practices that are geared towards the elimination of processes that are repetitive and manual while attempting to progressively encourage the interaction that exists between the different stakeholders. However, some of these practices have further complicated processes in government thus creating avenues for vulnerabilities which if exploited expose government and government assets to risks and threats. Focusing on ways to manage the issues accompanied with evolution can better prepare governments for manging the associated vulnerabilities, risks and threats. The basis of a conceptual framework is provided to establish the relationships that exist between the E-Government, asset and security domains. Thus, this thesis presents a design research project used in the management of evolution-related risks. The first part of the project focusses on the development of a generic ontology known as TRAO and a scenario ontology TRAOSc made up of different hypothetical scenarios. The resulting efficiency of the development of these ontologies have facilitated the development of an intelligent tool TRAOSearch that supports high-level semantically enriched queries. Results from the use of a case study prove that there are existing evolution-related issues which governments may not be fully prepared for. Furthermore, an ontological approach in the management of evolution-related risks showed that government stakeholders were interested in the use of intelligent processes that could improve government effectiveness while analysing the risks associated with doing this. Of more importance to this research was the ability to make inferences from the ontology on existing complex relationships that exist in the form of dependencies and interdependencies between Stakeholders and Assets. Thus, this thesis presents contributions in the aspect of advancing stakeholders understanding on the types of relationships that exist in government and the effect these relationships may have on service provisioning. Another novel contribution can be seen in the correction of the ambiguity associated with the terms Service, IT Service and E-Government. Furthermore, the feedback obtained from the use of an ontology-based tool during the evaluation phase of the project provides insights on whether governments must always be at par with technological evolution

    Linking Research and Policy: Assessing a Framework for Organic Agricultural Support in Ireland

    This paper links social science research and agricultural policy through an analysis of support for organic agriculture and food. Globally, sales of organic food have experienced 20% annual increases for the past two decades, and represent the fastest growing segment of the grocery market. Although consumer interest has increased, farmers are not keeping up with demand. This is partly due to a lack of political support provided to farmers in their transition from conventional to organic production. Support policies vary by country and in some nations, such as the US, vary by state/province. There have been few attempts to document the types of support currently in place. This research draws on an existing Framework tool to investigate regionally specific and relevant policy support available to organic farmers in Ireland. This exploratory study develops a case study of Ireland within the framework of ten key categories of organic agricultural support: leadership, policy, research, technical support, financial support, marketing and promotion, education and information, consumer issues, inter-agency activities, and future developments. Data from the Irish Department of Agriculture, Fisheries and Food, the Irish Agriculture and Food Development Authority (Teagasc), and other governmental and semi-governmental agencies provide the basis for an assessment of support in each category. Assessments are based on the number of activities, availability of information to farmers, and attention from governmental personnel for each of the ten categories. This policy framework is a valuable tool for farmers, researchers, state agencies, and citizen groups seeking to document existing types of organic agricultural support and discover policy areas which deserve more attention
