    HILT : High-Level Thesaurus Project. Phase IV and Embedding Project Extension : Final Report

    Ensuring that Higher Education (HE) and Further Education (FE) users of the JISC IE can find appropriate learning, research and information resources by subject search and browse in an environment where most national and institutional service providers - usually for very good local reasons - use different subject schemes to describe their resources is a major challenge facing the JISC domain (and, indeed, other domains beyond JISC). Encouraging the use of standard terminologies in some services (institutional repositories, for example) is a related challenge. Under the auspices of the HILT project, JISC has been investigating mechanisms to assist the community with this problem through a JISC Shared Infrastructure Service that would help optimise the value obtained from expenditure on content and services by facilitating subject-search-based resource sharing to benefit users in the learning and research communities. The project has been through a number of phases, with work from earlier phases reported, both in published work elsewhere, and in project reports (see the project website: http://hilt.cdlr.strath.ac.uk/). HILT Phase IV had two elements - the core project, whose focus was 'to research, investigate and develop pilot solutions for problems pertaining to cross-searching multi-subject scheme information environments, as well as providing a variety of other terminological searching aids', and a short extension to encompass the pilot embedding of routines to interact with HILT M2M services in the user interfaces of various information services serving the JISC community. Both elements contributed to the developments summarised in this report

    Summary of the First Workshop on Sustainable Software for Science: Practice and Experiences (WSSSPE1)

    Challenges related to development, deployment, and maintenance of reusable software for science are becoming a growing concern. Many scientists’ research increasingly depends on the quality and availability of software upon which their works are built. To highlight some of these issues and share experiences, the First Workshop on Sustainable Software for Science: Practice and Experiences (WSSSPE1) was held in November 2013 in conjunction with the SC13 Conference. The workshop featured keynote presentations and a large number (54) of solicited extended abstracts that were grouped into three themes and presented via panels. A set of collaborative notes of the presentations and discussion was taken during the workshop. Unique perspectives were captured about issues such as comprehensive documentation, development and deployment practices, software licenses and career paths for developers. Attribution systems that account for evidence of software contribution and impact were also discussed. These include mechanisms such as Digital Object Identifiers, publication of “software papers”, and the use of online systems, for example source code repositories like GitHub. This paper summarizes the issues and shared experiences that were discussed, including cross-cutting issues and use cases. It joins a nascent literature seeking to understand what drives software work in science, and how it is impacted by the reward systems of science. These incentives can determine the extent to which developers are motivated to build software for the long-term, for the use of others, and whether to work collaboratively or separately.     Patterns currently play an important role in modern information systems (IS) development and their use has mainly been restricted to the design and implementation phases of the development lifecycle. Given the increasing significance of business modelling in IS development, patterns have the potential of providing a viable solution for promoting reusability of recurrent generalized models in the very early stages of development. As a statement of research-in-progress this paper focuses on business process patterns and proposes an initial methodological framework for the discovery and reuse of business process patterns within the IS development lifecycle.     Educational standards are having a significant impact on e-Learning. They allow for better exchange of information among different organizations and institutions. They simplify reusing and repurposing learning materials. They give teachers the possibility of personalizing them according to the student’s background and learning speed. Thanks to these standards, off-the-shelf content can be adapted to a particular student cohort’s context and learning needs. The same course content can be presented in different languages. Overall, all the parties involved in the learning-teaching process (students, teachers and institutions) can benefit from these standards and so online education can be improved. To materialize the benefits of standards, learning resources should be structured according to these standards. Unfortunately, there is the problem that a large number of existing e-Learning materials lack the intrinsic logical structure required, and further, when they have the structure, they are not encoded as required. These problems make it virtually impossible to share these materials. This thesis addresses the following research question: How to make the best use of existing open learning resources available on the Internet by taking advantage of educational standards and specifications and thus improving content reusability?In order to answer this question, I combine different technologies, techniques and standards that make the sharing of publicly available learning resources possible in innovative ways. I developed and implemented a three-stage tool to tackle the above problem. By applying information extraction techniques and open e-Learning standards to legacy learning resources the tool has proven to improve content reusability. In so doing, it contributes to the understanding of how these technologies can be used in real scenarios and shows how online education can benefit from them. In particular, three main components were created which enable the conversion process from unstructured educational content into a standard compliant form in a systematic and automatic way. An increasing number of repositories with educational resources are available, including Wikiversity and the Massachusetts Institute of Technology OpenCourseware. Wikivesity is an open repository containing over 6,000 learning resources in several disciplines and for all age groups [1]. I used the OpenCourseWare repository to evaluate the effectiveness of my software components and ideas. The results show that it is possible to create standard compliant learning objects from the publicly available web pages, improving their searchability, interoperability and reusability

    Digital Rights Management and Consumer Acceptability: A Multi-Disciplinary Discussion of Consumer Concerns and Expectations

    The INDICARE project – the Informed Dialogue about Consumer Acceptability of DRM Solutions in Europe – has been set up to raise awareness about consumer and user issues of Digital Rights Management (DRM) solutions. One of the main goals of the INDICARE project is to contribute to the consensus-building among multiple players with heterogeneous interests in the digital environment. To promote this process and to contribute to the creation of a common level of understanding is the aim of the present report. It provides an overview of consumer concerns and expectations regarding DRMs, and discusses the findings from a social, legal, technical and business perspective. A general overview of the existing EC initiatives shows that questions of consumer acceptability of DRM have only recently begun to draw wider attention. A review of the relevant statements, studies and reports confirms that awareness of consumer concerns is still at a low level. Five major categories of concerns have been distinguished so far: (1) fair conditions of use and access to digital content, (2) privacy, (3) interoperability, (4) transparency and (5) various aspects of consumer friendliness. From the legal point of view, many of the identified issues go beyond the scope of copyright law, i.e. the field of law where DRM was traditionally discussed. Often they are a matter of general or sector-specific consumer protection law. Furthermore, it is still unclear to what extent technology and an appropriate design of technical solutions can provide an answer to some of the concerns of consumers. One goal of the technical chapter was exactly to highlight some of these technical possibilities. Finally, it is shown that consumer acceptability of DRM is important for the economic success of different business models based on DRM.     Research Evidence on the Use of Learning Analytics: Implications for Education Policy

    The evidence shows that the use of learning analytics to improve and to innovate learning and teaching in Europe is still in its infancy. The high expectations have not yet been realised. Though early adopters are already taking a lead in research and development, the evidence on practice and successful implementation is still scarce. Furthermore, though the work across Europe on learning analytics is promising, it is currently fragmented. This underlines the need for a careful build-up of research and experimentation, with both practice and policies that have a unified European vision. Therefore, the study suggests that work is needed to make links between learning analytics, the beliefs and values that underpin this field, and European priority areas for education and training 2020. As a way of guiding the discussion about further development in this area, the Action List for Learning Analytics is proposed. The Action List for Learning Analytics focuses on seven areas of activity. It outlines a set of actions for educators, researchers, developers and policymakers in which learning analytics are used to drive work in Europe’s priority areas for education and training. Strategic work should take place to ensure that each area is covered, that there is no duplication of effort, that teams are working on all actions and that their work proceeds in parallel.
