    How 5G wireless (and concomitant technologies) will revolutionize healthcare?

    The need to have equitable access to quality healthcare is enshrined in the United Nations (UN) Sustainable Development Goals (SDGs), which defines the developmental agenda of the UN for the next 15 years. In particular, the third SDG focuses on the need to “ensure healthy lives and promote well-being for all at all ages”. In this paper, we build the case that 5G wireless technology, along with concomitant emerging technologies (such as IoT, big data, artificial intelligence and machine learning), will transform global healthcare systems in the near future. Our optimism around 5G-enabled healthcare stems from a confluence of significant technical pushes that are already at play: apart from the availability of high-throughput low-latency wireless connectivity, other significant factors include the democratization of computing through cloud computing; the democratization of Artificial Intelligence (AI) and cognitive computing (e.g., IBM Watson); and the commoditization of data through crowdsourcing and digital exhaust. These technologies together can finally crack a dysfunctional healthcare system that has largely been impervious to technological innovations. We highlight the persistent deficiencies of the current healthcare system and then demonstrate how the 5G-enabled healthcare revolution can fix these deficiencies. We also highlight open technical research challenges, and potential pitfalls, that may hinder the development of such a 5G-enabled health revolution

    Medical devices are a core component of health systems, and thus required for achieving universal health coverage, and have been recognized as indispensable for health care provision in the World Health As-sembly resolution, on health technologies (WHA60.29) in 2007. These health technologies are required in screening, prevention, diagnosis, treatment, rehabilitation and palliative care, but their safe use, rational selection, assessment, effective regulation and innovation remain a very complicated challenge in all set-tings, due to the enormous diversity, lack of availability, quality, safety, appropriateness and affordability, particularly in low-resource settings. Therefore, even if important awareness has been raised in the last few years, patients still lack access to priority medical devices and thus much work has to be done by health professionals, governments, academia and industry, among many others. Following the resolution of 2007, the priority medical devices report and the success of the First WHO Global Forum on Medical Devices in Thailand in 2010, WHO became highly committed to the important work related to medical devices. New WHO tools and publications were developed and disseminated to increase awareness in the field in ministries of health, industry and academia. Several workshops and continuous capacity building in various countries and regions led to a high demand from medical device stakeholders, for a second global forum that would follow-up and expand on the topics and recommenda-tions presented previously. Accordingly, in August 2013, WHO determined to convene a Second Global Forum on Medical Devices to take place in Geneva, Switzerland, on 22-24 November 2013. The objectives of the Forum were to: (i) define methods of increasing access to priority medical devices under the Universal Health Coverage initiative; (ii) share evidence on best practices in health technology assessment, management and regulation of medical devices; (iii) demonstrate the development and use of appropriate and innovative technologies that respond to global health priorities; and (iv) present the outcomes of the implementation of the World Health Assembly resolution on health technologies (WHA60.29) and the status of actions resulting from the First Global Forum on Medical Devices..

    Patient Adoption of Smart Cards

    This paper adapts the Unified Theory of Acceptance and Use Technology Model (UTAUT) to assess the factors impacting the adoption of smart cards in Medicaid Health Home context. We contribute to the theory by including three constructs specific to smart card and health devices: (i) concern for error, (ii) sickness orientation (iii) concern for data security. Utilizing a survey design we collected responses from 116 participants who are ethnic minorities, enrolled in a Medicaid Health Home program or from a high-risk population. We developed a conceptual model and an instrument to measure the patient’s likelihood to use the smart card. The concern for error, social influence and sickness orientation significantly impact the likelihood to use the smart card. Our results show that patients are more concerned about prevention of errors as compared to security breaches

    Modeling the Adoption of Identification Standards Within the Healthcare Supply Chain

    The adoption of identification standards and its associated technology in the healthcare supply chain has been slow over the past twenty five years, despite the evidence of the benefits that can be achieved. The widespread use of identification standards in the form of barcode labeled medical products can contribute to the reduction of point of care errors and can increase the efficiency of healthcare supply chain related processes. This research is focused on the analysis of the adoption of identification standards in the healthcare supply chain with a particular focus on the healthcare provider adoption challenges. The research is divided into two phases. The first phase develops an extensive literature review on technology adoption with a particular focus on data standards. This adoption process is compared with the adoption of Electronic Health Records (EHR) and Electronic Data Interchange (EDI); main conclusions from the identification standards literature are presented, and a conceptual model to explain the identification-standards adoption process is proposed. The second phase proposes a model for identification standards adoption using a system dynamics modeling approach. The model builds on previous findings associated to the factors affecting identification standards adoption and relates the specific elements to the adoption rate via a causal loop diagram (CLD). The model is formulated in two stages. In the first stage, the Bass Diffusion Model (BDM) of technology adoption is adapted to simulate the adoption of identification standards supporting technologies. The second stage uses most of the factors defined in the CLD to develop a simulation model. A sensitivity analysis identifies relevant model parameters that facilitated the design of interventions to move the adoption process forward. Finally, the effects of some possible interventions are simulated using the validated model. The model provides an illustration of the use of system dynamics models and diffusion theory to understand an important policy problem reported in the literature and not yet solved. Also this research informs real world practitioners and the academic community on issues like the lack of data and other challenging aspects of empirical research that can be addressed with the proposed model and methodology

The Armenian EyeCare Project (AECP) is addressing this through a network of regional and subspecialty ophthalmological clinics, but current data collection, storage and sharing methods are inadequate. With the organization’s input we conducted focused research to determine current state and best practices, and synthesized this information to develop recommendations and implementation plans for Electronic Medical Record and teleconsultation systems which would improve data sharing for better patient care
