    A New Theory of Economic Systems and Its Application to Economic Policy Studies

    The basics of a new theory of economic systems are proposed in this article as a fundamental synthetic field of economics. This theory proposes to unify a description of economic phenomena usually studied by different areas of economics: economic agents, i.e., legal and physical entities, formal and informal institutions, economic processes, and projects. A basic classification of economic systems is developed, their key functions are defined, and the need for power parity of the basic types of economic systems is proved. The results obtained are used to classify the types of national economic policy and elaborate measures aimed at preventing crisis phenomena and building a well-balanced economy.

    Collective neutrino flavor conversion: Recent developments

    Neutrino flavor evolution in core-collapse supernovae, neutron-star mergers, or the early universe is dominated by neutrino-neutrino refraction, often spawning "self-induced flavor conversion", i.e., shuffling of flavor among momentum modes. This effect is driven by collective run-away modes of the coupled "flavor oscillators" and can spontaneously break the initial symmetries such as axial symmetry, homogeneity, isotropy, and even stationarity. Moreover, the growth rates of unstable modes can be of the order of the neutrino-neutrino interaction energy instead of the much smaller vacuum oscillation frequency: self-induced flavor conversion does not always require neutrino masses. We illustrate these newly found phenomena in terms of simple toy models. What happens in realistic astrophysical settings is up to speculation at present.Comment: 16 pages, 3 figure

    Evolutionary models and the normative significance of stability

    Many have expected that understanding the evolution of norms should, in some way, bear on our first-order normative outlook: How norms evolve should shape which norms we accept. But recent philosophy has not done much to shore up this expectation. Most existing discussions of evolution and norms either jump headlong into the is/ought gap or else target meta-ethical issues, such as the objectivity of norms. My aim in this paper is to sketch a different way in which evolutionary considerations can feed into normative thinking—focusing on stability. I will discuss two forms of argument that utilize information about social stability drawn from evolutionary models, and employs it to assess claims in political philosophy. One such argument treats stability as feature of social states that may be taken into account alongside other features. The other uses stability as a constraint on the realization of social ideals, via a version of the ought-implies-can maxim. These forms of argument are not new; indeed they have a history going back at least to early modern philosophy. But their marriage with evolutionary information is relatively recent, has a significantly novel character, and has received little attention in recent moral and political philosophy

    Reframing Turnover/Personality Research in the Context of the Attraction-Selection-Attrition Hypothesis

    This paper re-examines data originally reported by Cowan & Dreher (1983) in their examination of personality correlates of turnover among managerial, professional, and technical employees. It is intended to reframe the relationship between personality and turnover in light of recent attention on the attraction-selection-attrition hypothesis and to make the results of the original study more accessable to those studying these issues. Results show no relationship between homogeneity based on personality dimensions measured by the Guilford-Zimmerman Temperament Survey (GZTS) and attrition from the organization. Therefore, no support can be offered for the homogeneity hypothesis. Based on these and other failures to find significant relationships between personality dimensions and homogeneity, we suggest that future research about the causes and effects of homogeneity should be based on research that delineates the domain of organizational fit

    Climate coalitions: a theoretical and computational appraisal

    Using an updated version of the CWS model (introduced by Eyckmans and Tulkens in Resource and Energy Economics 2003), this paper intends to evaluate with numbers the respective merits of two competing notions of coalition stability in the standard global public goods model as customarily applied to the climate change problem. After a reminder of the model structure and of the definition of the two game theoretical stability notions involved namely, core stability and internal-external stability, the former property is shown to hold for the grand coalition in the CWS model only if resource transfers of a specific form between countries are introduced. It is further shown that while the latter property holds neither for the grand coalition nor for most large coalitions, it is nevertheless verified in a weak sense that involves transfers (dubbed "potential internal stability") for most small coalitions. The reason for this difference is brought to light, namely the differing rationale that inspires the transfers in either case. Finally, it is shown that the stable coalitions that perform best (in terms of carbon concentration and global welfare) always are composed of both industrialized and developing countries.     Balance of power, democracy and development: Armenia in the South Caucasian regional security complex

    Since 1991, three regional security complexes have emerged on the Eurasian geopolitical extension if the former Soviet Union in Europe, Central Asia and the South Caucasus. The pattern of enmity/amity, well as the nature of a regional security complex (RSC), created the structural context of each of the above-mentioned complex. In addition to the crucial factor of “foreign penetration, ” the process of state building including the transition from Communism to democratic rule and free-market economy played a central role in the formation of the new Eurasian regional security complexes. This essay uses the RSC analytical framework to look closely to the interactions between the three South Caucasian republics. It sustains that the dominant patterns in South Caucasus are those of rivalry and enmity. Foreign penetration, on the other hand, is high. Relations of balance of power, hence, would characterize the South Caucasian Regional Security Complex. How in conditions of a balance-of-power situation is possible development? What are the dilemmas to confront? What role does democracy plays in maximizing development in a balance-of-power situation?     Since the issuance of a federal mandate in 2010 requiring federal government agencies in the United States of America to immediately shift to a “Cloud First” policy, agencies have struggled to adopt cloud computing. Previous research has examined hindrances to cloud computing adoption across industries in the private sector (Raza et al., 2015, Park and Ryoo, 2012, and Bhattacherjee and Park, 2012). While this research provides important insights on cloud computing adoption in the private sector, it devotes scant attention to challenges of cloud computing adoption in the federal government. This study seeks to fill this gap by examining the roles of Top Management Support and Information Security Awareness on cloud computing implementation success in the federal government.
