    A Management Maturity Model (MMM) for project-based organisational performance assessment

    Common sense suggests that organisations are more likely to deliver successful projects if they have systems in place that reflect a mature project environment based on a culture of continuous improvement. This paper develops and discusses a Management Maturity Model (MMM) to assess the maturity of project management organisations through a customisable, systematic, strategic and practical methodology inspired from the seminal work of Darwin, Deming, Drucker and Daniel. The model presented is relevant to organisations, such as construction and engineering companies, that prefer to use the Project Management Body of Knowledge (PMBOK™ Guide) published by the Project Management Institute (PMI), but without the disadvantages of excessive time and cost commitments and a ‘one size fits all’ approach linked to rigid increments of maturity. It offers a game-changing advance in the application of project-based organisational performance assessment compared to existing market solutions that are unnecessarily complex.     Developing Socially-Constructed Quality Metrics in Agile: A Multi-Faceted Perspective

    This research proposes development of socially-constructed metrics for quality assessment and improvement in Agile Software Development (ASD) projects. The first phase of our research includes an extensive literature review, which indicates that traditional (outcome-focused) metrics that evaluate quality are not directly transferable to adaptive, ASD projects. We then conduct semi-structured interviews confirming the necessity of considering people and process aspects for quality considerations in agile. We propose three dimensions for composite metrics in ASD, namely, (1) evidence (2) expectation and (3) critical evaluation. This combines quantitative and qualitative information drawn from people, process, and outcome-related factors. The proposed model allows ASD teams to concurrently conduct quality assessment and improvement during their projects, producing innovative metrics, adhering to the core principles of the agile manifesto. In our next research stage, this reference model will be tested and validated in practice

    An evolutionary software project management maturity model for developing countries

    The evidence of project management is known for centuries as can be observed from the construction of the pyramids of Egypt and the Great Wall of China. In the modern age, project-based approaches are increasingly being adopted in almost all areas of product development. Project management has emerged as a specialised discipline since the importance of completing projects within time, cost and quality constraints is crucial for organisations to continue to survive in the competitive world. Project Management, in general, has been developed under the assumption of economic, political, cultural and social rationality. Little is known about indigenous project management in developing countries. The concepts and principles put forward in Western/European countries have been applied to developing countries without much prior studies. Developing nations are struggling constantly to maintain their projects within the constraints of time, cost and quality. Software development companies have found it difficult to adopt methodologies/models/standards that have shown evidence of success in the developed world. This thesis comprises the study of software project management in developing countries. Mauritius, as an instance of developing countries, with problems related to social, economic, cultural and political conditions are discussed. However, these conditions differ from country to country. It is believed that adjustments are required in a software project management framework to fit the requirements of a country. An evolutionary software project management maturity model is proposed for managing software development in developing countries. This model adopts an evolutionary approach, whereby areas of interest (called key process areas) progressively attain maturity. Three levels of maturity are defined along with key process areas that are applicable over all the maturity levels (called the i continuous process improvement group of KPAs). The model is also applied to two software projects in Mauritius to test its effectiveness. Given the studies carried out and its successful application to the Mauritian context, this model for software project management is expected to contribute towards a higher software project success rate.     Organisational sustainability readiness: a model and assessment tool for manufacturing companies

    Manufacturing plays a major role in the economic and social development of society, yet this often comes at a high environmental cost. Despite great advances in our understanding of sustainability issues and solutions developed to tackle this challenge, current production and consumption models are still largely unsustainable. Strong industrial actions are required to move towards safer and cleaner practices respectful of the planetary boundaries. This paper puts forward a novel approach for top and middle management in manufacturing companies to build capabilities for sustainable manufacturing by assessing their organisational sustainability readiness. The proposed model and tool for organisational sustainability readiness were developed based on themes emerging from empirical data collected via interviews and focus groups in six companies. The resulting themes were consolidated and validated with relevant literature to create four levels of readiness, displaying a crescendo of operations management practices on the shop floor that positively affect sustainability performance. Finally, an industrial application was used to further validate the tool and demonstrate how it can help companies develop a roadmap for a more sustainable manufacturing industry

    Proceedings of the 1st international workshop on software process education, training and professionalism (SPETP 2015)

    These Proceedings contain the papers accepted for publication and presentation at the first 1st International Workshop on Software Process Education, Training and Professionalism (SPETP 2015) held in conjunction with the 15th International Conference on Software Process Improvement and Capability dEtermination (SPICE 2015), Gothenburg, Sweden, during June 15-17, 2015. During the 14th International Conference on Software Process Improvement and Capability dEtermination (SPICE 2014) held in Vilnius, Lithuania, at a post conference dinner, a group of key individuals from education and industry started to discuss the challenges faced for software process education, training and professionalism, especially with the background of the new modes of learning and teaching in higher education. Further discussions held post conference with key players in the relevant professional and personal certification fields led to a consensus that it is time for the industry to rise to the new challenges and set out in a manifesto a common vision for educators and trainers together with a set of recommendations to address the challenges faced. It was therefore agreed co-located the 1st International Workshop on Software Process Education, Training and Professionalism with the 15th International Conference on Software Process Improvement and Capability dEtermination. This workshop focused on the new challenges for and best practices in software process education, training and professionalism. The foundation for learning of software process should be part of a university or college education however software process is often treated as ‘add one’ module to the core curriculum. In a professional context, whilst there have been a number of initiatives focused on the certification related to the software process professional these have had little success for numerous reasons. Cooperation in education between industry, academia and professional bodies is paramount, together with the recognition of how the education world is changing and how education is resourced, delivered (with online and open learning) and taken up. Over the next 10 years on-line learning is projected to grow fifteen fold, accounting for 30% of all education provision, according to the recent report to the European Commission on New modes of learning and teaching in higher education. It is a great pleasure to see the varied contributions to this 1st International Workshop on Software Process Education, Training and Professionalism and we hope that our joint dedication, passion and innovation will lead to success for the profession through the publication of the manifesto as a key outcome from the workshop. On behalf of the SPETP 2015 conference Organizing Committee, we would like to thank all participants.     Project Management Maturity in Local Government

    Local Governments across NSW once again face the threat of forced amalgamations under the NSW State Governments Fit for the Future reforms package. Increased pressure from communities to deliver services, coupled with a future of reduced financial assistance from State Government has challenged the sector to improve their performance. For many Councils this is a paradigm shift from an ad hoc approach of project delivery toward organisational maturity. In order to do this Local Government practitioners must improve their Project Management practices to deliver projects that are environmentally and financially sustainable, with improved quality, lower risks and maintaining the balance of community needs and desires. This paper examines the current Project Management Maturity of the sector in the adoption of project management frameworks and practices. The research provides an initial benchmark of Councils practices and defines common strengths and weakness by comparing organisations within the sector. This research, participated in by project officers across 50 Councils, demonstrates that in most instances some form of project management is conducted but that there is little standardisation within or across organisations. The research is based on the Project Management Body of Knowledge (PMBOK) and assesses maturity in areas such as Project Scoping to Cost Management - some being found more mature than others across the sector. On the whole, the sector averages little more than level 2 of 5 in the adopted maturity scale. Procurement management has been found to be the most mature with other relative strengths in Time, Cost and Risk management. Quality, Human Resourcing and Communications management have been found as a weaknesses across the sector. The root cause for such results is currently speculative and will be the subject of further research. With regular benchmarking and analysis it is hoped that improvement can be realised across the sector and a Council-specific project management body of knowledge can be formed.
