    With a Little Help from My Friends: Ministerial Alignment and Public Spending Composition in Parliamentary Democracies. LEQS Paper No. 133/2018 April 2018

    The determinants of public spending composition have been studied from three broad perspectives in the scholarly literature: functional economic pressures, institutional constraints and party-political determinants. This paper engages with the third perspective by placing intra-governmental dynamics in the center of the analysis. Building on the portfolio allocation approach in the coalition formation literature and the common pool perspective in public budgeting, I argue that spending ministers with party-political backing from the Finance Minister or the Prime Minister are in a privileged positon to obtain extra funding for their policy jurisdictions compared to their colleagues without such support or without any partisan affiliation (non-partisan ministers). I test these propositions via a system of equations on six spending categories using seemingly unrelated regressions on a panel of 32 parliamentary democracies over two decades and offer largely supportive empirical evidence. With the exception of education, I provide evidence that budget shares accruing to key spending departments reflect this party-political logic of spending outcomes. In addition to the econometric results, I also illustrate the impact of ministerial alignment by short qualitative accounts from selected country cases

    Computational Intelligence Inspired Data Delivery for Vehicle-to-Roadside Communications

    We propose a vehicle-to-roadside communication protocol based on distributed clustering where a coalitional game approach is used to stimulate the vehicles to join a cluster, and a fuzzy logic algorithm is employed to generate stable clusters by considering multiple metrics of vehicle velocity, moving pattern, and signal qualities between vehicles. A reinforcement learning algorithm with game theory based reward allocation is employed to guide each vehicle to select the route that can maximize the whole network performance. The protocol is integrated with a multi-hop data delivery virtualization scheme that works on the top of the transport layer and provides high performance for multi-hop end-to-end data transmissions. We conduct realistic computer simulations to show the performance advantage of the protocol over other approaches

    In order to press maximal cognitive benefit from their social, technological and informational environments, military coalitions need to understand how best to exploit available information assets as well as how best to organize their socially-distributed information processing activities. The International Technology Alliance (ITA) program is beginning to address the challenges associated with enhanced cognition in military coalition environments by integrating a variety of research and development efforts. In particular, research in one component of the ITA ('Project 4: Shared Understanding and Information Exploitation') is seeking to develop capabilities that enable military coalitions to better exploit and distribute networked information assets in the service of collective cognitive outcomes (e.g. improved decision-making). In this paper, we provide an overview of the various research activities in Project 4. We also show how these research activities complement one another in terms of supporting coalition-based collective cognition

    Situation awareness and ability in coalitions

    This paper proposes a discussion on the formal links between the Situation Calculus and the semantics of interpreted systems as far as they relate to Higher-Level Information Fusion tasks. Among these tasks Situation Analysis require to be able to reason about the decision processes of coalitions. Indeed in higher levels of information fusion, one not only need to know that a certain proposition is true (or that it has a certain numerical measure attached), but rather needs to model the circumstances under which this validity holds as well as agents' properties and constraints. In a previous paper the authors have proposed to use the Interpreted System semantics as a potential candidate for the unification of all levels of information fusion. In the present work we show how the proposed framework allow to bind reasoning about courses of action and Situation Awareness. We propose in this paper a (1) model of coalition, (2) a model of ability in the situation calculus language and (3) a model of situation awareness in the interpreted systems semantics. Combining the advantages of both Situation Calculus and the Interpreted Systems semantics, we show how the Situation Calculus can be framed into the Interpreted Systems semantics. We illustrate on the example of RAP compilation in a coalition context, how ability and situation awareness interact and what benefit is gained. Finally, we conclude this study with a discussion on possible future works

    The main goal of the three-year Boston Girls' Sports & Physical Activity Project (BGSPAP) was to create an integrated and sustainable network of community-based programs that use sports and physical activity to favorably influence the physical, psychological, and social development of urban girls. The BGSPAP aimed to provide economically disadvantaged urban girls with opportunities to participate in sports and physical activity. The BGSPAP also aspired to upgrade sports and physical activity programming for girls in order to overcome gender biases built into the Boston schools and community programs. The number and quality of sports and exercise programs for Boston girls were not at par with those of Boston boys

    The logic of party coalitions with political activism and public financing

    This paper presents a model of party coalition formation between policy- motivated activists and office-seeking opportunists. In this framework, I con- sider how changes in party valence and public financing of political parties shape the equilibrium inside coalitions. Results show that, in equilibrium, op- portunists and activists have the same marginal rate of substitution between policy position and activists'contribution. An asymmetric worsening of one party's valence leads to divergence of its policy platform and a higher degree of activism. Furthermore, public financing of political parties drives activism or idealism out of politics. As a consequence, public financing is an important policy instrument to regulate the trade-o¤ between the degree of activism in politics and the independence of political parties from lobbying.activists, idealism, lobbyists, coalition formation, Nash bargaining, party valence, polarization.

In order to cope with the disturbances and uncertainties that characterise the current business scenarios faced by manufacturing companies, the capability of their shop floors needs to be improved quickly, such that these shop floors may be adapted, changed or become easily modifiable (shop floor reengineering). One of the critical elements in any shop floor reengineering process is the way the control/supervision architecture is changed or modified to accommodate for the new process and equipment.     What is a Good Plan? Cultural Variations in Expert Planners’ Concepts of Plan Quality

    This article presents the results of a field research study examining commonalities and differences between American and British operational planners’ mental models of planning. We conducted Cultural Network Analysis (CNA) interviews with 14 experienced operational planners in the US and UK. Our results demonstrate the existence of fundamental differences between the way American and British expert planners conceive of a high quality plan. Our results revealed that the American planners’ model focused on specification of action to achieve synchronization, providing little autonomy at the level of execution, and included the belief that increasing contingencies reduces risk. The British planners’ model stressed the internal coherence of the plan, to support shared situational awareness and thereby flexibility at the level of execution. The British model also emphasized the belief that reducing the number of assumptions decreases risk. Overall, the American ideal plan serves a controlling function, whereas the British ideal plan supports an enabling function. Interestingly, both the US and UK would view the other’s ideal plan as riskier than their own. The implications of cultural models of plans and planning are described for establishing performance measures and designing systems to support multinational planning teams
