    Improving higher education performance increases competitiveness and customer satisfaction. The purpose of this research is to design a Total Quality Management (TQM) planning model to increase higher education performance and competitiveness. The focus of this research are the formulation of strategic planning for the implementation of TQM, the formulation of the operational planning, the application of the quality management, and the system of quality control in private higher education. The results of this this research is demonstrates that a national standard and a quality assurance system for higher education are used as the basis for the formulation of a quality management strategy. The formulation of TQM planning model was directed by ISO 9001 instrument, the accreditation form of The National Accreditation Board for Higher Education, and The Independent Accreditation Institution. The significant components in the implementation of TQM planning model are: a quality assurance instrument and the implementation of quality management actors, an understanding of quality management by all parties in higher education, benchmarking, education and training in quality management, leadership, reward and punishment, evaluation process, and an Integrated Management Information System.     Managing the enactment of an internal quality assurance system requires the proper implementation of internal quality assurance to ensure the quality of Higher Education. The global challenges and dynamics of the development of information technology make Indonesian universities somewhat under pressure. higher education institutions are required to be able to handle changes, both internally and externally, to further strengthen the quality of the learning process. For this reason internal quality assurance plays an intense role in education services. The quality policy of the internal quality assurance system describes an explanation of how a university understands, designs and implements their internal quality assurance system in the provision of higher education services to build, manage and maintain a quality culture. In these documents there is an explanation of backgrounds, objectives, and strategies, to improve the quality in every done task. In the global era, the nature of day-to-day operations tends to get more sophisticated and complex, therefore the internal quality assurance system must be supported by an integrated system in internal processes using information technology such as Document Management Control. Create quality holistic cycles that work best with the uniqueness of the institution itself.     The Existence of Integrated Service Units in Improving Management and Public Services Quality at Universities in Indonesia

    The study aims to analyze and gather information about the implementation of an Integrated Service Unit (ULT) to improve quality management and service quality at universities in Indonesia. The context for this research is the highly competitive and tight competition for quality management and public service quality among universities in the last decade. In response to the low quality of higher education administration services in Indonesia, the concept of service bureaucratic reform led to the establishment of Integrated Service Units. The research type is library research or literature review, where the researchers rely on existing literature to gather data. The research follows a descriptive qualitative approach with observation tools to analyze the existence of Integrated Service Units that have a high presence in the world of university administration services and have received awards or appreciation from the government. The results of the research indicate that the services implemented by the Integrated Service Units have quality management and service quality that adhere to established standards and principles of public service. The infrastructure of the service system is built using an electronic-based service system (SPBE). The activities are carried out in an integrated manner and are closely connected with other work units to provide cross-unit services in the university or faculty.     Quality Management System Admin Module Development: A Study in the Department of Computer Science

    Elevating the quality of learning is central to ensuring academic programs align with national standards. One crucial aspect of this process is the semester-based learning planning. Traditionally, the Department of Computer Science orchestrates this planning by creating separate documents for various data points, including courses, CPL (Graduate Learning Outcomes), and CPMK (Course Learning Outcomes), which are then integrated into the RPS (Semester Learning Plan) document each term. This study seeks a solution to enhance the efficiency of such data management through the development of an admin module. The system, designed using the Rapid Test Development (RAD) approach and the Laravel framework, offers a more effective data management solution, subsequently elevating the pedagogical quality of the Department of Computer Science. In conclusion, an integrated approach to data management can make a significant contribution to educational quality. Through this research, the scholarly contribution provided is the introduction of a systematic model in educational data management to boost the efficiency and effectiveness of the learning process in higher education institution

    Assessment and accreditation processes: Contribution to improve a quality assurance system of higher education in Portugal

    The purpose of this paper is to contribute to the assessment and accreditation process of the Master in Integrated Management Systems (MIMS) offered by the Technology and Management Higher School of the Polytechnic Institute of Guarda (Portugal), in the past, now and in the future. In Portugal, the Agency for Assessment and Accreditation of Higher Education (hereinafter referred to as the A3ES) is the institution that has as mission to contribute to improving the quality of Portuguese higher education, through the accreditation and assessment processes of higher education institutions (HEI), in general, and their study programmes, in particular, ensuring the integration of Portugal in the European quality assurance system of higher education. The methodology of the paper takes the form of an editorial review and argument, based on the MIMS study programme undergone a formal assessment and accreditation process by an External Assessment Team, including foreign experts, who visited the HEI in order to produce a report supporting the resolutions of the assessment and accreditation process, ensuring the assessment of the study programmes quality. Thus, the paper evaluate the impact of main principles of the assessment and accreditation process: specificity of the Technology and Management Higher School of the Polytechnic Institute of Guarda and the type of teaching/learning; all stakeholders are asked to participate and their contribution is taken on board; and self-evaluation is a key element in the process. The paper provides an empirical research based on information to scholars in the interdisciplinary social field of research about the assessment and accreditation process of study programmes to ensure the integration of Portugal in the European quality assurance system of higher education. Indeed, the results of the paper prove that the MIMS programme is designed to train senior staff in integrated management systems, such as: Environment (ISO 14000), Quality (ISO 9000), Occupational Safety and Health (OHSAS 18000) and Social Responsibility (SA 8000; NP 4469-1). The students get the knowledge and skills, techniques and scientific information, necessary for develop the professional activity in these areas, and strengthen the capacity of analysis, planning, implementation and management control, individually or integrated, these systems, both mandatory (legally) as a volunteer. Other result show that the Master’s degree meets what is defined on the mission of the HEI, which is “to train highly skilled professionals with an entrepreneurial spirit and solid humanist bases, and contribute to the cultural, social and economic development of the region and the country through quality service training, supported by academic programmes with an appropriate educational model based on competence”. Another result of the paper demonstrate that the A3es have produce a positive report of the assessment process which had contribute to the highly skilled training that Technology and Management Higher School of the Polytechnic Institute of Guarda aspires by helping students to differentiate them from the market and be recognized for its contribution to regional development by economic and social promotion, as well as, the competence in the training it offers

    Innovative evaluation process in higher education system is required to gauge the knowledge and skills acquired at various levels of the programmes. As part of imparting quality higher education for undergraduate and post graduate students, Srinivas Institute of Management Studies (SIMS) developed an education service model for integrated academic support. Backed by the presumption that evaluation is the essence of examination and examination is vital to assessment, the college has instituted a wide range of evaluation processes which runs parallel to curriculum delivery. In this paper, we have analysed the strategies followed by Srinivas Institute of Management Studies, which is affiliated to Mangalore University for ensuring transparency in evaluation and undertaking reforms to strengthen it. The paper discusses details on the major evaluation reforms of the university that the institution has adopted, and the reforms initiated by the institution on its own, details on some of the formative and summative evaluation approaches adopted to measure student achievement which have positively impacted the system, details on the significant improvements made in ensuring rigor and transparency in the internal assessment and weightages assigned, for the overall development of students. The graduate attributes specified by the college/affiliating university and the institutional effort to ensure the attainment of these by the students, and details of the mechanisms for redressal of grievances with reference to evaluation both at the college and University level are also analysed

    The theoretical aspects of information technology in the management of higher education institution have been revealed in the article. General trend of informatization of education, including higher education have been shown. Priority areas for its implementation and design management have been reveals. The attention on creating educational space information on implementation in higher education methods, means of information and communication technology and computer technology-oriented activities. The peculiarities of information management, information resources and information management technologies. The development of information management systems linked to the organization of data and knowledge consistent to their development of integrated automated control systems of higher education institution. Thesis there is determined directions of introduction of ICT in the management of the institution, including the provision of opportunities for future professionals of education using ICT during training. In particular, the provision of computer and information literacy, primarily through the establishment of the education system, including higher education, focused on the use of new information and communication technologies in the formation of fully developed personality. Focused on creating the conditions for computer and information literacy of all employees of university, a system of motivations regarding the implementation and use of ICT to create broad demand for such technologies in the training. along with technological aspect of information institutions of higher education, program implementation is impossible without a developed system of information services. An important role in this process is played by universities information sites. They have to become not only sources of information about the activities of the institution, but also a means of communication and integration in the information space. Oriented well as the formation of information culture of students; creating new and additional conditions for improving the quality of education; development of new forms of education and learning technologies based on ICT; of automated control systems at all organizational levels of the education system and at different types of schools; enhance coordination, efficiency and manageability, providing extraterritoriality and internationalization sciences research. Показано загальні тенденції інформатизації освіти, в тому числі вищої. Розкрито пріоритетні напрями її реалізації та проектування системи управління. Акцентовано на створенні інформаційного освітнього простору по впровадженню у вищому навчальному закладі методів, засобів інформаційно-комунікаційних технологій та комп’ютерно-орієнтованих технологій діяльності. Висвітлено особливості розвитку інформаційного менеджменту, інформаційних ресурсів та інформаційно-управлінських технологій. Виокремлено напрями впровадження інформаційно-комунікаційних технологій в управлінні навчальним закладом, зокрема надання майбутнім фахівцям можливостей здобуття освіти з використанням ІКТ під час професійної підготовки.
