    A virtual environment to support the distributed design of large made-to-order products

    An overview of a virtual design environment (virtual platform) developed as part of the European Commission funded VRShips-ROPAX (VRS) project is presented. The main objectives for the development of the virtual platform are described, followed by the discussion of the techniques chosen to address the objectives, and finally a description of a use-case for the platform. Whilst the focus of the VRS virtual platform was to facilitate the design of ROPAX (roll-on passengers and cargo) vessels, the components within the platform are entirely generic and may be applied to the distributed design of any type of vessel, or other complex made-to-order products

    Ecosystem Approach to Fisheries and Aquaculture: Implementing the FAO Code of Conduct for Responsible Fisheries

    This publication provides guidance on how to implement the FAO Code of Conduct for Responsible Fisheries (CCRF) using an ecosystem approach to fisheries and aquaculture. The CCRF is a voluntary code covering all aspects of the management and development of fisheries and is designed to ensure sustainable development without adversely affecting the livelihoods of local communities that share the same resources as the fisheries. The authors outline the basic principles of the CCRF, describe concrete steps to be taken to use the ecosystem approach effectively, and recommend certain institutional changes and reforms that will be necessary if the potential of the ecosystem approach is to be realized in the Asia-Pacific region. The most significant reform needed is a paradigm shift in policy from one that is production oriented to one that is benefits oriented (social and economic). There is evidence that this is already being undertaken in the region with efforts being made to limit access, reduce the number of fishing vessels and introduce community-based rights systems. Stakeholder participation is essential and existing legal instruments and practices that interact with or impact fisheries may also need to be reconsidered, and adjustments made where necessary. In the future, it may even be necessary to regulate the inter-sectoral interactions and impacts through primary legislation. To promote broader adoption and implementation of the ecosystem approach by member countries, a wide range of regional activities is suggested by the authors including a media campaign, the building of fishery alliances among countries and capacity building in fishery agencies

This is illustrated within the successfully completed Virtual Reality Ship (VRS) virtual platform, and the challenges are discussed further within the NECTISE, SAFEDOR and VIRTUE projects

    A survey of fuzzy control for stabilized platforms

    This paper focusses on the application of fuzzy control techniques (fuzzy type-1 and type-2) and their hybrid forms (Hybrid adaptive fuzzy controller and fuzzy-PID controller) in the area of stabilized platforms. It represents an attempt to cover the basic principles and concepts of fuzzy control in stabilization and position control, with an outline of a number of recent applications used in advanced control of stabilized platform. Overall, in this survey we will make some comparisons with the classical control techniques such us PID control to demonstrate the advantages and disadvantages of the application of fuzzy control techniques

    An overview of the VRS virtual platform

    This paper provides an overview of the development of the virtual platform within the European Commission funded VRShips-ROPAX (VRS) project. This project is a major collaboration of approximately 40 industrial, regulatory, consultancy and academic partners with the objective of producing two novel platforms. A physical platform will be designed and produced representing a scale model of a novel ROPAX vessel with the following criteria: 2000 passengers; 400 cabins; 2000 nautical mile range, and a service speed of 38 knots. The aim of the virtual platform is to demonstrate that vessels may be designed to meet these criteria, which was not previously possible using individual tools and conventional design approaches. To achieve this objective requires the integration of design and simulation tools representing concept, embodiment, detail, production, and operation life-phases into the virtual platform, to enable distributed design activity to be undertaken. The main objectives for the development of the virtual platform are described, followed by the discussion of the techniques chosen to address the objectives, and finally a description of a use-case for the platform.     Use of magnetic resonance angiography to select candidates with recently symptomatic carotid stenosis for surgery: systematic review

    Objective To determine if sufficient evidence exists to support the use of magnetic resonance angiography as a means of selecting patients with recently symptomatic high grade carotid stenosis for surgery. Design Systematic review of published research on the diagnostic performance of magnetic resonance angiography, 1990-9. Main outcome measures Performance characteristics of diagnostic test. Results 126 potentially relevant articles were identified, but many articles failed to examine die performance of magnetic resonance angiography as a diagnostic test at the surgical decision thresholds used in major clinical trials on endarterectomy. 26 articles were included in a meta-analysis that showed a maximal joint sensitivity and specificity of 99% (95% confidence interval 98% to 100%) for identifying 70-99% stenosis and 90% (81% to 99%) for identifying 50-99% stenosis. Only four articles evaluated contrast enhanced magnetic resonance angiography. Conclusions Magnetic resonance angiography is accurate for selecting patients for carotid endarterectomy at the surgical decision thresholds established in the major endarterectomy trials, but the evidence is not very robust because of the heterogeneity of the studies included. Research is to determine the diagnostic performance of the most recent developments in magnetic resonance angiography, including contrast enhanced techniques, as well as to assess the impact of magnetic resonance angiography on surgical decision making and outcomes

    A REVIEW OF APPLICATIONS OF MULTIPLE - CRITERIA DECISION-MAKING TECHNIQUES TO FISHERIES

    Management of public resources, such as fisheries, is a complex task. Society, in general, has a number of goals that it hopes to achieve from the use of public resources. These include conservation, economic, and social objectives. However, these objectives often conflict, due to the varying opinions of the many stakeholders. It would appear that the techniques available in the field of multiple-criteria decision-making (MCDM) are well suited to the analysis and determination of fisheries management regimes. However, to date, relatively few publications exist using such MCDM methods compared to other applicational fields, such as forestry, agriculture, and finance. This paper reviews MCDM applied to fishery management by providing an overview of the research published to date.
