    Cybernetics’s Reflexive Turns

    In the history of cybernetics there have been several attempts by cyberneticians to put themselves into the circularities of their theories and designs, invoking a shift from the cybernetics of mechanisms to a cybernetics of cybernetics. The latter is the title of a book chapter by Margaret Mead (1968) and of Heinz von Foerster’s (1974) edited compilation of articles on cybernetics. Foerster introduced the concept of second-order cybernetics which may have overshadowed or sidelined other reflexivities. I am attempting to recover four reflexive turns, describe their origin, implications, and suggest ways in which they continue what Karl Müller (2007) calls an unfinished revolution. These turns are not discussed here in their historical succession but as conceptual expansions of cybernetics

    Design research as a variety of second-order Cybernetic practice

    > Context • The relationship between design and science has shifted over recent decades. One bridge between the two is cybernetics, which offers perspectives on both in terms of their practice. From around 1980 onwards, drawing on ideas from cybernetics, Glanville has suggested that rather than apply science to design, it makes more sense to understand science as a form of design activity, reversing the more usual hierarchy between the two. I return to review this argument here, in the context of recent discussions in this journal regarding second-order science (SOS). > Problem • Despite numerous connections to practice, second-order cybernetics (SOC) has tended to be associated with theory. As a result, SOC is perceived as separate to the more tangible aspects of earlier cybernetics in a way that obscures both the continuity between the two and also current opportunities for developing the field. > Method • I review Glanville's understanding of design, and particularly his account of scientific research as a designlike activity, placing this within the context of the shifting relation between science and design during the development of SOC, with reference to the work of Rittel and Feyerabend. Through this, I summarise significant parallels and overlaps between SOC and the contemporary concerns of design research. > Results • I suggest that we can see design research not just as a field influenced by cybernetics but as a form of SOC practice even where cybernetics is not explicitly referenced. > Implications • Given this, design research offers much to cybernetics as an important example of SOC that is both outward looking and practice based. As such, it bridges the gap between SOC and the more tangible legacy of earlier cybernetics, while also suggesting connections to contemporary concerns in this journal with SOS in terms of researching research. > Constructivist content • By suggesting that we see design research as an example of SOC, I develop connections between constructivism and practice

    The ethics of ethics and the ethics of architecture

    In designing architecture we put forward ways in which to live, enabling particular patterns of living while limiting other possibilities. In this sense architecture has a normative function and can be compared to the way that ethical theories and moral codes purport to guide us on how to live. Given this, I suggest that ethical reflection about how we design—and in particular about how we constitute the relationship between designers and those they design for—can be used to help formulate ethical questions regarding how we speak and reason about ethics itself. Recognising Heinz von Foerster’s criticisms of moral codes as an instance of this, I use the example of designing architecture to challenge and extend von Foerster’s position, suggesting the recursive application of ethics to its own discourse

    Becoming Eco-Logical With Second-Order Systems Theory: Sustainability In Re-Organization Of Economies And Food Systems

    Ecological Economics has emerged across disciplines, and has begun to disentangle, not only the relationship between biophysical earth systems and economic activity, but also, fundamental relationships between objectivity, power, value, ethics, perspective and purpose. In part, this thesis represents an effort to illustrate basic transdisciplinary concepts necessary for understanding the project of Ecological Economics. At present, Ecological Economics is challenged by a seemingly infinite number of available considerations, with a relatively narrow repertoire of impactful mechanisms of control. Given this, it is apparent that the application of Cybernetics to Ecological Economics might provide insights. Cybernetics can help to lend concise language to manners for implementing control and also help to navigate the paradoxes which arise for self- regulating systems. While Cybernetics played an early role in the formulation of the relationship between the economy and an environment with available energy, second- order cybernetics can help to formulate the autonomy of Ecological Economics as a self-regulating system and shed light on the epistemology and ethics of circularity. The first article of this thesis identifies occasions when Ecological Economics has confronted circularity, and explores options moving forward. Ultimately, confronting paradox and circularity provide the means for the substantiation of Ecological Economics. The food system is prominent within Ecological Economics discourse. It serves as a good example of the ‘emergence’ of coordinated activity. In Cybernetics jargon, we can think of the ‘Food System’ as a symbol for the redundancy found in linked characteristics of particular Ecological-Economic inquiry. For instance, when we consider the food system we can be sure that we are dealing with resources that are essential, both rival and non-rival, excludable and non-excludable, and also highly sensitive to boundaries in scope, and scale, and thus highly sensitive to political and social change. In this sense, the food system acts as a symbol for the coordination of activity, and produces an output which is an input to the Ecological Economic ‘boundary’ between the Economy and the Ecosystem. The second article of this thesis provides an analysis of GHG emissions within the Chittenden County Foodshed. We conclude that urban agriculture, dietary change and agro-ecological production in concert, provide emission reductions which are not achieved when these options are considered separately. Given these conditions, we see mitigation beyond 90% of current emissions

    Second-order Science and Policy

    In March 2016, an interdisciplinary group met for two days and two evenings to explore the implications for policy making of second-order science. The event was sponsored by SITRA, the Finnish Parliament's Innovation Fund. Their interest arose from their concern that the well-established ways, including evidence-based approaches, of policy and decision making used in government were increasingly falling short of the complexity, uncertainty, and urgency of needed decision making. There was no assumption that second-order science or second-order cybernetics would reveal any practical possibilities at this early stage of enquiry. On the other hand, some members of the group are practioners in both policy and in facilitating change in sectors of society. Thus, the intellectual concepts were strongly grounded in experience. This is an account of the deliberations of that group and some reflections on what came out of the various shared contributions and ensuing dialogues. The overall conclusion of the event is that there definitely are possibilities that are worthy of further research and exploration.</p

    Network concepts in social theory: Foucault and cybernetics

    Network concepts are omnipresent in contemporary diagnoses (network society), management practices (network governance), social science methods (network analysis) and theories (network theory). Instigating a critical analysis of network concepts, this article explores the sources and relevance of networks in Foucault’s social theory. I argue that via Foucault we can trace network concepts back to cybernetics, a research programme that initiated a shift from ‘being’ to ‘doing’ and developed a new theory of regulation based on connectivity and codes, communication and circulation. This insight contributes to two debates: Firstly, it highlights a neglected influence on Foucault’s theory that travelled from cybernetics via structuralism and Canguilhem into his concept of power. Secondly, it suggests that network society and governance are neither a product of neoliberalism nor of technological artefacts, such as the Internet. They rather resulted from a distinct tradition of cybernetically inspired theories and practices.Peer Reviewe
